The National Energy Regulator of South Africa (NERSA) is a regulatory authority established as a juristic person in terms of section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, piped gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part time and four are full time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO. NERSA wishes to recruit personnel with appropriate competencies in the following areas:
Senior Engineer: Quality of Supply
Department: Electricity Licensing, Compliance and Dispute Resolution
Package: R959 834.00 – R1 242 668.00 per annum (CTC)

Requirements: * A Bachelor of Science in Electrical Engineering or Bachelor of Electrical Engineering Degree or equivalent qualification * A postgraduate and professional registration will be advantageous. * Minimum of Six (6) years’ experience within the Electricity Supply Industry in distribution, transmission or generation or metropolitan or municipal distribution * Knowledge of and experience in power systems.

Purpose: Reporting to Head of Department: Electricity Licensing, Compliance and Dispute Resolution (ELC), the incumbent will ensure the setting, monitoring and adherence to appropriate Quality of Supply (QoS) and Reliability of Supply (RoS) standards in the Electricity Supply Industry.
Key responsibilities: The successful incumbent will be responsible for: * Planning and executing the entire process that will lead Quality of Supply compliance by licensees * Develop and maintain Quality of Supply and Reliability of Supply standards for licensees conditions and standards for the industry * Develop appropriate technical and quality of supply incentives/penalties regime * Develop reporting systems for quality of supply and reliable of supply * Conduct quality of supply compliance audits of Licensees and implement corrective action plans * Monitor and enforce quality of supply performance of Licensees to ensure adherence to license conditions, industry recodes of practice, directives and power quality directive * Ensure mechanisms are in place to address quality of supply inadequacies * Regular interaction with Licensees * Provide technical support to other departments and carry out any other activities assigned by the Head of Department.

Compliance Monitoring Engineer
Department: Electricity Licensing, Compliance and Dispute Resolution
Package: R654 758.00 – R824 014.00 per annum (CTC)

Requirements: * A Bachelor of Science Degree in Electrical Engineering (BSc-Elec. Eng) or a Bachelor of Electrical Engineering (B Eng-Elec) * A post graduate qualification will be an added advantage * Minimum of Four (4) years working experience in Electricity Supply Industry (ESI) in Distribution/Transmission/Generation * Knowledge and experience in Power Systems is necessary.

Purpose: Reporting to Head of Department: Electricity Licensing, Compliance and Dispute Resolution the incumbent will ensure compliance of electricity distributors/transmitters/generators to licence conditions.
Key responsibilities: The Engineer will be responsible for the planning and execution of the entire process that will lead to compliance by licensees. The successful incumbent will: * Develop, maintain and implement compliance monitoring framework for Electricity Generation Industry (EDI) in accordance with the relevant legislation, industry codes of practice, directives and standards * Monitor the performance of Generation Licensees to assess the adequacy of operations with regulatory requirements * Conduct compliance audits of Generation Licensees and compile audits reports * Ensure Generation Licensees implemented corrective action * Ensure mechanisms are in place to address technical inadequacies in the Electricity Supply Industry (ESI) * Regular interactions with Distribution Licensees * Assist other departments with technical enquiries and provide expert advice to the ESI * Carry out any other activities assigned by the Head of Department.

Office Administrator
Department: Office of the CEO
Package: R237 998.00 – R357 655.00 per annum (CTC)

Requirements: * A Diploma in Office Administration (or equivalent) * A Certificate in project management * Excellent Knowledge of MS Office suite *Outstanding writing, communication and interpersonal abilities * Minimum Three (3) years’ relevant experience in an Administrative position with excellent knowledge of MS Office suite, and basic project management skills.

Purpose: Reporting to the Senior Manager: Office of the CEO, the incumbent will perform administrative support function within the Office of the CEO in order to support the CEO’s Office with its overall operations.
Key responsibilities: The successful incumbent will: * Maintain an electronic and manual filing, and archiving system in the CEO’s Office to ensure efficient storage and access of information according to sound administrative practices * Ensure the management of documents and records in the CEO’s Office in line with the Records Management Policy and Manual; and Security Policy and Manual. This will include, amongst others, archiving in terms of the National Archives Act; Classification of documents and records according to top secret, secret, confidential; etc. * Provide general office support by Photocopying, scanning and emailing documents according to the managers’ and administrative needs * Submissions: * Monitoring, recording and tracking of Submissions to ensure strict adherence to prescribed timelines, and required format * Assist in ensuring the population of matters arising for all Energy Regulator, Subcommittee, Committee and EXCO/MANCO meetings (and for any other meeting that may directed to do) * Organise logistics, prepare agendas and documentation for meetings with key stakeholders and ensure quality checks and timeous distribution of meeting packs * Create and updating a database of key stakeholders and heads of organisations in the energy industry * Pro-actively monitor and order necessary stationery, and assist with management and monitoring of assets for the CEO’s Office, as well as tracking stocks supplies for the CEO’s Office and order when necessary * Assist with processing of invoices and submission thereof to Finance and Administration (FAD) for payment and requisitions for the CEO’s Office as and when required * Ensure timely travel arrangements for staff in the Unit in line with organisational policies and procedures * Assist with collating annual performance contracts and performance assessment, Financial Disclosure Forms of EXCO/MANCO members * Draft and/or collate presentations, as and when requested to, at the instance of the CEO within the required timelines * Develop and continuously maintain an electronic organisational calendar to cover all in-house and external events * Develop and continuously manage a commitment ledger in excel format to assist in the management of the budget within the CEO’s Office * Coordinate office activities and operations to ensure efficiencies by improving turnaround times * Provide support with monitoring the implementation of Directives / Protocols / Guidelines and internal processes, as developed and issued by the CEO’s Office.
