NATIONAL ENERGY REGULATOR (NERSA)
 
The National Energy Regulator of South Africa (NERSA) is a regulatory authority established as a juristic person in terms of section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part time and four are full time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO.

SENIOR MANAGER: STRATEGIC PLANNING AND MONITORING
Unit: Strategic Planning and Monitoring
Package: R1 130 475.00 – R1 743 395.00 per annum (CTC)

Requirements: * An NQF Level 8 (Honours Degree or Postgraduate Diploma) qualification in Business Administration as recognised by SAQA or an equivalent qualification and training in Project Management * Minimum of eight (8) years’ experience in Strategic Planning Management and Project Management, of which at least five (5) years must have been in a managerial position.

Purpose: * Reporting to the Chief Executive Officer, the incumbent will be responsible for managing and coordinating organisational business management processes within NERSA according to legislation and NERSA policies.
 
Key responsibilities: the successful incumbent will: * Develop, facilitate and manage the strategic and operational planning processes linked to the budgetary processes, to ensure adherence by allocated responsibility holder and the organisation to its set objectives and legislative requirements * Develop, facilitate and manage the organisational performance monitoring, evaluation and reporting processes, to ensure adherence by allocated responsibility holders and the organisation to its set objectives and legislative requirements * Develop, facilitate and manage the enterprise risk management process in NERSA to ensure that the negative impact of risks on the institution's service delivery capacity is mitigated to an acceptable level and that the organisation will be successful in achieving its strategic objectives and outcomes * Facilitate and management the continuous interrogation of all business process within NERSA and facilitate the implementation of processes in line with best practice and lead the organisation towards ISO certification * Develop, facilitate and manage the development and maintenance of the business continuity management governance documents and process to ensure that the organisation is able to continue the delivery of services at acceptable levels following a disruptive incident * Development and collation of presentations to Parliament * Coordinate and manage support to the CEO in respect of Board and external meetings; internal meetings chaired by the CEO; and projects and tasks assigned by the CEO, related to the core functions of the Strategic Planning and Monitoring Unit * Establish and maintain NERSA Project Management Body of Knowledge * Facilitate appropriate capacity building initiatives on project management and the implementation or project management tools, in collaboration with relevant departments * Leadership and management of Strategic Planning and Monitoring Unit * Member of the Executive Committee of NERSA.

RISK AND COMPLIANCE MONITORING MANAGER

Requirements: * An NQF Level 7 (Bachelor’s Degree or Advanced Diploma) qualification in Business Management or Administration or relevant field as recognised by SAQA * Risk Management Certificate will be an advantage * Minimum of six (6) years’ experience in risk management * Experience and working knowledge in the development of risk management strategies and business solutions * Experience and working knowledge of risk assessment and control.

Purpose: * Reporting to the Senior Manager: Strategic Planning and Monitoring, the incumbent will be responsible for overseeing risk management processes within NERSA according to legislation and NERSA policies.
 
Key responsibilities: the successful incumbent will: * Provide a standardized strategic and operational risk management methodology and process * Review and implement NERSA’s Risk Management governance documents * Ensure standardized and integrated reporting on all risk management activities and risk exposures in an appropriate way for different audiences * Ensure that NERSA’s risk management governance documents and processes are in compliance with applicable regulations, rating standards, and strategic imperatives of the organization * Facilitate risk management ownership by management, including awareness creation and risk management training * Undertake risk assessment, which involves analysing risks as well as identifying, describing and estimating the risks affecting the business – in collaboration with the Energy Regulator and its Audit and Risk Committee * Facilitate the integration of enterprise risk management with other organisational planning and management activities.

PETROLEUM INDUSTRY ANALYST
Department: Petroleum Licensing, Compliance and Dispute Resolution
Package: R834 779.00 – R1 144 708.00 per annum (CTC)

Requirements: * An NQF Level 8 (Honours Degree or Postgraduate Diploma) qualification in Economics or Finance or equivalent as recognised by SAQA * Minimum of five (5) years working experience * Experience or knowledge of the local or international petroleum industry * Experience in a regulatory environment or engineering economics will be an added advantage.

Purpose: * Reporting to the Head of Department: Petroleum Licensing, Compliance & Dispute Resolution, the incumbent will be responsible for performing detailed analyses of the petroleum industry and economic impact in terms of the conditions that impact the decision to grant a licence or amend the licence conditions or revoke a licence in terms of the Petroleum Pipelines Act, 2003 (Act No. 60 of 2003) (PPA) to enable improved analysis as well as more efficient processing of applications.
 
Key responsibilities: * Provide specialized input and in-depth economic and market analyses of the industry regarding economic and market impact of applications being processed to issue licences, amend licence conditions, revoke licences or determine tariffs in line with the PPA * Conduct market studies/research and collate data of the local petroleum industry sector. * Build and maintain databases relating to the petroleum market and industry players * Perform an economic impact assessment of decisions on relevant licensed activities * Be familiar with: the PPA as well as Regulations and Rules made thereunder the Petroleum Pipelines Industry and the infrastructure regulated by NERSA* Participate in projects, where required, in line with the NERSA Strategic Plan and Annual Performance Plan.

ENERGY EFFICIENCY ENGINEER
Department: Electricity Infrastructure Planning

Purpose: * Reporting to the Head of Department: Electricity Infrastructure Planning, the incumbent will be responsible for developing and implementing NERSA’s regulatory policy on energy efficiency (EE) and Demand-side Management (DSM); monitoring and evaluating energy efficiency and DSM programmes; and assisting with the data collection and modelling of the DSM/EE resources in the National IRP.
 
Key responsibilities: * Research and formulate the regulatory policy on energy efficiency and DSM in line with the developments in the Electricity Supply Industry (ESI) * Develop implementation plan for DSM/EE regulatory policy and adjust from time to time to align with the prevailing Government policies for the Electricity Supply Industry (ESI) * Assist with the data collection and modelling of the DSM/EE resources in the annual development of the National Integrated resource plan (NIRP) * Liaise with stakeholders and participate in programmes promoting energy efficiency to educate users at all levels on energy consumption * Continuously monitor national and international EE practices to timeously identify shortcomings in NERSA policies * Implement various systems to monitor EE and DSM programmes implemented by Eskom and distributors to ensure efficient ESI * Advise and support internal and external customers on all issues of the electricity distribution and distribution services to ensure application of high level technical specifications, regulations and standards * Participate in Stakeholders’ Committees and Working Groups.

ICT SUPPORT TECHNICIAN: DESKTOP SUPPORT
Department: Information and Communication Technology

Requirements: * An NQF Level 6 (Diploma / National Diploma) qualification in Information Technology as recognised by SAQA * Minimum of three (3) years’ experience in IT Desktop Support Service. Certification in ITIL, N+ and A+ and any one of the following (MCSDT, MCSA, MCP, MCSE, Windows 7 or MS Office 2013 latest support experience) * Working knowledge and understanding of desktop, laptops, printers, servers, networks and configuration thereof * Experience and working knowledge of ITIL processes. Working knowledge of SMS, AD, Exchange 2010 or latest remote tools * Excellent technical knowledge of computer hardware.

Purpose: * Reporting to the ICT Infrastructure Manager, the incumbent will be responsible for provision of desktop or workstation support services, which encompass all services required to keep network devices operational in terms of fault finding resolving user workstation problems, distributing software and keeping track of workstation assets, desktop support, which forms the first point of contact between the ICT Department and the NERSA business where faults and requests are logged, classified in terms of their priority and urgency and thereafter allocated to the IT staff depending on the nature of the fault or request.
 
Key responsibilities: * Ensure compliance with relevant IT policies and procedures and including requirements of the IT SLA * Assess need for any system reconfiguration based on request trends and make recommendations * Management of IMACD (installation, moves, additions, changes and deletions) * Install, upgrade, support and troubleshoot Microsoft applications and any other authorize desktop applications * Install, upgrade, support and troubleshoot printers, computer hardware and any other authorised peripheral equipment * Perform general preventative maintenance and remedial repairs on computers, laptops and any other authorised peripheral equipment * Customise desktop hardware to meet user specifications and NERSA standards * Deal with hardware and application support queries and issues reported to the support helpdesk and escalate to Desktop Technician * Use diagnostic tools to troubleshoot problems associated with network connectivity including audio visual and workstation hardware and software * Familiarize users on basic software, hardware and peripheral devices operation * Escalate issues and involve experts wherever required in order to resolve issues as quickly as possible * Enforce and suggest modifications and additions to improve desktop standards and guidelines * Develop technical knowledge of each system within the organisational profile and specialized knowledge of certain nominated areas * Maintain adequate knowledge of operation systems and application software used to provide quality support.
