The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA's mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO.
The Energy Regulator wishes to recruit personnel with appropriate competencies in the following areas:
CHIEF FINANCIAL OFFICER (CFO)
Department: Chief Financial Officer (CFO)

Requirements:*A person in possession of a CA (SA) qualification * Ten (10) years accounting experience of which 6 years must be at a senior management level *Knowledge and working experience in the applications of the Generally Recognized Accounting Practices (GRAP) and the Generally Accepted Accounting Principles (GAAP), the Public Financial Management Act (PFMA) and the Treasury Regulations is fundamental * Furthermore, the incumbent is expected to have analytical, communication (written and verbal), presentation, negotiation and strategic management skills. Familiarity and working knowledge of the Municipal Financial Management Act (MFMA) and understanding of a Regulatory Environment will be an added advantage.

Key responsibilities: Reporting to the Chief Executive Officer, the Chief Financial Officer is responsible for directing and leading the financial management, reporting, administration and procurement function of NERSA in accordance with relevant statutory requirements, regulations and standards in order to support the delivery of NERSA goals as contained in the strategic and business plans. The CFO is the custodian of financial management discipline and reporting compliance. The incumbent will be responsible for: * Leading and managing the CFO Division and be responsible for the effective, efficient and transparent use of resources and systems * Contributing to effective financial decision-making, implementation and reporting to the Energy Regulator and relevant Governance Committees * Direct the financial strategy of the organisation to ensure availability of adequate financial resources * Developing and maintaining financial management policies, procedures, processes and systems to promote efficiency in the finance function * Preparing financial statements for each financial year and ensuring compliance with all relevant statutory requirements, regulations and standards * Preparing and reporting monthly and quarterly management accounts to the Finance Committee, the Audit & Risk Committee, the Energy Regulator and the Shareholders • Managing the budget process while contributing to effective strategic and business planning and ensuring timely management reporting * Oversee all accounts, ledgers, and reporting systems and ensure compliance with appropriate accounting standards, regulatory and audit requirements * Ensuring effective financial and risk management and proactively managing internal controls and external audit activities * Leading the Supply Chain Management (SCM) function in line with relevant legislation and internal policies and procedures * Overseeing the Asset Management and Facilities Management functions * Assisting with any adhoc projects.

EXECUTIVE MANAGER: ELECTRICITY REGULATION (ELR)
Division: Electricity Regulation (ELR)

Reporting to the Chief Executive Officer (CEO) and the Full Time Regulator Member (FTRM) primarily responsible for Electricity Regulation (ELR) through a Service Level Agreement (SLA) with the CEO, the successful candidate will provide leadership and management in the Electricity Regulation (ELR) Division in terms of applicable legislation, NERSA policies and procedures, as well as NERSA's approved business plan.
Requirements: *Master's Degree in Engineering, Economics, Law or an equivalent field *Minimum of Ten (10) years' managerial experience, five (5) of which should be at an executive level "Suitable experience in a regulatory environment and experience in the electricity supply industry will be an advantage.

Key responsibilities: Provide support to the Full Time Regulator Member Primarily Responsible for Electricity Regulation: The incumbent will: * Lead and manage the Electricity Regulation (ER) division, including budgets, staff development and innovation; Support the Energy Regulator and its subcommittees * Develop and implement NERSA processes, procedures, policies and systems * Direct the formulation and maintenance of policies and strategies to ensure the effective regulation of all electricity utilities * Direct the development and maintenance of price and tariff setting for all electricity consumers in the country * Direct and manage the future capacity modelling, planning and implementation (including demand side options) to ensure security of supply In the country * Direct and manage the compliance of utilities to regulatory requirements to ensure sustainability of the existing industry * Interact with investors, rating agencies, World Bank, IMF and other external and international stakeholders on matters affecting electricity regulation * Provide advice on disputes and resolution matters.

Compliance Monitoring Engineer

Key responsibilities: Reporting to the Head of Department: Electricity Licensing, Compliance and Dispute Resolution, the incumbent will ensure compliance of electricity distributors/transmitters/generators to licence conditions. The Compliance Monitoring Engineer will be responsible for the planning and execution of the entire process that will lead to compliance by licensees. The successful incumbent will:* Develop, maintain and implement compliance monitoring framework for Electricity Distribution Industry (EDI) in accordance with the relevant legislation, industry codes of practice, directives and standards * Monitor the performance of Distribution Licensees to assess the adequacy of operations with regulatory requirements * Conduct compliance audits of Distribution Licensees and compile audits reports * Ensure Distribution Licensees implemented corrective action * Ensure mechanisms are in place to address technical inadequacies in the Electricity Distribution Industry (EDI) * Regular interactions with Distribution Licensees * Assist other departments with technical enquiries and provide expert advice to the EDI * Carry out any other activities assigned by the Head of Department.
