The National Film and Video Foundation (NFVF) is an agency of the Department of Arts and Culture that was created to ensure the equitable growth of South Africa's film and video industry. We do this by providing funding for the development, production, marketing and distribution of films and the training and development of filmmakers.  In addition, the NFVF commissions research and produces industry statistics that provide both the public and stakeholders with valuable insights into the South African film & video industry. 
 
Position: Head: Human Resources
Reporting to: Chief Executive Officer

Head of Human Resources will develop and oversee the implementation of the NFVF’s overall Human Resources strategy, and to manage the provision of professional auxiliary support services to the NFVF.


Qualifications:
  • Bachelor’s Degree in either Human Resources Management, Industrial Psychology or equivalent;
  • 5-8 years of experience at a senior management level, or 10-12 years of experience in a Human Resources Generalist role;
  • Knowledge of public sector governance frameworks;
  • Membership to a professional association desirable;
  • Solid knowledge of the Basic Conditions of Employment Act, Employment Equity Act, Labour Relations Act and Skills Development Act.
 
Key Responsibilities:
  • Develop, communicate and implement an appropriate Human Resources strategy aligned to the overall mandate and strategy of the NFVF;
  • Develop, communicate and implement Human Resources systems and processes, as indicated above;
  • Manage NFVF’s auxiliary services;
  • Prepare and implement the Department’s input into the NFVF’s annual performance plan;
  • Develop and execute the Departments operational plan that’s aligned to the annual performance plan;
  • Manage the Department’s budget in compliance with NFVF policies and relevant legislation;
  • Create a conducive working environment to motivate team and foster teamwork and high performance culture within the NFVF;
  • Create, manage culture interventions for the organisation, to track and improve staff engagement;
  • Be abreast of labour policies and ensure the HR policy is updated accordingly;
  • Develop and manage succession plans for the organisation based on an updated skills audit for the organisation in its entirety;
  • Develop, implement and maintain training interventions for the organisation and suggest interventions accordingly;
  • Develop a framework for working closely with Unions for the betterment of employees;
  • Ensure critical work-life balances as offered by wellness services are implemented;
  • Assist all Senior Managers with creating high performance teams;
  • Actively manage the NFVF’s rewards strategy.



Requirements:
  • Knowledge and experience in either Human Resources or Industrial Psychology;
  • Exceptional people management skills;
  • Strong leadership and organizational skills;
  • Strong project management skills;
  • Excellent written and verbal communication skills;
  • Practical knowledge of the Public Sector;
  • Financial management and financial awareness;
  • Experience in strategic stakeholder management.
