DIRECTOR: HUMAN RESOURCES MANAGEMENT

Salary scale: R 989 146.00 – R 1 155 316.00 Total Cost-To-Company 
 
The objectives of the National Library of South Africa (NLSA) are to contribute to socio-economic, cultural, educational, scientific, and innovative development by collecting, recording, preserving, and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world’s information resources. The NLSA employs approximately 200 employees. 
We are inviting applications from suitably qualified persons for appointment on a permanent basis. The successful candidate will report to the Executive Director: Corporate Services. 
The Director: Human Resource Management will plan, lead, direct, develop, and co-ordinate the policies, activities, and staff of the Human Resource Management (HRM) department, ensuring legal compliance and implementation of the NLSA’s mission and HR strategies, plans and programmes. 
The successful candidate will be based at the NLSA’s Pretoria Campus.

KEY PERFORMANCE AREAS: 
• Liaise will all stakeholders (internal and external) on strategic and operational Human Resources matters. 
• Manage and co-ordinate the total spectrum of Human Resource activities within the NLSA. 
• Develop monthly, quarterly and annual reports. 
• Maintain good industrial relations and maintain sound working relations with Organised Labour. 
• Keep abreast and advise on the latest HR best practices. 
• Manage the development of human capital capabilities and resources within the NLSA. 
• Formulate Organisational Development and Change Management initiatives in order to meet the organisation’s changing needs and business requirements. 
• Make sure that clearly defined job profiles aligned to the organisation’s objectives are in place including performance contracts. 
• Oversee employee health and wellness. 
• Manage payroll for the organisation. 
• Meet all statutory Human Resources requirements. 
• Ensure the achievement of strategic and operational Human Resources objectives.
• Provide leadership and management to ensure the performance of the Department. 
• Build a conducive environment that attracts and retains employees. 
• Build capacity to accelerate transformation processes. 
• Design, develop and manage HR strategies and policies. 
• Ensure that all HR related matters meet corporate governance criteria. 
• Develop, prepare and monitor the Human Resources budget as a component of the National Library of South Africa's overall budget. 
 
MINIMUM EDUCATIONAL QUALIFICATIONS 
• Postgraduate qualification in Human Resources Management/Development or equivalent. 
• A Master’s Degree in Human Resources Management/Development will be an added advantage. 
 
EXPERIENCE
• At least eight years of extensive experience in Human Resources Management of which three years should be in a middle management Human Resource Management role. 
• In-depth knowledge of the Human Resource Management field including recruitment and selection, performance management, succession planning, talent management, training and development, employee relations, employee wellness, occupational health and wellness, payroll, and organisational development. 
• Demonstrate integrity with confidential interpersonal interactions and information. 
• Advanced knowledge and experience in the application of labour related legislation.
