EXECUTIVE MANAGER: COMPLIANCE MANAGEMENT

Reports To: Chief Executive Officer (CEO)
 

Minimum Qualification
Master’s degree (or relevant qualification at NQF Level 9), in a scientific discipline (e.g., Applied Radiation Science or Nuclear Physics). A PhD degree will be an added advantage.
 
Minimum year’s relevant experience
At least 10 years’ experience at Senior/Executive Management level, with working experience in radiation and/or nuclear technology, including nuclear installation licensing and compliance management.

Job Description
The Executive Manager: Compliance Management role is responsible for providing leadership in terms of ensuring compliance with the nuclear installation license, safety, health, environment and quality management systems.
 
The ideal candidate will perform the following job activities:
  • Leadership oversight through active participation at EXCO and MANCO;
  • Participation at Board/Board Committee meetings;
  • Set strategic direction for Compliance Division & lead and manage the execution of plans;
  • Provide leadership on applicable Annual Performance Plan (APP) deliverables / projects;
  • Contribute to Corporate strategic planning;
  • Development and implementation of Divisional Integrated Operational Plan (IOP);
  • Management of Divisional finances, human resources, and governance, risk and compliance;
  • Stakeholder engagement and networking;
  • Development, compliance assessment, review and continual improvement of the nuclear installation license for Vaalputs to ensure that waste disposal operations comply with the regulatory requirements for a nuclear installation;
  • Reporting, investigating and close-out of nuclear occurrences;
  • Provide radiation protection specialist (RPS) support and oversight in terms of the Vaalputs waste disposal operations;
  • Develop, implement, assess and maintain a health and safety management system for Vaalputs in line with regulatory requirements;
  • Establish and maintain a medical surveillance program, health register and dose register for all occupationally exposed workers;
  • Develop, implement, assess and continually improve the Quality Management System for the organisation in accordance with the ISO 9001 quality management system requirements.
  • Develop, implement, assess and continually improve the Environmental Management System for Vaalputs in accordance with the ISO 14001 environmental management system requirements;
  • Ensure that the Vaalputs environmental monitoring procedures are documented, the monitoring activities are scheduled and executed and the results are analysed and reported to the regulator;
  • Conduct internal audits / inspections on the Management Systems and Nuclear Installation License to ensure compliance and continual improvement;
  • Assess applications for a radioactive waste disposal certificate based on information supplied in terms of compliance with waste acceptance criteria and advise the CEO to approve / reject / recall such applications; and
  • Ensure that waste generators demonstrate compliance with any terms and conditions of approved radioactive waste disposal certificate.

Knowledge:
  • Knowledge and understanding of corporate governance principles applicable within South African state-owned entities;
  • Knowledge of financial management prescripts within the public sector (PFMA knowledge required);
  • Knowledge and/or application of strategic and business planning methodologies; NEA Act, NRWDI Act, NNR Act and National Radioactive Waste Strategy and Policy. IAEA standards, guidelines and related principles;
  • Extensive knowledge of international best practises with regard to the management and disposal of radioactive waste;
  • Extensive knowledge of international best practises with regard to Integrated Management Systems (ISO, etc) and Safety Culture Enhancements;
  • Risk management (how to identify and control risks that fall within the realm of Compliance Division functions); and
  • Working knowledge of policies and legal frameworks related to nuclear waste disposal and management.
