Minimum Qualification
A national diploma/degree in Accounting or equivalent qualification
 
Minimum years relevant experience
  • 3 years public sector experience in financial accounting and administration
  • Experience implementing the PFMA, Treasury regulations, and GRAP.
  • Background verification, including criminal record, credit checks, security clearances, qualification and citizenship checks, as well as competency assessment, will form part of the selection process for all positions at NRWDI.

Job Description
To Support the Finance Manager and provide an effective financial service to the entity by ensuring optimal utilization of allocated funds and compliance with all financial policies, processes and procedures and relevant statutory and regulatory requirements.

Job Requirements
The appointed candidate will perform the following job activities:
  • Ensure that the entity complies with financial administration and accounting policies, systems and processes
  • Provide financial related payroll services
  • Provide expenditure and general payments services
  • Provide cash and revenue management services
  • Provide petty cash services
  • Provide asset liability and debt management services
  • Provide general ledger, bookkeeping and financial accounting services
  • Contribute to compliance with internal financial management policies, processes and procedures as well as relevant legislative and regulatory requirements such as the PFMA, Treasury Regulations and GRAP
  • Assist with the compiling of monthly and quarterly financial reports, forecasting, variance analysis and controlling cash flow requirements
  • Monitor and report on expenditure trends (budget management)
  • Perform monthly reconciliations of control accounts
  • Perform various inputs into financial system e.g. journals, invoicing, credit notes and bank reconciliations
  • Assist and advise budget responsibility managers with regard to allocation, additional re-allocation, approval of budget and other budgetary matters
  • Assist in the compilation of the Estimates of National Expenditure and related NT Template
  • Assist in the compilation of the Medium-Term Expenditure Framework
  • Preparation of quarterly financial reports for the divisions
  • Assist in preparation of Annual Financial Statements, and related workpapers
  • Assist in preparation of National Treasury AFS Template
  • Coordinate estimate of useful life of assets
  • Assist with the updating of the asset register
  • Assist with the preparation of working papers for internal and external auditors and assist the audit process by providing the required information and documentation
  • Contribute to the implementation of audit recommendations
  • Contribute to the mitigation of risks in the Finance Division.
