NEDLAC has the following Permanent position:
MANAGER SUPPLY CHAIN
Reporting Line: Chief Financial Officer
Location: Gauteng
Pay: R961 485,00 CTC per year
Closing Date: 13 December 2024
Main Purpose:
Management of the Supply Chain function within NEDLAC, ensuring proper systems, policies, procedures and control for demand, acquisition, logistics, assets and disposal management.

Main Purpose:
Management of the Supply Chain function within NEDLAC, ensuring proper systems, policies, procedures and control for demand, acquisition, logistics, assets and disposal management.
Key Responsibility Areas:
Supply Chain Management
- Coordinate the implementation of effective supply chain management (SCM) within the Organisation.
- Keep abreast of with developments in SCM legislative and regulatory environment
- Develop and maintain an effective supplier database
- Maintain and update procurement plans and ensure alignment to the budget
- Ensure all relevant records are maintained
- Ensure adherence to all SCM regulations and prescripts
- Ensure that all bid committees are correctly constituted, sit timeously and adhere to SCM regulations and prescripts
- Coordination of the Bid Adjudication Committee meetings and processes.
- Monitor that quotations processes are done as per regulations and required thresholds.
Logistics Management
- Monitor that there are up to date inventories and registers of assets.
- Attend to escalated queries relating to logistics management.
- Approve purchase orders as per delegation.
Demand Management processes Coordination
- Review, analyse and monitor the demand management plan.
- Render guidance and advice to departmental employees on demand management matters to promote correct implementation of sound demand management practices.
Contract Management
- Draft contracts.
- Monitor that contracts are signed by the service providers.
- Monitor that there are up to date contract registers.
Risk and Performance Management
- Provides reports on a regular basis, and as directed or requested, to keep the Risk Committee and Senior Management informed of the operation and progress of compliance efforts.
- Compile and maintain a risk register.
Supply Chain Management System and Policy Development
- Draft and review Supply Chain Management policies.
- Periodically review and update Standards of Conduct to ensure continuing currency and relevance in providing guidance to management and employees.
- Respond to alleged violations if rules, regulations, policies and procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures.
Staff Management and Development
- Maintain that subordinates meet their performance requirements
- Conduct bi-annual performance reviews
- Maintain that performance agreements are in place for all subordinates
- Identify subordinate’s training needs
- Coach and mentor all reporting staff
- Maintain that all subordinates/ reporting staff members have valid job descriptions
- Maintain that subordinates have relevant resources required for their positions
- Maintain that subordinates operate within policies, procedures and guidelines of NEDLAC
Qualifications & Experience Required
- Minimum Qualification Requirements: Diploma or bachelor’s degree in supply chain management / financial management
- Minimum Experience: At least 5 years’ experience in Supply Chain Management
- Knowledge Required: PFMA, Treasury regulations, CIDB Act, Practice notes, BBBEE Act, Preferential procurement regulations, Auditor General Act.
- Skills Required: Computer skills (MS Office)
- Professional registrations: CIPS an added advantage
