NATIONAL ENERGY REGULATOR (NERSA)
 
The National Energy Regulator of South Africa (NERSA) is a regulatory authority established as a juristic person in terms of section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, pipedgas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part time and four are full time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO.

Purpose: Reporting to the Head of Department: Human Resource Value Creation (HRVC), the incumbent will increase organisational (and individual) effectiveness and deliver sustainable organisational performance through a values-based and people centric culture
 
Key responsibilities: The successful incumbent will be responsible for: Talent Management : * Develop, implement and maintain the talent management strategy and framework, which should include the following: [a] a guiding talent management philosophy; [b] architecture for identifying and stratifying levels and types of talent; [c] managing talent; [d] mechanisms for differentiating, succession planning, developing and retaining talent; and [e] integrating talent management with other people management processes. Change Management : * Provide leadership, manage and guide NERSA (i.e., external and internal stakeholders) through change – whether it is large-scale transformational change or smaller incremental change * The scope of change management includes: [a] change readiness assessments; [b] stakeholder analysis and mapping; [c] leadership and change agents mobilization; [d] journey/transition management; and [e] communication Employee Engagement: * Create (in conjunction with the leadership), measure and sustain organisational conditions in which NERSA employees offer more of their capability (i.e., discretionary effort) and potential. Some of these conditions include: [a] inspiring and challenging jobs; [b] empowering employees by providing them with greater responsibilities; [c] supportive and collegial culture, which is characterised by trust; [d] regular and honest communication between management and staff; etc. Industrial Relations (Employee Relations): * Manage the employer /employee relationship (industrial relations function) according to the Labour Relations Act, Corporate Governance Handbook and other relevant legislation, policies and procedures Training and Development: * Facilitate the process of identifying organisational and individual employee training and development needs (with the assistance of line managers); formulate a training and development plan (aligned to the workplace skills plan); coordinate and oversee the implementation of the training and development plan; and assess the impact of training and development initiatives. Employee Wellness: * Develop and oversee the implementation of employee wellness programmes. Employment Equity: * Monitor the implementation of the Employment Equity Plan and ensure that NERSA complies with all the statutory requirements. Health and Safety: * Develop, oversee the implementation of, and monitor health and safety policies, programmes and procedures; and coordinate the functionality of health and safety structures. Research: *Conduct research on leading practices and benchmark NERSA against “best-in-class” organisations in respect of Organisation Development processes and systems; and customize those leading practices to the NERSA environment before implementing them. Organisation Development Data Analytics: * Gather data/information, analyze it, and transform it into “business intelligence” that can be used for reporting purposes (e.g. to the HRRC), improving processes as well as making key decisions on matters that affect the wellbeing of employees. Contract Management: * Manage relationships with contractors that are responsible for the delivery of key services such employee wellness and training & development. This could involve formulating specifications; meeting them on a regular basis to strengthen relations and assess their performance; making sure that they deliver on-time and within budget; and facilitating payment for their services, amongst other things. Capacity Building: * Advise and train line managers and NERSA staff on policies, processes, systems and best-practices relating to Organisation Development. People and Performance Management: * Manage the performance of direct reports by setting them clear performance objectives; coaching and/or mentoring them at all times; motivating them to achieve their goals; providing them with regular performance feedback; creating opportunities for them to grow; and supporting their development through formal and informal training and development initiatives.

Financial and Market Analyst
Department: Gas Pricing and Tariffs
Package: R510 405.00 – R734 870.00 per annum (CTC)
Reference: HR 07/22
 
Requirements: * A Bachelor’s Degree in Accounting/Economics/Finance * Minimum three (3) years working experience that could be applied to piped-gas pricing and tariff regulation.

Purpose: Reporting to the Head of Department: Gas Pricing and Tariffs (GPT), the incumbent will be expected is to administer and ensure compliance with the pricing and tariffs provisions of the Gas Act and the associated Regulations.
 
Key responsibilities: The successful incumbent will: * Administer the Regulator’s pricing and tariffs responsibilities as it relates to the Gas Act, Gas Regulations, Gas Rules and Regulatory Decisions * Implement the Regulatory Reporting Manuals * Develop, implement and review guidelines for transmission and storage tariffs * Monitoring of compliance with pricing and tariffs provisions of the Gas Act * Conduct financial modelling of all pricing and tariff requirements * Conduct economic analysis of piped-gas licence applications * Assist in drafting, implementing and reviewing pricing and tariff methodologies/ approaches for the piped-gas industry * Assist in gathering industry information and maintaining a database for the gas industry * Assist in drafting appropriate policies, procedures, systems and processes to effectively regulate the piped-gas industry * Participate in all policies, where required, in line with NERSA’s business process and team-based network structure principles, either as a leader or in support of such * Support the Head of Department on any ad hoc task or activities that might be directed to the Department.
