REMUNERATION: R1 251 183.00 highly negotiable
The National Electronic Media Institute of South Africa was established as a non-profit institute for education in terms of the Companies Act (1973) and is listed as a scheduled 3A public entity in terms of the Public Finance Management Act (1999).
NEMISA wishes to advertise and fill the vacancy of a Chief Financial Officer reporting directly to the Chief Executive Officer. We are seeking for a seasoned and highly qualified applicant who will contribute significantly towards the Company’s vision and strategic plan.
JOB PURPOSE:
To provide strategic oversight and management of the financial, accounting, assets and supply chain management functions of NEMISA, minimise risks and managing the sustainability of the organization. Accountable for the accurate reporting of financial position and managing the affairs of the orgainsation as a whole.
Minimum experience and qualifications:
• Honours Degree in Financial Management or Accounting.
• MBA or relevant Masters’ Degree will be an added advantage.
• Registration with a Professional Board (CA) SA
• PFMA certificate will be an added advantage
• Minimum 07 years’ experience in financial management environment; at least 5 - 7 years industry related experience (5 years of which must be at an executive management level)
• Knowledge of the PFMA unit standards
Key Performance Areas
• Provide leadership in the development for the continuous evaluation of short and long-term strategic financial objectives.
• Establish, manage and maintain financial management systems, processes (analytical tools, information systems and models or projections or cost behaviour) and policies to ensure effective and efficient management of resources.
• Provide thought leadership in planning, developing, organizing, directing, managing and evaluating the Institute’s supply chain management function both at the operational and strategic level.
• Execute capital-raising strategies to support NEMISA’s financial sustainability and ensure that financial ratios are maintained with regards to the financial position of the organization.
• Generally Recognised Accounting Principles (GRAP) and Public Finance Management Act (PFMA) guidelines to ensure sufficient cash flow, reduced operating costs, and increased revenues. Align finance, assets management and supply chain management, policies and processes to the business objectives.
• Provide strategic advice to the business and Board on finance, asset management and supply chain management related matters, identifying changes to highlight future needs and trends.
• Ensure that effective internal controls are in place and ensure compliance with GRAP, PFMA, Auditor General South Africa and Treasury regulations for all financial reporting.
• Manage and oversee the strategic relationship with the internal and external auditors and other stakeholders with regard to NEMISA’s assets.
• Review and approve policies and procedures to maintain, control and monitor assets and ensure compliance with all statutory requirements and accounting standards.
• Oversee the development, implementation and monitoring of internal control processes and procedures to safeguard NEMISA’s assets.
• Manage the Institute’s capital request and budgeting processes.
• Manage the investment of the Institute assets and employee pension funds to extract maximum benefits.
• Manage compliance with agreed budgets in consultation with the Chief Executive Officer, ensuring that costs are contained.
• Monitor and control expenditure of the organisation against budget.
• Facilitate departmental communication through appropriate structures and systems.
• Manage and monitor all financial aspects of the Institute and report to EXCO and Board on the outcome.
• Develop, implement and manage Service Level Agreements (SLAs) and contracts with contractors and service providers, execute the monitoring of performance of contractors and service providers.
• Ensure that all business units comply with relevant Finance and Supply Chain Management policies, processes and systems.
• Develop a Risk Management Strategy, tools, practices, and policies for the business unit to analyse and report risks in line with the overall risk strategy of the Institution and manage risks according to the Risk Management Framework.
• Provide input to the Risk Management Unit, EXCO and Board on risk management practices within the business unit.
• Establish and drive performance through the development and monitoring of aligned key performance indicators for the Institute and respective teams.
• Oversee the operations of the Institute in the absence of the CEO, as delegated from time to time.
