HEAD: INDUSTRY DEVELOPMENT 
Reporting to: Chief Executive Officer 
Job Ref: RECR/HID/001 
 
Job Purpose: 
To facilitate the funding of production and development of content within the film and video industry. To develop frameworks that will facilitate education and training initiatives to the audio-visual industry. To develop mechanisms to monitor all NFVF funded projects through effective monitoring and evaluation tools and processes. 
 
Qualifications and Experience: 
• Bachelor’s degree in the Creative Media Industry (inclusive of Television and Film) or Business Management/Strategy Management or relevant qualification required. 
• Appropriate post-graduate qualification an added advantage. 
• 5-8 years of relevant industry experience, 5 of which must have been spent at a Senior management level. 
• Experience in leading management and diverse teams 
• Experience in managing various projects at a managerial level, displaying strong Project Management abilities 
• Experience in managing internal, external, and international stakeholders 
• Strategic management experience with a proven track record 
• Knowledge of public sector governance and service delivery framework preferable. 
 
Key Responsibilities: 
• Develop and oversee the implementation of the industry development funding strategy. 
• Communicate and oversee the implementation of the strategy. 
• Determine the requirements for production, development, and training in line with the NFVF’s strategy. 
• Develop mechanisms to monitor the performance of all funding streams; Production, Development, Training (i.e., programmes and bursary), Distribution and Marketing (i.e., local film festival hosting and festival attendance) funded by the NFVF. 
• Prepare and implement the annual operational plan, aligned to the departmental strategy. 
• Determine and approach funding partners and sponsors for the funding of production of material, training of industry members and the development of the industry. 
• Monitor the return on investment on behalf of the funding partners and sponsors. 
• Provide input into the annual report. 
• Provide input into budget allocations for the department for submission to Council for approval. 
• Compile departmental budget in accordance with budgetary guidelines. 
• Allocate budgets to projects and areas of responsibility. 
• Develop a strategy for specific stakeholders to engage with for specific programmes. 
• Forge and maintain relationships with internal stakeholders and key external stakeholders. 
• Build an inclusive and collaborative environment that encourages productivity. 
• Conduct performance reviews in accordance with company policies & procedures. 
• Identify opportunities for individual development. 
• Coach and mentor staff to provide guidance and leadership.

HEAD: OPERATIONS 
Reporting to: Chief Executive Officer 
Job Ref: RECR/HO/001 
 
Job Purpose: 
To develop, manage and oversee activities across various departments including but not limited to Finance, IT and Regulatory Compliance. To operationalise the NFVF Strategy and monitor and control all workflow processes for its effective implementation. To lead the NFVF teams with strong Leadership and Project Management skills to ensure operational excellence, Quality Assurance and the ability to design workflows to ensure high performance teams. To assist the CEO in the effective utilisation of staff, resources, and technology for the optimal performance of the organisation as a whole. 
 
Qualifications and Experience: 
• A Bachelor’s Degree in Business Administration or Management. 
• Post-graduate qualification in Business Management, or Strategy Management. 
• 10 years’ experience as in Operations Management, with at least 5 years’ experience in a senior managerial position. 
• Knowledge and or experience in Research Management, Compliance and Legal. 
• Stakeholder/vendor management experience is required. 
• Proven track record of leading high-level Projects. 
• Knowledge and or experience in the Media Industry. 
• Knowledge of public sector governance and service delivery framework preferable. 
• Membership with a professional association is an added advantage. 
 
Key Responsibilities: 
Manage Departmental Operations: 
• Develop, implement, and monitor a functional Operations Strategy as it pertains to the NFVF. 
• Develop & implement an appropriate Operations Strategy that is aligned to the organizational strategy as it pertains to Legal, Research, Distribution, Communications & Events Management. 
 
Operationalize NFVF Goals: 
• Collaborate with the CEO in setting, operationalizing, and driving the NFVF’s overall strategy. 
 
Budget Management: 
• Manage the departmental budget. 
• Forecast requirements; prepare an annual budget; schedule expenditures; analyse variances; initiating corrective actions. 
• Provide input into budget allocations for Research & Compliance; Distribution; Promotional and Events activations for submission to Council for approval. 
 
Systems & Processes for the NFVF Operations: 
• Develop, implement, enforce, and evaluate policies, Standing Operating Procedures, and Service Level Agreements for the different business units. 
 
Marketing and Distribution: 
• Develop a Marketing and Distribution framework based on best practice. 
• Develop a framework for partner with Government Communication and Information System (GCIS) – in the effective promotion of Film content. 
 
Stakeholder Engagements: 
 
• Manage relationships with key operations vendors. 
• Develop, source, and oversee the sponsorships strategy for NFVF related programs. 
• Monitor and oversee contracts with funding partners and sponsors. 
 
Research key Research Projects and Legal trends/developments and legislation: 
• Provide technical and strategic leadership for analytical research and set the agenda for this across the organisation. 
• Provide guidance on statistical methods and other specialist input across the organisation. 
• Anticipate and respond to the organizational and industry’s research and data analysis needs. 
 
Compliance: 
• Ensure that all NFVF departments adhere to all the necessary National Treasury operational requirements. 
• Develop operation systems by determining storage and health and safety requirements in conjunction with HR. 
• Maintain safe and healthy work environment by establishing, following, and enforcing standards and procedures, complying with legal responsibilities. 
• Establish contracts and pricing and ensuring proper maintenance and serving as primary liaison with utilities and local government agencies, such as fire, police, health, and safety agencies.

INDUSTRY TRAINING AND DEVELOPMENT MANAGER 
Reporting to: Head: Industry Development 
Job Ref: RECR/ITDM/001 
 
Job Purpose: 
To provide education, training, and development to the audio-visual industry. In a fast paced and constantly evolving media landscape, the individual will constantly monitor both local and international trends. A highly qualified and experienced Training and Development individual would be at the helm of guiding the Film Industry, Training and development needs as well as skills gaps assessment to aid industry growth. This role is key in understanding the transformational requirements of the industry as well as its future growth strategies. This role works across departments where grants are administered to determine the training needs and interventions. 
 
Qualifications and Experience: 
• Degree in HR/Training and Development. 
• Skills Development Facilitator (SDF) certification an added advantage. 
• Assessor and Moderator certification an added advantage. 
• 5-8 years’ relevant experience in a Training and Development role. 
• 3-5 years’ managerial experience preferred. 
• In depth knowledge and understanding of Seta grant regulations. 
• Strategic Stakeholder management experience is required. 
• Experience in Creating, selecting, teaching, and evaluating course materials for training programs. 
• Experience in project management and budgeting. 
• Solid knowledge of the Skills Development Act. 
• Film industry experience an added advantage. 
 
Key Responsibilities: 
• Design, Manage and implement the training and development strategy in line with the fast-paced Film and Television Industry. 
• Design, Manage and implement and effective Bursary scheme with solid outcomes. • Manage, oversee, and evaluate Training Providers and the effective use of grant funds. 
• Organise in-house training programmes for the benefit of the industry according to NFVF’s industry training objectives. 
• Develop and manage a school’s programme framework to promote film related careers. 
• Keep abreast of technological advances and key skills requirements for the Film Industry both locally and internationally. 
• Forge partnerships in the quest for a consolidated Training Strategy with both Government Departments as well as Key industry Organisations. 
• Raising funds for Training Programmes. 
• Offsite visits to Training Programmes who are recipients of the NFVF grant. 
• Seek opportunities for Mentorship programs. 
• Develop, manage, and implement a beneficiary support framework to track and support struggling students. 
• Monitor the return on investment on supported beneficiaries to track their progress and contribution in the industry. 
• Manage subordinates and conduct performance reviews in accordance with company policies & procedures. 
• Identify opportunities for individual development. 
• Coach and mentor subordinates to provide guidance and leadership.

SUPPLY CHAIN OFFICER 
Reporting to: Supply Chain Manager 
Job Ref: RECR/SCO/001 
 
Job Purpose: 
To be responsible for the accurate and efficient coordination of all the supply chain management activities. To support the Supply Chain Manager in ensuring that all procurement and supply chain activities are done timeous and in accordance with the Public Financial Management Act (PFMA) regulations and established institutional policies and standard operating procedures (SOPs). 
 
Qualifications and Experience: 
• National Diploma in Procurement, Logistics, or Supply Chain Management, or a related field from a recognised institution. 
• 3-5 years’ experience in Procurement, or Supply Chain Management. 
• Experience in the Public Sector, or in Government Supply Chain Procedures/Processes is preferred. 
• Knowledge of the Government Regulatory Framework such as BBBEE, PFMA, PPPFA and POPI is advantageous. 
 
Key Responsibilities: 
Procurement and Supply Chain Management: 
• Support the NFVF staff to procure goods and services in line with the supply chain policy, National Treasury Regulations, and other relevant treasury regulations and policies. 
• Issue/advertise tenders/ Request for Proposals (RFPs) on the NFVF’s website, 
 
Tender bulletins, and Newspapers. 
• Ensure that all the bid documents comply with the mandatory requirements as per the SCM policy of the NFVF. 
• Source for and evaluate quotations to recommend the appointable service provider, while ensuring that the NFVF achieves best value for money. 
• Arrange for and facilitate the bid specification, adjudication, and evaluation meetings. 
• Conduct due diligence for the successful bidder before the appointment. 
• Publish bid results/outcomes on Tender Bulletin, NFVF Website and the Newspaper. 
 
Reporting: 
• Prepare the monthly procurement register. 
• Prepare quarterly cost containment report for DSAC. 
• Prepare the BBBEE monthly report. 
• Using the Accounts Payable Transaction (APT) Report, facilitate the availability of departmental expenditure for the internal stakeholders at the NFVF. 
 
Internal Control: 
• Verify that all the recommended suppliers are registered on the Central Supplier Database (CSD) prior to appointment. 
• Ensure that all SBD forms from service providers are fully completed and signed prior to appointment. 
• Monitor and ensure that all the NFVF’s staff members adhere to the SCM policies and procedures. 
• Assist the SCM Manager to facilitate workshops and training sessions for supply chain. 
 
Stakeholder Management: 
• Facilitate and ensure effective handover of the approved service provider to the end user. 
• Draft and communicate appointment and regret letters to successful and unsuccessful bidders, respectively. 
• Plan and coordinate tender briefing sessions with both end users and bidders. 
 
Records Management: 
• Regularly update, maintain, and make available to other departments the NFVF’s supplier panel. 
• Keep records of instruction notes and the National Treasury Communications regarding SCM. 
• Ensure that tender files and approved purchase orders are filed and securely stored. 
• File and store the signed appointment letters of the bid committee members. 
• File and securely keep records of proof of adverts (newspapers tender bulletin, and e-tenders) and results publication.

• Effective provision of accurate audit related information pertaining to Supply Chain Management to auditors in a timeous manner.
