The National Health Laboratory Service (NHLS) is a Section 3a Public Entity, with a national footprint of more than 200 laboratories and expenditure of more than R11 billion. The NHLS has enhanced its value proposition and use of public funds. It now seeks an excellent, experienced and ethical Chief Financial Officer to take the institution forward to the next level of efficiency and financial management, including ensuring sustainable financial systems.
MAIN PURPOSE OF THE JOB
To provide strategic direction, management, oversight and monitoring of the Financial department of the NHLS to ensure implementation of financial policies and systems and the financial sustainability of the organisation.
KEY JOB RESPONSIBILITY
• To contribute as a member of the Executive Management Team.
• Formulating and directing the Company’s Financial strategy and ensure implementation.
• Ensure compliance with statutory budgetary reporting requirements, prepare, co-ordinate and analyse financial statements and reports.
• Align Finance with Business initiatives with business objectives.
• Review and develop financial systems and policies to ensure sound governance and internal control.
• Review cost structures and management practices and identifies areas for change and improvement.
• Develop, monitor and oversees the management of the operational and capital expenditure.
• Budgets across the organisation to ensure the most effective utilisation of financial resources and maintenance of costs within budgets.
• Ensure compliance with all procurement legislation, and BBBEE requirements to produce goods and services at the best possible prices and quality.
• Responsible for cash flow management to ensure the availability of funds to meet the needs of the NHLS.
• Responsible for financial administration processes of grants, ensuring compliance with grant conditions and efficiently meeting the needs of principal investigators.
• Responsible for the facilities of the NHLS, ensuring that the infrastructure and services are kept at an optimal level.
MINIMUM REQUIREMENTS
• Chartered Accountant (CA) SA.
• Honours degree in Accounting/Finance/Business/Economics or relevant post graduate degree in Accounting/Finance/Business/Economics (NQF Level 8).
• Minimum of 15 years’ experience as a Financial Manager, of which 7 years must have been spent at a Senior Management level.
• Knowledge and Experience of Accounting Systems and Standards in line with the PFMA.

Main Purpose of the Job

Minimum requirements & key competency: ■ Immunology: PhD Medical Scientist or FCPath/MMed with experience in immunology ■ A doctoral degree in the relevant field and/or peer-reviewed full publications on original research will be strongly advantageous. ■ Registration with HPCSA as health professional in the applicable discipline ■ Minimum seven (7) years postgraduate experience of which at least four (4) years at senior level with demonstrable experience of managing a diagnostic laboratory. ■ Prior formal involvement in undergraduate and postgraduate teaching at a tertiary academic institution ■ Research experience as demonstrated by authorship of peer-reviewed publications ■ Prior supervision of postgraduate research at the level of Master’s Degree or higher ■ Strong leadership, Time management, interpersonal, organisational and presentation skills ■ Computer literate and good report writing ability.

MAIN PURPOSE OF THE JOB
Serve as a strategic business partner and is responsible for the overall management of the Human Resource systems and practices within the Forensic Chemistry laboratory, AARQA/joint appointed staff, and national Recruitment, providing counsel on procedure and policy interpretation, recruiting and retention strategies, SOP’s, employee relations issues, and all terminations as per policy and legislation.
KEY JOB RESPONSIBILITY

To apply specialised knowledge to conduct bioinformatics analysis for respiratory pathogens in both surveillance and research activities in line with the strategic objectives of the centre, in order to improve knowledge and provide conceptual thinking and understanding of health related issues.

Key Job Responsibilities: ■Analyze and report data, in particular, related to bioinformatics analysis of HIV drug resistance and mutational analysis ■Perform basic and advanced analysis and interpretation on data produced from Next-Generation Sequencing systems ■QC (phylogenetic analysis) • Develop appropriate tools and pipelines and improve existing tools in order to optimize and enhance the provision of HIV drug resistance surveillance services ■Work closely with researchers and collaborators to generate/provide data analysis reports, project reports and perform custom analysis as requested ■Contribute to the formal teaching and assessment of post-graduates to ensure that their knowledge and understanding of bioinformatics is met ■Responsible for overseeing and monitoring software tools and data resources ■Establish strong collaborative links with experts in the area of bioinformatics.
Minimum requirements and Key Competencies: ■MSc in Bioinformatics or related relevant field ■PhD desirable ■One (1) year experience in HIV Bioinformatics or related relevant field ■Two (2) years’ experience with Next-generation sequencing data analysis ■Strong bioinformatics analysis and scripting experience including proficiency with a scripting language (e.g., Python, Java, Perl) ■Must have experience in using statistical programs such as STATA, R, relevant sequence analysis tools/best practices, and working in a Linux/UNIX environment ■ Knowledge of PCR and its related techniques ■Strong demonstrated ability to deliver high quality work with attention to detail and the ability to meet strict deadlines ■Project leadership ■Peer-reviewed articles or conference outputs ■Demonstrated previous research experience through at least one first-author publication in a reputable journal ■ Successful mentoring of trainees, including involvement in the development of training programs or other tools ■Good Laboratory Practice and Quality Assurance experience beneficial • Research methodology ■Scientific writing and presentation skills ■Data management, analysis, and interpretation skills.

To perform a variety of diagnostic analyses of patient specimens to provide accurate laboratory test results to aid in and confirm diagnosis and treatment therapies.
Key Job Responsibilities: ■Manage sample collection and suitability for analysis ■Ensure equipment is maintained according to the defined SOP and prepare reagents and medical where applicable ■Manage data required for the efficient functioning of the lab in order to meet statutory and clinical requirements ■Ensure that quality services are supplied to customers by monitoring work and equipment to obtain maximized outcome ■Maintain safety standards in accordance with OHSA ■Conduct, process and interpret tests in terms of prescribed procedures, monitoring quality at all times ■Verify and report results (interpret, where applicable) and ensure that results are delivered timeously ■Undertake troubleshooting where necessary ■Maintain records and documentation of tests results and patient information ■Operating, monitor and calibrate analytic equipment according to relevant standards ■Adhere to quality assurance policies and procedures to ensure accuracy of laboratory results.

To provide support for all the existing activities of the centre with specific reference to epidemiological support for the PHIRST-C study and other COVID-19 research studies in CRDM.
Key Job Responsibilities: ■Provide support for all activities of the CRDM specifically epidemiological support including respiratory illness related surveillance/ research, outbreak and pandemic response activities requiring support ■Play a lead role in the development of investigation forms, standard operating procedures, database development real time data checks, preparing weekly surveillance/research reports and supporting site staff with project activities ■Assist with CRDM COVID-19 related surveillance and other activities as needed ■Train the appropriate audiences on study procedures, databases and reporting ■Generate reports, interpret data and provide analyses to ensure that accurate data is available for analysis and preparation of manuscripts ■Keep up to date with relevant, current and emerging research, methods and technologies to ensure personal growth and development, perform appropriate research and publish in relevant scientific journals ■Comply with any reasonable and lawful instruction issued by the manager.
