SCM Administrative Officer (Ref: NCT25/SCMAO-001)
Reports To: Procurement Specialist
Contract Type: Fixed-Term (6 Months)
Total Remuneration Package: R523 948.34 per annum  
The National Consumer Tribunal (NCT) is seeking a highly skilled and motivated
 
SCM Administrative Officer to join our team on a six-month fixed-term contract. This aim of this role is to provide effective and efficient administrative support in the procurement of goods and services.

Key Responsibilities
As the SCM Administrative Officer you will be responsible for:  
  • Receiving and processing user requests for goods and services from the end-user.
  • Tracking and monitoring purchase requests issued by the end-user department to ensure timely delivery.
  • Source suppliers from the National Treasury Central Supplier Database in line with the NCT SCM policy.
  • Verify supplier compliance with legislative and organisational requirements, including ensuring they have the correct documentation.
  • Liaise with suppliers to issue and follow up on requests for quotations (RFQ’s).
  • Respond to supplier queries promptly and professionally.
  • Monitor supplier performance and provide feedback for quality improvement.
  • Issue RFQs to suppliers and receive quotations.
  • Generate purchase orders and ensure proper authorisation.
  • Maintain accurate and organised filing of supplier documentation and procurement records.
  • Scan and file purchase order packs in preparation for audits.
  • Update SCM registers and ensure all documentation is audit ready.
  • Prepare documents for tender meetings and assist with screening of tender submissions.
  • Serve as Secretariat for Bid Specification, Bid Evaluation and Bid Adjudication committees when required.
  • Assist with contract administration and ensure compliance with terms.
  • Capture and update B-BBEE information into the reporting system.
  • Assist with preparing Procurement Plans, quarterly reports, and other necessary reports.
  • Support internal and external audit requirements by ensuring all documentation is readily available.
  • Coordinate activities such as meetings, including scheduling, preparing agendas and taking minutes.
  • Capture and update new vendor information in systems like Sage and maintain records of vendor documents.
  • Perform general office duties, including filing and managing correspondence via calls, emails and letters/memos.
  
Requirements
To excel in this role, candidates must possess:  
  • Diploma in Finance, Accounting or a Supply Chain Management.
  • At least 1 – 2 years’ experience in supply chain administration.
  • Experience /working knowledge of the National Treasury’s Central Supplier Database.
  • Computer Literacy – High proficiency in Microsoft Word, PowerPoint and Excel.
  • Knowledge of the PFMA, PPPFA Treasury Regulations and Guidelines.
  • Good working knowledge of the Broad-Based Economic Empowerment Act 53 of 2003.
  • Record keeping experience and document management.
