The National Library of South Africa wishes to make the following appointment at its Pretoria Campus:
HUMAN RESOURCES PRACTITIONER

Salary scale: R 439 898.00 - R 511 532.00 TOTAL COST TO COMPANY
The objectives of the National Library of South Africa (NLSA) are to contribute to socio-economic, cultural, educational, scientific and innovative development by collecting, recording, preserving and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world’s information resources. The NLSA employs approximately 200 employees.
The NLSA invites applications from suitably qualified persons for appointment on a permanent basis, as Human Resources Practitioner. The successful individual will be based at the Pretoria Campus. The successful candidate will report to the Manager: Human Resources Management.
KEY REQUIREMENTS:
Minimum Qualifications
Bachelor degree in Human Resources Management, Industrial Psychology or related human resources management field
Honours degree will be an added advantage
Experience working with HR management systems
Microsoft Excel, Word and PowerPoint knowledge
Experience
A minimum of 5 years of experience in HR generalist functions within a unionised environment
Experience as skills development facilitator will be advantageous
Duties and Responsibilities
Act as point of entry for all HR matters
Manage full payroll management
Facilitate the recruitment and selection process from end-to-end in order to ensure attraction of competent and skilled talent.
Manage all HR administration including filing, new engagements, terminations, pension and provident administration, medical aid administration, funeral/death claims, position management, drafting job description, probation process, leave management etc.
Ensure that all HR queries by employees are dealt with accurately and without delay.
Ensure submission of statutory reports like WSP/ATR, EE Report, STATS SA, EMP501/201, COIDA etc.
Co-ordinate the Performance Agreement and Evaluation processes
Co-ordinate training and people development including skills analysis and co-ordination of training for all employees
Advise line managers and employees on labour relations matters including disciplinary and grievance procedures, and assist with and attend CCMA cases
Arrange monthly/quarterly meetings for Employment Equity and Skills Development and Organised Labour
Serve as a liaison with shop stewards and union officials, participate in meetings, and ensure accurate record keeping
Co-ordinate on-boarding sessions
Co-ordinate employee wellness management initiatives
Participate in developing and implementing the HR strategy, HR policies, Operational Plan, Annual Performance Plan and HR Risk Register
Prepare monthly, quarterly and annual HR reports
Participate in all HR projects
Support and advise line management and employees with regards to HR policies and procedures
Proactively build and maintain relationships with HR internal and external stakeholders through active engagement and collaboration
Perform ad-hoc duties as requested from time to time
