NATIONAL LOTTERIES COMMISSION (NLC)
 
The National Lotteries Commission (NLC), a Scheduled 3A entity in terms of the Public Finance Management Act (PFMA), is a statutory body established in terms of the Lotteries Act (Act 57 of 1997), as amended with the purpose of regulating South African Lotteries and administering the National Lottery Distribution Trust Fund (NLDTF). Suitably qualified prospective candidates who are South African citizens are invited to submit their applications to fill the position listed below. ​HUMAN CAPITAL OFFICER X2 

(12 MONTHS FIXED TERM CONTRACT) 
 
PURPOSE OF THE JOB: 
The Human Capital Officer’s role will, among other HCM functions, entail advertising and filling of positions. 
 
SALARY: Commensurate with qualifications and experience. 
 
QUALIFICATIONS
  • Bachelor’s degree in human resource qualifications 
 
REQUIRED EXPERIENCE 
  • 3 – 5 years professional experience in recruitment or talent acquisition 
 
KEY RESPONSIBILITIES 
  • Assist with partnering with divisional executives in anticipating, assessing talent needs, acquiring new talent, and recommending sourcing strategies, channels, and platforms. 
  • Sourcing and screening of candidates that best fit NLC’s future strategic goals. 
  • Capturing applications on a spreadsheet for shortlisting purposes. 
  • Facilitate a seamless end to end recruitment process. 
  • Analysing divisional data to find potential and ideal candidates that fit NLC’s organizational culture. 
  • Administration of termination and preparation of employment contracts/ offers. 
  • Negotiation of employment offers. 
  • Facilitate pre and onboarding. 
  • Assist with the implementation of the Organisational redesign and review strategy. 
  • Willing to travel across the provinces. 
 
REQUIRED COMPETENCIES AND SKILLS 
  • Excellent communication and interpersonal skills 
  • Ability to work independently and with a team 
  • Highly organized with excellent time management skills 
  • Proficient in Microsoft Office and applicant tracking systems 
  • Administration skills. 
  • Problem-solving skills 
  • Project management. 
  • Knowledge of National Lotteries Act and related Acts 
  • Knowledge of current employment legislation and regulatory
