The following vacancy exists at NSFAS in Cape Town.
 
Position: ICT Asset Controller 
Type & Grade: Permanent, Grade 8
Vacancy No: 34 of 2020/21 
Department & Unit: ICT Department
 
POSITION OVERVIEW:
The purpose of this role is to control, maintains and monitor NSFAS ICT Assets. Coordinate with management in utilizing the asset management tools to analyze, review and track asset data. The incumbent will develop asset control processes to monitor accountability identification, maintenance, location and contracts. Manage asset reconciliation and asset disposal agreements. Oversee contract negotiation, contract renewals and vendor management activities. Monitor and control expenses within allotted budget. Monitor software licenses to ensure they comply with license agreements and usage standards. Work with ICT management in preparation of software and hardware budgets. Ensure audit compliance for the ICT assets and guide ICT asset associate in the daily administration of the asset management activities.
 
 
RESPONSIBILITIES:
• Asset Management – Ensure asset details are recorded and updated in a central database to provide management reporting and manage the asset lifecycle. Asset tags to be installed on all equipment.
• Contract Management – Ensure ICT contracts are recorded and tracked in a central database to ensure contracts are renewed in time. Expired contracts can be detrimental to NSFAS as a business.
• Software license management – Conduct software audits and ensure NSFAS is compliant in software licensing.
• Procurement – Draft procurement documentation, track requests and engage with SCM department to ensure goods and services are delivered on time.
• Receipting and payments – Ensure all equipment is delivered in good order and engage with Finance to ensure payments are made on time.
• Budget reconciliation – reconcile invoices with budget to ensure budget spending is on track.
• Storeroom management – Ensure the storeroom is always tidy and stock is controlled.
Including consumables like printer cartridges, hardware stock etc.
• Vendor management – Assist in vendor management to ensure vendors are rated and SLA’s are met to comply with audit requirements.
• Update the insurance with all new machines and the claims.
• Work with management in preparation of software and hardware budgets.
• Process improvements – Identify and implement process improvements.
• Prepare a monthly reconciliation with supporting schedules of the asset registers to the relevant accounting records and resolve uncleared items.
• Develop, implement and manage mechanisms to safeguard assets.
• Develop and oversee the maintenance of the asset management system.
• Develop asset needs assessment, acquisition management, operational and disposal plans.
• Any other administrative tasks which may be required.
• Continually and proactively seeks opportunities to increase internal client satisfaction and strengthen client relationships.
• Responds positively and constructively to feedback from clients, managers and other stakeholders.


DESIRED SKILLS AND EXPERIENCE
Minimum qualifications:
• An appropriate 3-year tertiary qualification (National Diploma or higher qualification)
• A minimum of 6 years’ experience as Asset Controller.
• Understanding and interpretation of Asset Management policies.
• Strong understanding of procurement lifecycle (approvals, orders, invoicing)
• Experience in hardware and software procurement highly desirable.
• IT Financial Management experience desirable.
• Good understanding of software licensing methods (perpetual, subscription, etc.), the pros and cons of each, and how to account for it.
 
Beneficial skills and experience:
• Public Finance and Management Act (PFMA) and guidelines.
• Asset management policies and procedures.
• Assets systems (automated).
• Principles and practice of asset management.
• Utilizing tools such as SCCM and ServiceNow, track usage of all software in the organization, ensuring compliance with relevant software license agreements and ensuring that assets are always properly accounted for.
• Previous experience of working in Assets controller role.
 
System Skills:
• Very strong IT assets knowledge, with experience of software asset management systems like Vodacom Spend Manager and ServiceNow beneficial.

REMUNERATION & BENEFITS
Remuneration Package: R 443 449 - R 522 363 per annum.
Total Cost to Company per annum inclusive of all benefits and company contributions.
