Manager: Conditional Grant Monitoring and Evaluation (M&E) x 3 positions
(Three-year contract)

The objectives of the National Library of South Africa (NLSA) are to contribute to socio-economic, cultural, educational, scientific and innovative development by collecting, recording, preserving and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world’s information resources.
The Department of Sport, Arts and Culture provides Conditional Grant funding for special LIS (Library and Information Services) projects which are implemented within the NLSA and in the nine provinces of South Africa. The main purpose of this position is to monitor implementation of the Conditional Grant funded projects in the nine provinces.
The NLSA invites applications from suitably qualified persons for appointment in three positions of Manager: Conditional Grant Monitoring and Evaluation (M&E).
The three successful individuals will be based at the Pretoria Campus of the National Library of South Africa and will report to the Director: Conditional Grant and Special LIS Projects.
 
 
KEY PERFORMANCE AREAS
Conduct monitoring and evaluation visits to the provinces with regard to the Conditional Grant projects for public and community libraries that is funded by the Department of Sport, Arts and Culture.
Support the national and provincial Department of Arts and Culture initiatives to enhance a culture of reading in South Africa.
Collect and record the Conditional Grant related data, ensure quality of the data and provide verification sources.
Submit quarterly reports timeously as required.
Monitor expenditure of all Conditional Grant projects.
Identify challenges to be addressed and propose corrective actions.
Develop guidelines and management of the Conditional Grant’s deliverables.
Facilitate stakeholder management communication and promotion of the Conditional Grant projects.
Maintain standards of all work according to agreed levels.
 
 
MINIMUM EDUCATIONAL QUALIFICATIONS AND EXPERIANCE
Bachelor’s degree or equivalent, preferably in Library and Information Science and/or Project Management. A higher qualification will be an added advantage.
At least five years of experience in the Library and Information Services (LIS) environment
Project management skills (Project management qualification will be added advantage)
Knowledge and understanding of project monitoring and evaluation, including infrastructure projects
High people management, conflict management and dynamic problem solving skills.
Excellent communication skills (verbal and written)
Innovative, analytical and organising skills
Quality orientation, accuracy, reliability and risk management competencies
Knowledge of the Library and Information Services Sector
Information management and computer literacy
Valid driver’s license
