The following positions are available at the NDA Johannesburg (Head Office):
 
MANAGER: HR ADMINISTRATION
 
Purpose
The position is responsible for the recruitment/provisioning of human resources, management of service conditions and employee records. In addition the position provides administrative support and coordination of all HR functions within the HR Unit.

POSITION REQUIREMENTS
Minimum Qualification
 A Bachelor’s degree in Human Resources or Industrial Psychology
 HR Registration with the SABPP will be an advantage
 
Essential Experience
 At least 5 years’ experience as a Generalist HR Practitioner
 At least 5 years HR experience in public sector will also be an added advantage
 Minimum 3 years in a middle management position in HR
 
Knowledge
 Knowledge of Recruitment and Selection processes
 Knowledge of HR practices and processes
 Proficiency in MS Word and Excel
 Knowledge of legislation and prescripts that govern Human Resources in South Africa
 Understanding of the Income Tax Laws

MAIN AREAS OF RESPONSIBILITY
Recruitment
 Manage the development, implementation and review of a streamlined recruitment and selection process
 Support and oversee the recruitment function
 Continually benchmark positions for new recruits
 Manage the provision of a support and administrative service to managers in the areas of short-listing and constitution of interview panels
 Ensure regular compilation of recruitment and /vacancy statistics and reports
 
Benefits and Remuneration
 Manage remuneration within the NDA including the management of employee benefits and benefit funds, and annual remuneration reviews and recommendations
 Oversee the implementation and participation of NDA in market surveys on remuneration, analyse and compile reports in this regard to enable decision making by management
 Facilitate maintenance of an individual and organisation database on remuneration history
 Facilitate on the organising and conducts of employee information meetings on employment policy, benefits and compensation and participate actively on various joint committees
 Acquire, develop and/or manage structures, benefits and incentives that inform and sustain NDA’s recruitment strategy
 Finalise and process salary reviews, salary increments and performance bonuses
 Ensure compliance with SARS on PAYE and issuance of IRP5s and IT3 annually
 Regularly assess and negotiate for competitive staff benefits with the third parties
 Educate and advise staff on benefits and incentives
 
Employee records management
 Develop and/or maintain a sound and efficient HR management system
 Ensure the effective management of HR records and information to enable effective management of employees within NDA
 Ensure the effective management and integrity of all HR transactions including employee personal details, job details, staff movements, salaries and funds transfers, leave and benefits administration etc
 Develop and maintain an HR document management system
 Analyse and report on HR Information, trends and gaps
 
HR Operations Management
 Manage and monitor the effective administration of employment conditions to all employees
 Facilitate and develop quality management systems and processes for the HR functions
 Coordinate HR operations and management structures
 Coordinate the HR’s internal and external audits and be a liaison between HR and the Internal Audit and Finance Units
 Facilitate the development and review of HR policies across the HR functions
 Maintain HR Policy and Risk Register
 Coordinate the HR audits on behalf of the HR unit
 
General Management
 Manage the performance of the Recruitment and Payroll staff
 Compile monthly and annual reports
 Contribute to the compilation of the NDA’s annual report

SPECIALIST: EMPLOYEE RELATIONS
 
Purpose
The purpose of this position is to promote harmonious relationships in the workplace by designing, developing and implementing proactive employee relations policies, structures and procedures in order to mitigate any potential risk originating from the employer/employee relationship.
The incumbent will provide advice on labour law/ industrial relations and policy matters and, facilitate consultations and negotiations between management and employees on matters of mutual interests and implement consequence management (grievance and misconduct) within NDA.

Minimum Qualification
 A Bachelor’s degree in Human Resources or Labour Relations or an equivalent qualification 
 
Essential Experience
 At least 5 years in labour relations management
 At least 3 years’ experience in labour relations in public sector
 Extensive experience in collective bargaining, grievance handling and misconduct/consequence management

MAIN AREAS OF RESPONSIBILITY
Institutionalisation of the employee relations function and capacity within NDA
 Ensure that proactive labour relations policies, structures and procedures are in place and that they are properly communicated to all, consistently applied and they promote co-operation and respect amongst all levels of staff to achieve stable and healthy relationships.
 Maintain and update all IR policies and procedures,
 Ensure the enforcement and adherence of these policies and procedures by advising and monitoring management and staff.
 Develop human and institutional capacity of NDA to implement the employee relations policies and to comply with statutory requirements.
 In conjunction with the OD unit, develop training programmes in employee relations for management and staff.
 Develop, implement and promote employee relations programmes or interventions.
 
Workplace Relationship Management
 Facilitate the development and implementation of organisational rights agreements with union/s or employee representatives
 Monitor, review, and suggest amendments to the relationship agreement as required.
 Facilitate the implementation of employee / (Union)/management meetings.
 Management of industrial action and provide technical support to NDA
 Consult and advise management and employees with regard to legislation, policies, and procedures
 Attend and/or facilitate divisional or unit meetings, when required and where employee relations are adversely affected.
 Facilitate and maintain a good working relationship with union representatives
 Maintain sound relationship with representatives from the Labour of Department, and any other government official and Service Providers
 Monitor and ensure implementation of agreements between management and union/s.
 
IR Consultation 
 Identify and/or evaluate causes of conflict and propose appropriate corrective action
 Represent NDA at the CCMA in Conciliation and Arbitration matters
 In conjunction with the Legal and Risk Unit, facilitate and oversee any litigations emanating from employee relations
 Provide support to management and staff in managing performance and assist in the analysis of plans to resolve any identified performance problems.
 Monitor the labour relations practices of all divisions
 Monitor developments within the labour relations field and advise on best labour relations practices
 Represent management in consultation meetings with trade unions
 Assist Management in wage negotiations with trade unions
 Facilitate the resolution of formal grievance
 Handle disciplinary matters in the NDA following due process
 
Systems Management and Reporting
 Implement and maintain a comprehensive IR administration system.
 Maintain an up-to-date information management system of all IR related information
 Produce reports on IR trends or activities throughout the organization
 Monitor internal labour relations trends and submit relevant reports
 Remain apprised of all changes or relevant news, and provide analysis and report on same.

ICT HELPDESK ADMINISTRATOR

 
Description
The ICT Helpdesk is primarily responsible for providing a single point of contact to the NDA for Information and Communication Technology (ICT) services. In addition, the post also provides incident management and first line support to NDA employees.

POSITION REQUIREMENTS
Minimum Qualification
 Grade 12/ Matric Certificate and;
 CompTIA A+ certification
 
Essential Experience
 Minimum of 2-years IT Helpdesk and technical support
 Basic experience in remote customer support
 
Knowledge
 Information Technology Infrastructure Library (ITIL) Foundation
 Knowledge of IT Basics or concepts
 Working knowledge of fundamental operations of relevant software, hardware and other equipment
 Knowledge of relevant call tracking applications
 Related experience and training in troubleshooting and providing help desk support

MAIN AREAS OF RESPONSIBILITY
Helpdesk Support 
 Receive and redirect calls/incidents to correct IT Specialist (Networks, Systems, Application and Desktop).
 Diagnose and resolve first line technical hardware and software issues.
 Identify and escalate situations requiring urgent attention.
 Track and route problems/requests and document resolutions.
 Prepare activity reports on all calls logged.
 Keep abreast with systems information, changes and updates.
 Provide a single point of contact to the NDA for information technology related services.
 Advise users on appropriate action relating to desktop challenges.
 Follow standard help desk procedures.
 Assist end users via telephone, email or trouble ticket enquiries to resolve or escalate IT issues and services.
 Monitor and respond to requests received through the IT helpdesk.
 Utilize and maintain the helpdesk tracking software (call logging system).
 Update the internal knowledgebase with issue resolution details.
 Assist the IT Specialist: Support Services to compile IT Service Reports.
 Act as a liaison between customers and technical escalation teams.
 
Administration support
 Assist with on-boarding of new users and exits.
 Perform general clerical duties to include but not limited to photocopying, faxing, mailing and filing for all Sub-Unit functions.
 Assist with the management of ICT Assets.
 Maintain inventory of all hardware and software licenses.
 Assist co-workers with computer systems operations including setup of new computers, maintenance; hardware purchasing, shipping, receiving; and hardware/software installations.
