SENIOR LIBRARIAN: BIBLIOGRAPHIC SERVICES AND COLLECTIONS MANAGEMENT
 
The objectives of the National Library are to contribute to socio-economic, cultural, educational, scientific, and innovative development by collecting, recording, preserving, and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world’s information resources.
The NLSA invites applications from suitably qualified people for appointment on a permanent basis, as Senior Librarian: Bibliographic Services and Collections Management. The successful individual will be based at the Pretoria Campus but will work across both the Cape Town and Pretoria Campuses. The successful candidate will report to the Manager: Bibliographic Services and Collections Management.
Purpose: To Ensure universal bibliographic control of Legal deposit material by creating the national bibliography. Manage cataloguers and national authority control, thereby ensuring that international standards are implemented at a national level. Plan and coordinate all aspects relation to the management, and maintenance of ISAP database.
 
KEY PERFORMANCE AREAS:
South African National Bibliography and name authority (SANB)
  •  Promote implementation of metadata international standards
  • Monitoring creation and maintaining of the national bibliography
  • Monitoring the creation of South African name authority records
Index to South African Periodicals (ISAP) database
  •  Act as project leader for ISAP in making content of periodical articles accessible in support of bibliographic access.
  • Mange the project and quality index record delivery to ensure the ISAP annual target is met in accordance with the NLSA strategic objective.
  • Plan, develop, coordinate and supervise the project and staff efficiently and ensure user needs are met effectively.
 Resource Description Access (RDA)
 ·Promote the upskilling of provincial and community library staff by proving RDA cataloging training.
 Operational Planning and Management:
  • Develop an operational plan which incorporates goals and objectives that work towards the strategic direction of Metadata and Cataloguing Services in collaboration with the Deputy director and Director.
  • Oversees the day-to-day operations of the Metadata and Cataloguing Services units.
  • Participate in the drafting of policies for approval and prepares procedures and standard operational manuals to implement the policies.
  • Review existing policies on a three yearly basis and recommend changes as required.
  • Provide support to the Deputy Director by preparing programme-specific monthly and quarterly reports.
  • Proactively develop the collections of the NLSA.
  • Keep abreast of library trends, issues, technology, and developments in the professional field with emphasis on 4IR, Linked Data, BIBFRAME for cataloguing.
  • Keep abreast with indexing and database development for ISAP.
Programme planning and management:
  • Oversee the planning, implementation, and evaluation of the Metadata and Cataloguing Services units.
  • Ensure that the units and services/products offered by the units contribute to the NLSA’s mission and reflect the priorities of the NLSA.
  • Monitor the day-to-day delivery of services of the units to maintain and/or improve quality of service.
  • Oversee the planning, implementation, execution, and evaluation of special projects.
  • Actively participate in library committees both nationally and internationally regarding cataloguing and indexing.
  • Works in close cooperation with other Business Development Assistant Directors, the Deputy Directors and Director
Supervises staff within units:
  •  Draft job specifications for employees.
  • Conduct performance appraisals of all staff.
  • Ensure daily activities are performed.
  • Assess skills and capacity of employees.
  • Assist with the training of employees.
  • Manages Metadata and Cataloguing Services units setting assignments, training, and evaluating job performance. Participates in professional growth and development to enhance skills and knowledge, particularly those related to Metadata and Cataloguing Services.
 Financial planning and management:
  •  Participate in the preparation of a comprehensive budget to secure adequate funding for the operations of the units.
  • Ensure that the units comply with all public financial legislation.
  • Develop an operational plan which incorporates goals and objectives that work towards the strategic direction of the sub-programmes in collaboration with the Deputy director and Director.
  • Oversees the day-to-day operations of the sub-programmes.
  • Participate in the drafting of policies for approval by the NLSA and prepares procedures to implement the sub-programmes policies.
  • Review existing policies on a three yearly basis and recommend changes as required.
  • Provide support to the Deputy Director by preparing programme-specific monthly and quarterly reports.
  • Remain knowledgeable of current trends in cataloguing and indexing.
 Risk management:
  • Identify and evaluate risks associated with the Metadata and Cataloguing Services units and provide mitigating strategies, therefore.
  • Develop a risk register.
Reporting:
  • Prepare documentation and reports required for performance discussions.
  • Maintains accurate statistics, reports, and policies.
  • Develop, review, amend and update policies, operating procedure manuals and strategies relating to Metadata and Cataloguing Services.
  Stakeholder relations / advocacy:
  •  Communicate with stakeholders to keep them informed of the work of units in Metadata and Cataloguing Services.
  • Establish good working relationships and collaborative arrangements with NLSA stakeholders, and other organisations to help achieve the goals of the NLSA.
  • Perform any other related duties as instructed by the Deputy Director/Director as needed.
 
MINIMUM EDUCATIONAL QUALIFICATIONS AND EXPERIENCE
  • A Bachelor’s degree in Library and information Science or equivalent (NQF 8)
  • Postgraduate in library collections or related field will be an added advantage.
  • 3 years’ relevant experience in Collections Management department.
  • 2 years in a supervisory position.
  • Sound knowledge of WorldShare Management System Acquisitions/Serials and Record Manager modules
  • Sound knowledge of legislation governing the National Library of South Africa
  • Knowledge of PFMA
  • Knowledge and articulates the value of providing access to digital collections.
  • Knowledge of the theory, processes, standards, and best practices of digital resource acquisition.

The NLSA employs approximately 200 employees.
We are inviting applications from suitably qualified persons for appointment in the position of Co-ordinator: Reading Promotion on a permanent basis. The successful candidate will be based on the Pretoria Campus and will report to the Manager: Centre for the Book.
The Co-ordinator: Reading Promotion is responsible for developing and implementing a reading promotion strategy towards fostering a reading nation. The successful candidate will work closely with the provincial and the broader Library and Information Services (LIS), educational and literary sectors.

Purpose
  • To build a complete collection of published documentary heritage material, emanating from, or relating to, South and southern Africa
  • To exercise complete oversight of the Programme Bibliographic Services and Collections Management (BSCM)
  • To ensure that the business, and all activities of the Department are carried out across both Campuses including that of the sub-programmes: Acquisitions; Index to South African Periodicals (ISAP); Legal deposit of both serial and non-serial publications, South African National Bibliography (SANB); ISN Agency
 
KEY PERFORMANCE AREAS 
Build and maintain a collection of resources in different formats based the mandate of the National Library of South Africa
  • Monitor new material added to the legal deposit collection
  • Consult a wide variety of sources and connect with other professionals to stay informed about new materials, resources and technologies, and their potential to deliver improved services

  • Develop and update, with the assistance of the Senior Librarians, the policies, and Standard Operating Procedure Manual for the Programme

  • Determine staffing requirements for the Department

Establish collection development policies and procedures
  • Evaluate, recommend, and apply policies and procedures for identifying and selecting library materials in all formats

The NLSA invites applications from suitably qualified persons for appointment on a permanent basis. The successful candidate will be based at the NLSA’s Cape Town Campus and will report to the Director: Business Development.
 
MINIMUM REQUIREMENTS 
  • A degree in Library and Information Science (B. Bibl /LIS) or equivalent.
  • At least three years of cataloguing
  • Excellent computer proficiency in a Windows environment and Office
  • Knowledge and effective implementation of standard tools for creating catalogue
  • In-depth knowledge  of  the  following  cataloguing  standards  and  tools:  –  Dewey  Decimal Classification – MARC21, RDA – LC Subject Headings and Name
  • In-depth knowledge of OCLC’s WMS (Integrated Library Management System).
 
KEY RESPONSIBILITIES 
  • Responsible for cataloguing SANB material on OCLC’s WorldShare, thereby creating a record of the publishing output of the country and making records available for copy cataloguing purposes nationally and internationally
  • Responsible for the creation of accurate bibliographic and item records for monographs, maps, integrating resources, continuing resources, government publications, standards, CDs, DVDs, kits and electronic publications
  • Utilizing the SANB cataloguing manual (Catman), Resource Description and Access (RDA), Library of Congress Subject Headings (LCSH), Dewey Decimal Classification (DDC 23), MARC 21 bibliographic format and Library of Congress Programme for Cooperative Cataloguing Policy Statements (LC-PCC-PS).
  • Familiarity with the software applications Cataloguers Desktop (Web Dewey, Class web and the RDA Toolkit).
  • Participate in quality control of SANB records and maintenance on OCLC
  • Provide inputs regarding cataloguing policy within the SANB
  • Keep abreast of international cataloguing trends and practices via research and continuing professional development, including self-study and attendance of relevant workshops, seminars,

NLSA is hosting the function of Legal Deposit coordination, compliance and enforcement. This position will oversee compliance monitoring and enforcement of the Legal Deposit and of Official Publication Depositories.
The NLSA invites applications from suitably qualified persons for appointment as a Manager: Legal Deposit Co-ordination, Compliance and Copyright. The successful individual will be based at the NLSA’s Pretoria Campus on a permanent basis but will work with all Places of Legal Deposit and Official Publications Depositories. The successful candidate will report to the Legal Deposit Committee and administratively to the Director: Business Development.
 
KEY RESPONSIBILITIES AREAS
Promote the Legal Deposit Act to stakeholders.
  • Promoting awareness and support for legal deposit as a means of preserving and appreciating a nation’s cultural

KEY RESPONSIBILITIES:
Plan and coordinate all aspects relating to the digitization, collection and management of non-print digital documents and repositories.
Digitising of materials
  • Accurately record all activity associated with the processing of requests.

LIBRARIAN: READING ROOM
The objectives of the National Library of South Africa (NLSA) are to contribute to socioeconomic, cultural, educational, scientific, and innovative development by collecting, recording, preserving, and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world’s information resources. The NLSA employs approximately 200 employees.
We are inviting applications from suitably qualified persons for appointment in the position of Librarian: Reading Room on a permanent basis. The successful candidates will be based on the NLSA’s Pretoria Campus and will report to the Senior Librarian.
The Librarian: Reading Room is accountable to provide reference and interlibrary loan services to the public and to members on Southern African Interlending Scheme; and to promote access to information on site, nationally and internationally.
 
KEY PERFORMANCE AREAS
 Attend to Research Queries
  • Conduct research on items requested to fulfil user’s
  • Reserve material for library users, in the relevant reading
  • Send the relevant information e., clients contact details, product codes and costing to Finance Department to either generate a Quotation or Sales Order.
  • Send Quotation or Sales Order to the library
  • Where necessary, arrange for the material to be reproduced within the bounds of Copyright
  • Conduct Information Literacy
Retrieve library material from open shelves in the Public Area
  • Conduct a search on OPAC or other sources of information to determine the availability and the specific location of the
  • Assist the library user with the choice of material for their research
Collection development and management
  • Collect used material from the tables, sort the books according to different locations and interfile on shelves according to Dewey Decimal Classification.
  • Sign the Retrieval book, to confirm the return of items to the
  • Organise and shelf-read material already on shelf to ensure that the books are in a correct sequence and in their rightful location.
  • Create space to accommodate incoming collection by moving the collection around and to make sure that books are not over- packed on
  • Identify and notify the Senior Librarian of missing titles, books that needs to be repaired, weeded material,
  • Scan used books to record statistics on the number of items
  • Identify, select, and recommend titles to purchase based on user needs and as guided by Collection Development and Management
  • Receive newly acquired books and official publications for
  • Update the Acts as guided by the Control Sheet for each
  • Keep a record of which Acts are updated; and update Acts Database indicating number of pages for each Act and determine tariffs
Circulate library material:
  • Create patron record for different user
  • Prepare the library card for the user and arrange for the items to be

Provide internet access to library users:
  • Assist the library users to book computers for their

Book discussion rooms for library users:
  • Record the details of the library user who requested the bookings and allocate time
  • Regular checking of the discussion room to see if all in the users are registered and made
  • Compile usage
Promote documentary  heritage  through  exhibition:  exhibition  gallery  or  virtual exhibitions.
  • Attend meetings when planning for the exhibition, establish the theme for the exhibition and decide on the subject content of items to be retrieved.
  • Conduct research, identify and locate appropriate collections/items that will be included in the
  • Request resources to be acquired and assist with the design of the exhibition
  • Assist the with contributing relevant text that accompanies exhibition, g., labels, brochures, catalogues.
  • In the case of a physical exhibition, arrange for the exhibition to be photographed for documentary
Perform Cashier work.
  • Assist library users to fill in the job
  • Issue invoices, receive cash and provide receipts for services rendered according to the approved tariffs, and hand over the requested documents to the library user.
  • Count the cash, verify receipts, and fill in the daily bank control sheet at the end of the shift when cashing
  • Verify information captured to report on income generated.
Conduct user satisfaction surveys:
  • Identify target population, draft questions, and conduct pilot phase to test the efficiency of data collection
  • Assist the Senior Librarian with the preparation of the pilot

Interlibrary loan services:
