The National Lotteries Commission (NLC), a Schedule 3A public entity in terms of the Public Finance Management Act (PFMA), is a statutory body established in terms of the Lotteries Act (Act 57 of 1997), as amended with the purpose of regulating South African lotteries and administering the National Lottery Distribution Trust Fund (NLDTF). ENTERPRISE RISK MANAGEMENT
ERM SPECIALIST
PURPOSE OF THE JOB
To manage, facilitate, coordinate and evaluate the holistic ERM Strategic Risk & Operational Risk & Fraud, according to ISO 31000, within the Provinces and NLC as a hole.
SALARY Commensurate with qualifications and experience.
REQUIRED QUALIFICATIONS .
· NQF 8 in Risk Management or equivalent in relevant field.
· Certification is CRM PRAC/ISO31000
· Registration with IRMSA (Institute of risk management South Africa)
REQUIRED EXPERIENCE
· 5 years’ experience in Enterprise Risk Management, internal audit, compliance, governance, or a related risk environment.

KEY RESPONSIBILITIES

Risk Management
· Develop and implement Risk Management Frameworks, controls and programmes.

Provide leadership & train management & staff on the implementation of effective strategic operational & risk programmes
· Lead, facilitate, and advise management in designing risk management programs within their own departments.
· Guiding managers and project leaders with the integration of ICT risk management with operational and management activities.
· Train managers and staff on the risk management program, and their respective responsibilities in carrying out the effective risk management program.
· Lead the establishment of risk champions’ programme and provide training on a continuous basis.
Stakeholder Management

FINANCE DIVISION
STRATEGIC SOURCING SPECIALIST
PURPOSE OF THE JOB
To plan, manage and execute all strategic sourcing and tender process activities for the acquisition of goods and services for the NLC as prescribed by the PFMA, Treasury Regulations, Guidelines & Directives and other relevant legislation.

REQUIRED QUALIFICATIONS .
· NQF 7 Bachelor’s Degree Commerce or related discipline
REQUIRED EXPERIENCE
· Experience of at least 5 years
· Of which 2 years managerial strategic sourcing/procurement experience
KEY RESPONSIBILITIES
· Manage the Strategic Sourcing business unit and ensure that it contributes to the achievement of business objectives.

LEGAL SPECIALIST: LEGISLATIVE AND CORPORATE LEGAL SERVICES
MAIN PURPOSE OF THE JOB
The purpose of the Legal Specialist: Legislative & Corporate Legal Services is to provide expert legal advisory services to support the National Lotteries Commission (NLC) in achieving its strategic and operational objectives, with a focus on legislative interpretation, policy formulation, legal research, and corporate legal advisory functions. The incumbent is responsible for ensuring the alignment of the NLC's legal and governance frameworks with applicable laws and evolving legislative mandates, thereby promoting legal certainty, regulatory compliance, and sound corporate governance.
This role contributes directly to the NLC’s Strategic Plan by:
· Strengthening the legislative and regulatory environment to ensure alignment with the Lotteries Act, PFMA, Companies Act, and other relevant statutes.
· Enhancing corporate governance and legal risk management to support ethical, accountable, and transparent operations.
· Supporting policy development and legislative reform initiatives that enable the NLC to fulfil its developmental and regulatory mandate effectively.
· Providing legal input into strategic and operational decisions to mitigate legal risks and ensure compliance with applicable legal instruments.

REQUIRED QUALIFICATIONS
· Bachelor of Laws (LLB) or equivalent NQF 8 qualifications
· Admitted as an Attorney or Advocate to the High Court of SA in good standing

REQUIRED WORK EXPERIENCE:
· Minimum of 5 Years functional experience
· Experience preferably in a corporate, public sector or regulatory environment

MAIN PURPOSE OF THE JOB
To lead, coordinate, and manage the provision of legal services related to contract drafting, negotiation, vetting, execution, and corporate legal advisory at the National Lotteries Commission (NLC). KEY RESPONSIBILITIES:

The role ensures regulatory and grant compliance through proactive monitoring, investigations, and enforcement within both the NLC’s operational and funding environment.
