The National Lotteries Commission (NLC), a Scheduled 3A entity in terms of the Public Finance Management Act (PFMA), is a statutory body established in terms of the Lotteries Act (Act 57 of 1997), as amended with the purpose of regulating South African Lotteries and administering the National Lottery Distribution Trust Fund (NLDTF). ICT LEAD DEVELOPER (24 MONTHS FIXED TERM CONTRACT) 
 
MAIN PURPOSE OF THE JOB 
To design, develop, and maintain enterprise applications and integrations that support NLC’s business processes and strategic initiatives. The role ensures that applications are robust, secure, scalable, and compliant with ICT governance, development, and quality-assurance frameworks. 
SALARY SCALE:

REQUIRED QUALIFICATIONS 
•                Bachelor’s degree in Computer Science, Information Systems, or Software Engineering. 
•                Certifications in relevant development technologies (e.g., Microsoft Certified: Azure Developer, Java SE, or .NET Developer). 
•                ITIL Foundation and COBIT-19 certification (advantageous). 
•                Agile or Scrum certification (preferred). 
 
REQUIRED WORK EXPERIENCE: 
•                Minimum 7 years’ experience in software design and development. 
•                3+ years in a senior or lead developer role managing technical teams or projects. 
•                Proven experience developing enterprise web and API-based applications. 
•                Exposure to DevOps, CI/CD, and cloud development environments (Azure, Git, Jenkins). 
•                Experience integrating with ERP, CRM, or grant-management systems.

ICT SERVICE MANAGER (24 MONTHS FIXED TERM CONTRACT) 
 
MAIN PURPOSE OF THE JOB 
To manage ICT service delivery and performance across all operational domains, ensuring compliance with service-management frameworks and continuous improvement of ICT support and customer experience. The role aligns NLC ICT services with business needs through effective SLA and OLA management, process optimisation, and governance compliance.

REQUIRED QUALIFICATIONS 
•                Bachelor’s Degree in Information Technology, Computer Science, or Business Information Systems 
•                ITIL v4 Managing Professional or Service Manager Certification (required). 
•                COBIT-19 Foundation or ISO/IEC 20000 Service Management certification (advantageous). 
•                Project Management (PMP / PRINCE2) or Service Transition training (preferred). 
 
REQUIRED WORK EXPERIENCE: 
•                8 + years’ ICT operations experience, with 3–5 years in service management or operations leadership. 
•                Proven track record in managing ICT service desks, SLA frameworks, and vendor contracts.

SENIOR OFFICER: ICT ADMINISTRATION (12 MONTHS FIXED TERM CONTRACT) 
 
MAIN PURPOSE OF THE JOB 
To ensure the financial integrity and operational efficiency of the ICT division. The incumbent will be responsible for managing ICT budgets, optimizing costs, and ensuring financial transparency and accountability in line with best practice and public sector regulations. The role supports the NLC’s mission by enabling secure, cost-effective, and compliant ICT systems that underpin grant lifecycle management. 
 
SALARY SCALE: 
•                Commensurate with qualifications and experience. 
 
REQUIRED QUALIFICATIONS 
•                Bachelor’s Degree or Diploma in Finance, Accounting Science or similar qualification 
•                Post graduate qualification an added advantage 
 
REQUIRED WORK EXPERIENCE: 
•                10 years relevant work experience in the ICT financial and supply chain management environments 
•                3 years senior management experience 
•                Proven track record in managing various financial business units (e.g., billing, management accounting, procurement, credit management, etc.) simultaneously at an organisational level 
•                Proven track record in leading and executing annual financial planning processes (inclusive of annual budget and forecasting processes) and price planning processes and expenditure controls at an organisational level 
•                Proven track record in developing and managing financial strategies within a corporate environment 
 
KEY RESPONSIBILITIES: 
•                Manage the approved ICT budget by allocating funds according to the operational and project plans, tracking actual spending against the approved amounts, and ensuring all expenses align with the project scope and objectives. 
•                Monitor and report variances regularly, taking corrective action where necessary to maintain financial control and accountability. 
•                Compare actual expenditure against the approved budget monthly. 
•                Watch for cost variances—flagging over- or underspending early. 
•                Provide regular budget status reports to management, including variances and corrective actions. 
•                Reconcile all invoices, receipts, and expense claims at project completion. 
•                Monitor ICT expenditures across infrastructure, software, cybersecurity, and data platforms used in support of the core business of the NLC. 
•                Identify cost-saving opportunities while maintaining service quality and regulatory compliance. 
•                Implement financial controls to ensure responsible use of allocated budget. 
•                Serve as an ICT Finance Liaison in various engagements such as National Treasury Forums, Office of the CFO, National Austerity Coordination Groups, 
•                Ensure ICT financial practices comply with government regulations, and audit standards. 
•                Collaborate with finance and SCM, divisions to align ICT spending. 
•                Maintain documentation and audit trails for all ICT-related financial transactions. 
•                Serve as an ICT Finance Liaison on Audit Engagements - coordination, follow-ups and due diligence into management comments and responses on internal and external stakeholders relating to PFMA probity (unauthorized, fruitless, irregular, wasteful expenditure) 
•                Establish financial KPIs for ICT services supporting divisional requests 
•                Provide regular financial reports to executive leadership and other relevant stakeholders. 
•                Support data-driven decision-making with cost-benefit analyses of ICT initiatives. 
•                Serve as the financial liaison between ICT Finance and SCM teams. 
•                Educate internal stakeholders on ICT-related financial policy matters and cost implications of technology decisions.
