NATIONAL CREDIT REGULATOR (NCR)

 

The National Credit Regulator (NCR) was established as the regulator under the National Credit Act 34 of 2005 (the Act) and is responsible for the regulation of the South African credit industry. It is tasked with carrying out education, research, policy development, registration of industry participants, i.e. credit providers, credit bureaux, alternative dispute resolution agents, payment distribution agents and debt counsellors, investigation of complaints, and enforcement of the Act.

The Act requires the NCR to promote the development of an accessible credit market, particularly to address the needs of historically disadvantaged persons, low income persons, and remote, isolated or low density communities. 

 

 

 

 

The NCR invites applications from suitable candidates for the following position:

 

LEGAL ADVISOR: EXECUTIVE

Paterson Grade: D- Lower

Salary ranges from R405 200 – R769 900 maximum

Requirements:

▪ The successful candidate must hold a relevant four year Legal Degree (BProc and/or LLB).

Admission as an attorney or advocate (advocate must have completed pupillageship) with a minimum of 5 years post admission working experience.

 

Duties:

▪ Contract management including the reviewing of contracts in which the NCR enters into, in order to ensure legality.

▪ Drafting of contracts and other legal notices relevant to the NCR.

▪ Providing effective legal advise on specific issues inclusive but not limited to the National Credit Act and other relevant legislation.

▪ Provision of administrative and legal support to all departments including participating in appropriate committees when and where necessary and providing input from a legal perspective.

▪ Advising on legal risk detection and assessment including monitoring of internal and external compliance and the reporting of all legal matters.

▪ Managing of external legal consultants which includes drafting terms of references, Sourcing potential consultants and ensuring timeous delivery of agreed outcomes.

▪ Conducting research on policy matters to ensure an improved regulatory dispensation.

▪ Advising on strategic frameworks, practices and policy issues relating to contracts.

▪ Managing contract performance, business drivers and service Level Agreements.

▪ Drafting and negotiation of contracts, and addendums

▪ Creating and implementing contract guidelines relevant to different parts of the business.

 

Knowledge:

▪ Contracts management

▪ Knowledge of the National Credit Act

▪ Legal/court processes

▪ Understanding of the South African Consumer Credit Market.

 

Skills:

▪ Drafting and advocacy skills

▪ Conflict resolution and conflict management skills.

▪ Good communication skills, administrative skills and ability to work under pressure.

Paterson Grade: B-Upper 

Salary: R103 300

Requirements:

The successful candidate must hold a relevant Degree or National Diploma in Accounting/ Financial, or equivalent coupled with at least one (1) year’s relevant experience. 

 

Duties:

·       Assists with proper updates of registrants’ profile. 

·       Attend to registrant queries via email or walk-in registrants 

·       Assist in the confirmation of payments received for new registrations, additional branches and replacement certificates. 

·       Assist with accurate and timely processing and payment of creditors 

·       Handling enquiries from suppliers. 

·       Ensure that creditors are paid timeously as per PFMA and NT regulations. 

·       Assist with physical verification of assets 

·       Be able to attend to any ad-hoc tasks that may be requested in the finance department 

 

Knowledge:

·       Understanding of the National Credit Act. 

·       Basic Knowledge of Generally Recognised Accounting Practice (GRAP) 

·       Knowledge of accounting processes and procedures. 

·       Knowledge of accounting software- Great Plains will be an added advantage. 

 

Skills:

• High level of computer literacy (Microsoft Office) 

• High level of numerical and accuracy skills. 

• Excellent written and verbal communication skills. 

• Good Interpersonal skills.

Requirements:

The successful candidate must hold a relevant 3-year Degree/ National Diploma coupled with minimum of 18 months experience in a professional environment.

 

Duties:

·       Assess/Evaluate applications for registrations and make recommendations for approval.

·       Verify that data captured is accurate and report any discrepancies to the Supervisor.

·       Make a conceited effort to follow up on outstanding documents required for registrations.

·       Make recommendations for refusals.

·       Process requests for withdrawals and refunds.

·       Proactive portfolio management.

·       Provide reports as and when required.

·       Make presentations to both internal and external stakeholders.

·       Compliance to all registrations policies and procedures.

·       Provide superior customer services to internal and external stakeholders.

·       Answer all Registrations queries effectively, efficiently, and professionally.

·       Any ad hoc tasks as and when required.

·       Attend to walk in clients.

 

Knowledge:

·       Good knowledge of the National Credit Act.

·       Banking experience will be an added advantage.

The successful candidate will have a 1 year post matric qualification in office administration or end user computing, with at least one-year relevant experience or Grade 12 with (2) two .

 

Duties:

·       Responsible for capturing data.

·       Providing administrative support to the Registrations Department.

·       Printing of registration, renewal, replacement and additional branch certificates.

·       Scanning of documents.

·       Preform general office administration such as answering calls, emailing of documents to applicant/registrants and filing of documents.

·       Attending to walk in clients.

·       Updating of registrants information on the system.
