MAIN PURPOSE OF JOB
To lead and manage the installation, configuration, support and maintenance of IT infrastructure and services. The incumbent will ensure the maintenance and servicing of computer hardware, network connectivity, software applications, telecommunications and associated peripherals.
 
JOB OBJECTIVES
(a) Operational Planning and Management
•Develop and implement ICT systems infrastructure plan and framework.
•Develop and implement the annual operational plan for the unit.
•Provide direction through developed short and long-term technology plans.
•Lead in the selection of systems, services, and methodologies to be used to support the Institute.
•Implement and manage technical operating standards across a variety of systems and platforms.
•Ensure the successful implementation of plans and the achievement of targets.
 
(b) ICT Infrastructure Management
•Manage the acquisition and purchase of technology, including software, hardware and related ICT equipment.
•Manage the installation, upgrades, maintenance and performance of the network, network components, software and hardware.
•Ensure that all systems are running effectively on the servers and network.
•Manage the Institute’s ICT System administration for the Institute’s email, filing system, storage and collaboration systems.
•Lead the ICT infrastructure problem analysis and resolution service for network and associated problems.
•Develop, implement and maintain technical solutions and support standards.
•Ensure maximum accountability and accuracy for the management of technology assets, software licensing, and hardware support.
•Ensure that the Institute’s ICT assets are maintained responsibly.
•Participate in the evaluation, recommendation and selection of hardware and software solutions.
•Manage the recording of system usage, maintenance and performance.
•Manage and maintain ICT programmes such as Microsoft and ensure timely license/subscription renewal.
 
(c)ICT Security and Disaster Management
•Manage and maintain the security of IT infrastructure including relevant software, hardware, remote access VPN, network, etc.
•Develop and implement strategies for optimizing ICT security infrastructure.
•Maintain, document and control user permissions for all systems.
•Mitigate ICT risks by defining and implementing adequate disaster recovery and backup plans.
•Develop computer information resources for data security and control, and disaster recovery for the Institute’s systems.
•Ensure that application and information security requirements are met at all times.
•Develop and review disaster recovery processes and business continuity procedures for re-establishing servers, databases and operating systems in the event of disruptions.
•Develop, implement and regularly test business continuity, emergency, incident response and recovery plans.
•Perform and analyse disaster simulation for prompt restoration services and conduct security audits when required.
 
(d)Policy, Risk and Compliance
•Develop, implement and review ICT policies and procedures.
•Ensure all ICT policies and procedures compliance across the Institute.
•Report any deviation from the established policies and procedures.
•Ensure that the business unit complies with all policies and practices as prescribed by the Institute and relevant legislation.
•Provide advocacy to stakeholders on policy interpretations and ensure awareness on policy changes.
•Keep abreast of industry standards, regulations and potential changes.
•Identify risks and provide mitigation plans.
•Conduct the unit’s regular risk assessments of processes and tasks.
 
(e)Financial Management
•Develop and implement the unit’s budget.
•Ensure the monitoring and controlling of expenditure of the unit in line with the budget.
•Compile and submit accurate financial data in accordance with prescribed guidelines, standards and formats.
•Identify deviations from the budget and take remedial action.
•Manage the business unit’s cash-flow and expenditure.
•Motivate for the acquisition of assets and resource requirements.
•Develop procurement sourcing requirements as required in the unit.
 
(f)Stakeholder Relations Management
•Liaise as necessary with relevant internal stakeholders to ensure the effective integration of relevant services and platforms.
•Participate in internal and external stakeholder forums as directed.
•Represent and participate in NEMISA’s committees and/or task teams.
•Manage relationships with ICT service providers.
•Build inter-business unit relationships to manage the usage of ICT resources and provide technical support.
 
(g)Human Capital Management
•Provide required training and development to employees to ensure optimal performance.
•Manage subordinates by allocating work, assessing progress, and providing training and coaching where necessary.
•Determine staffing requirements and ensure the proper recruitment and selection of high-performing human capital.
•Ensure that training interventions are aligned with the Institute’s and employees’ needs.
•Manage the performance of subordinates and implement corrective measures where required.
•Effectively respond to employee queries.
•Create and maintain a supportive and accommodative working environment
 
(h)Reporting
•Ensure the compilation and timely submission of accurate information in accordance with prescribed standards and formats.
•Compile and submit reports on the unit’s performance at the required intervals in accordance with prescribed standards and formats.
•Submit management reports on a monthly, quarterly and annual basis or as may be required from time to time.
•Provide regular reports to the senior manager on the revision of targets if necessary and progress towards the achievement of targets.
 
Education: Formal Qualifications
Education involves the acquisition of knowledge and skills through learning where subject matter is imparted systematically. Formal qualifications are obtained by studying at formal institutions e.g. universities, Technikons, colleges, etc.
 
Level of Education:
A Post graduate qualification in Information Communications and Technology or related.
 
Job related Work Experience
Experience is obtained through opportunities for exposure and practice at work. It includes all working experience that has some bearing on the job and is not restricted to the current organisation. Supervised on-the-job training, internships and learnerships are incorporated within this category.
 
Minimum:
•8-10 years’ experience within the ICT infrastructure field.
•2-3 years management experience.
•Experience with network and infrastructure technologies.

MAIN PURPOSE OF JOB
To provide training and development leadership and overall management in the unit, implement and manage training activities for quality provisioning.
 
JOB OBJECTIVES
(a)Operational Planning and Management
•Lead and develop broadcasting strategies (Television & Radio) to position the organisation as the leading broadcasting media training institute.
•Participate in the development of operational plans and performance targets for the broadcasting skills unit.
•Lead the production of learning and training resources as required.
•Implement learning and training production practices that adhere to best practices.
•Coordinate the unit’s performance to ensure that clients’ needs are met.
•Continuously evaluate new training techniques and learning platforms to improve the unit’s performance.
•Participate in the advocacy that will drive the Institute’s skills development goals.
•Provide input into the implementation of new processes and approaches to achieve the institutes’ strategy and operational plan targets.
 
(b)Training and development
•Ensure the delivery of effective implementation of broadcasting training programmes.
•Conduct training needs assessments for learners and clients.
•Design and prepare curricula and training courses.
•Conduct assessment and/or moderation of learners.
•Develop instructional methods, training aids, manuals, and other materials.
•Establish training schedule and oversee the coordination of training classes.
•Formulate learning objectives and plans and develop methods for assessment and moderation.
•Ensure the use of appropriate assessment instruments and criteria.
•Manage the quality assurance of learner achievements.
•Review and evaluate broadcasting training effectiveness for improvement.
•Monitor and evaluate curriculum and related documents for accuracy and relevance.
•Monitor the quality of training content and ensure the maintenance of high standards.
 
(c)Project Management
•Provide project management of both small and large-scale projects throughout their life cycle.
•Monitor project deliverables and ensure the completion of projects timeously.
•Monitor project budgets, project timelines, risks, and deliverables.
•Ensure that all partnerships in projects are managed and administered in line with NEMISA policies.
•Facilitate project meetings and workshops related to broadcasting projects.
•Provide leadership and provide advice and guidance on managing projects.
•Prepare project pre-meeting briefings, monitor project progress and ensure tasks are completed.
•Work closely with stakeholders to facilitate project delivery and deal with challenges.
•Identify and manage critical risks in projects.
 
(d)Policy Compliance and Risk Management
•Formulate broadcasting training policies and provide support in the monitoring of their implementation.
•Ensure that the business unit complies with all policies and practices as prescribed by the Institute and relevant legislation.
•Provide advocacy to stakeholders on policy interpretations and ensure awareness of policy changes.
•Identify training programme risks and provide a mitigation plan.
•Conduct the unit’s regular risk assessments.

Level of Education:
•A bachelor’s degree in Education or Media production or related.
•National Certificate: Occupationally Directed Education
Training and Development advantageous
Assessor or Moderator Certification
 
Job related Work Experience
Experience is obtained through opportunities for exposure and practice at work. It includes all working experience that has some bearing on the job and is not restricted to the current organisation. Supervised on-the-job training, internships and learnerships are incorporated within this category.
 
Minimum:
•5-8 years of Producing/ Broadcasting experience
•3-5 years in a management role

To ensure that the Institute’s delivery and messenger services is efficiently, and consistently done in accordance with the Institute’s policies and procedures.
 
JOB OBJECTIVES
(a)Messaging and Delivery Co-ordination
•Ensure that the Institute’s delivery/messenger activities are executed effectively, efficiently, and consistently in accordance with the Institute’s policies and procedures.
•Ensure accurate maintenance of delivery/messenger records.
•Provide employee and/ or student transportation services as required.
(b)Vehicle Maintenance
•Ensure the appropriate use of Institute vehicles in accordance with policies and procedures.
•Ensure proper and consistent maintenance of Institute vehicles in accordance with the Institute’s policies and procedures.
•Always ensure the cleanliness of the Institute vehicle.
•Record all vehicle maintenance work.
•Ensure that Institute vehicles are always secured.
 
(c)Compliance
•Provide and ensure the proper use of the Institute petrol cards in accordance with the Institute’s policies and procedures.
•Provide and submit accurate records of vehicle and travel-related expenditures.
•Adhere to national road rules and regulations while in possession of an Institute vehicle for the execution of Institute activities in accordance with the Institute’s policies and procedures.
