The National Library of South Africa wishes to make the following appointment at its Pretoria Campus:
Human Resources Practitioner

Salary scale: R 439 898.00 - R 511 532.00 total cost to company
The objectives of the National Library of South Africa (NLSA) are to contribute to socio-economic, cultural, educational, scientific and innovative development by collecting, recording, preserving and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world’s information resources.
The NLSA invites applications from suitably qualified persons for appointment on a permanent basis, as a Human Resources Practitioner. The successful individual will be based at the Pretoria Campus. The successful candidate will report to the Manager: Human Resources Management.
KEY PERFORMANCE ARES
Handle the hiring process from beginning to end (advertising, screening and shortlisting applicants, conducting interviews, probation process, etc.).
Offer advisory services as an HR Practitioner to the organisation on organisation design, talent management, succession planning, job evaluations, job grading and skills development.
Administrate the conditions of service and benefits including terminations, pension and provident funds, medical aid, funeral claims, leave management, etc.
Administrate and co-ordinate the drafting of job descriptions, job profiles, job evaluations, job gradings and related functions.
Administrate remuneration and manage full payroll management and reconciliations.
Ensure submission of statutory reports like WSP/ATR, EE Report, STATS SA, EMP501/201, COIDA etc.
Co-ordinate the Performance Agreement and Evaluation processes ensuring adherence to the Performance Management Policy and other related policies.
Co-ordinate training and people development including skills analysis and co-ordination of training for all employees.
Advise line managers and employees on labour relations matters including disciplinary and grievance procedures, and assist with and attend CCMA cases.
Assist Management with all progressive disciplinary issues, the preparation for CCMA cases and proper record management.
Arrange monthly and/or quarterly meetings for Employment Equity, Skills Development and Organised Labour.
Co-ordinate employee wellness management initiatives.
Participate in developing and implementing the HR Strategy, HR policies, Operational Plan, Annual Performance Plan and HR Risk Register.
Proactively build and maintain relationships with internal and external HR stakeholders through active engagement and collaboration.
MINIMUM EDUCATIONAL QUALIFICATIONS AND EXPERIENCE
Bachelor’s degree in Industrial Psychology or equivalent qualification
Certified in conducting psychometric test and competency-based interviews would be added advantage
Minimum of 3 years of experience as a generalist HR Practitioner performing OD functions
Strong working knowledge of Microsoft Office (including Excel, Word and PowerPoint)
Working knowledge of on-line meeting/interview platforms such as Zoom and Microsoft Teams
Strong working knowledge of on-line recruitment processes / platforms (e.g. Indeed, LinkedIn, Facebook, Career Junction, etc.)

In-depth knowledge of the Human Resources Management value chain
Advanced knowledge of payroll system
People management, conflict management and conflict resolution skills.
