NATIONAL REGULATOR FOR COMPULSORY SPECIFICATIONS (NRCS)
 
The National Regulator for Compulsory Specifications (NRCS) was established on 1 September 2008 in accordance with the National Regulator for Compulsory Specifications Act. It is an agency of the dti, established to administer compulsory specifications and other technical regulations with the view to protect human health and safety, the environment and to ensure fair trade, in accordance with Government policies and guidelines.  It is the NRCS intention to promote equity through the filling of posts, according to set Employment Equity targets.  To facilitate this process successfully, an indication of race, gender and disability status is required.

(R1 412 874.53 -R1 751 382.19 Negotiable)
 
Purpose: To lead, direct and manage the ICT resources and plan including policy and practice development, planning, budgeting, resourcing and training; and more importantly able to calculate how to increase profits via use of ICT frameworks, as well the vital role of reducing expenditure and limiting damage by setting up controls and planning for possible disasters. 
 
 
KPA/ Key outputs:
  • Alignment of ICT strategies with the organisational strategies
  • Direct all ICT Operational and Project Management Initiatives
  • Provide an accurate account of technology asset lifecycle costs and risks to maximize the business value of technology strategy, architecture, funding, contractual and sourcing decisions
  • Overall responsibility for management of lifecycles of ICT policies and procedures as well as all processes that pertain to creation, review, approval and publishing of such policies and / or procedures
  • Ensure compliance and develop risk management processes
  • Manage effectively and efficiently the ICT resources and processes to facilitate the achievement of organisational strategic objectives
  • Management of all human and financial resources within area of control

 
Requirements/ Experience:
  • Honours degree or equivalent in Business Information System Management or in Computer Science.
  • Masters’ degree in a related field would be an added advantage
  • 10 years’ experience in an ICT environment of which 5 years in a managerial position
 
Knowledge and Skills:
In-depth knowledge of strategic planning and execution, In-depth knowledge of contracting and change management, In-depth knowledge of information technology computer systems and software, In-depth knowledge of ICT risk management, Knowledge of PFMA principles and practices, Knowledge of principles and practices around personnel management, Knowledge of the legal and regulatory framework, Report writing skills, Project management
