Required Minimum Qualifications
  • Honours degree in engineering sciences or equivalent (or relevant qualification at NQF Level 8)
  • Professionally registered.
 
Required years of related experience:
  • At least 10 years in nuclear management.
  • At least 5 years at a senior management level. Experience in nuclear engineering management, nuclear project management or radioactive waste management would be an advantage.

Job Description
The Chief Technology Officer will develop and implement, on a national basis and in a sustainable manner, programmes for safe management, storage and disposal of radioactive waste and spent nuclear fuel generated from nuclear operations within the boundaries of South Africa. Investigate the need for any new radioactive waste disposal facilities and site, design and construct such new facilities as may be required. Conduct research and develop plans for the long-term management of radioactive waste storage and disposal.
 
Key Areas of Responsibility
  • Set strategic direction for the Division, and lead and manage the execution of plans.
  • Provide leadership on applicable Annual Performance Plan (APP) deliverables.
  • Contribute to Corporate strategic planning.
  • Develop and implement Divisional Integrated Operational Plan (IOP).
  • Manage Divisional finances, human resources, and governance, risk and compliance.
  • Facilitate stakeholder engagement and networking.
  • Develop and implement site selection strategy, process and methodology.
  • Develop public/stakeholder involvement and information programme.
  • Establish quality assurance for siting and implementation.
  • Coordinate the technical and scientific support for siting of facilities.
  • Comply with regulatory requirements and licensing process.
  • Develop, cost, schedule and execute project plans for siting of facilities.
  • Provide training and develop skills for this KPA (by establishing and implementing training and development programmes for personnel).
  • Develop storage and disposal facility design requirements, criteria and characteristics.
  • Investigate, benchmark and select storage and disposal technologies.
  • Establish quality assurance for design, construction and operation of facilities.
  • Coordinate the technical and scientific support for storage and disposal operations.
    Comply with regulatory requirements and licensing processes.
  • Develop, cost, schedule and execute project plans for design, construction and operation of facilities.
  • Provide training and develop skills for this KPA (by establishing and implementing training and development programmes for personnel).
  • Develop and implement R&D plans for siting and installation of technologies/facilities.
  • Establish local and international technical collaborations and partnerships on R&D.
  • Develop and/or acquire technologies/methods for the characterisation of sites.
  • Perform feasibility studies for siting, construction and operation of facilities.
  • Build and enhance the confidence of the scientific community and the general public in the understanding and modelling of facility designs and performances.

  • Knowledge of financial management prescripts within the public sector (PFMA knowledge required).
  • Knowledge and/or application of strategic and business planning methodologies.
  • Risk management (how to identify and control risks that fall within the realm of Technology and Siting functions).
  • Working knowledge of policies and legal frameworks related to nuclear waste disposal and management.
