NATIONAL CREDIT REGULATOR (NCR)
The National Credit Regulator (NCR) was established as the regulator under the National Credit Act 34 of 2005 (the Act) and is responsible for the regulation of the South African credit industry. It is tasked with carrying out education, research, policy development, registration of industry participants, i.e. credit providers, credit bureaux, alternative dispute resolution agents, payment distribution agents and debt counsellors, investigation of complaints, and enforcement of the Act.
The Act requires the NCR to promote the development of an accessible credit market, particularly to address the needs of historically disadvantaged persons, low income persons, and remote, isolated or low density communities. The NCR invites applications from suitable candidates for the following position:
Manager: Education and Communication
Paterson Grade: D-Upper (6 Months contract)
Salary ranges from R646 500 – R 1 228 400 maximum
Requirements:
The successful candidate must hold a relevant Bachelor’s Degree in Communications, Marketing, Education, Public Relations, Journalism or equivalent with at least 6 years working experience of which 3 years should be at a managerial level.
Experience within the financial, credit or regulatory environment will be an added advantage.
Duties:
Contribute to the development and implementation of the NCR’s strategic objectives in relation to the education and communications mandate.
Develop and implement a departmental operational plan aligned to the strategic objectives.
Develop, maintain, enhance and implement the Education and Communication strategy.
Provide oversight and guidance on the entire operations of the department.
Maintain and monitor implementation of departmental policies and procedures as well as applicable timelines.
Ensure development of the operational procedures aligned to the applicable policies that support the operations of the department.
People and departmental performance management.
Budget and risk management.
Develop and maintain effective stakeholder relations to contribute to the effective operation of the department and organization.
Manage the annual project to draft the Annual Report and Annual Performance Plan (APP) until publication.
Participate in the supply chain management and ensure compliance.
Monitor and evaluate performance of the various service providers contracted to the department.
Conduct the impact assessment of the departmental activities as and when necessary and ensure implementation of the recommendations.
Manage the NCR’s media, marketing, advertising and public relations activities.
Conduct media interviews.
Oversee the internal and external communications of the NCR.
Knowledge:

South African consumer credit market.
