DIVISIONAL HEAD: LEAL SERVICES
Salary: R1189 338 per annum (Total Cost to Company) (Level 14)

Purpose of the job:To direct and manage the development and implementation of strategies and policies with a view to entrench the provisions of the Consumer Protection Act.
Key responsibilities:Manage and direct the development of policies, guidelines and norms for the provision of legal advice:• Provide guidelines for the development of policies • Monitor the process of consulting the stakeholders regarding the development of policies • Manage the development of policies for the protection of the consumers in line with the act • Provide guidance for the benchmarking of best practices • Publish codes of good practices in the Government Gazette for public comment.

Purpose of the job:To direct and manage the development and implementation of strategies and policies with a view to entrench the provisions of the Consumer Protection Act.
Key responsibilities:Manage and direct the development of policies, guidelines and norms for the provision of legal advice:• Provide guidelines for the development of policies • Monitor the process of consulting the stakeholders regarding the development of policies • Manage the development of policies for the protection of the consumers in line with the act • Provide guidance for the benchmarking of best practices • Publish codes of good practices in the Government Gazette for public comment.
Provide guidance and leadership for the effective prosecutions on behalf of the NCC: • Manage the assessment of cases for readiness for presentation to the Consumer Tribunal • Provide guidance in the drafting of court orders, consent orders, and compliance notices in terms of the required standards and norms • Manage the communication of National Consumer Tribunal orders to the investigators and ensure compliance thereto • Direct and advise the prosecutors on additional information/evidence required before the matter is presented to the Tribunal • Oversee the facilitation of settlement of any disputes between the NCC and the provincial consumer authorities • Oversee the development and maintenance of a database of all matters presented before the Tribunal and its decisions • Oversee the publication of all orders and findings of the Tribunal.
Manage the, effective and efficient processing of all accreditations and exemptions: • Guide the drafting of industry Codes of conduct • Evaluate the effectiveness of industry codes of conduct • Manage the accreditation of industry ombuds • Review industry codes and the effectiveness of both the code and its ombud scheme at intervals of five years. Manage the provisioning of litigation and corporate legal services to the NCC:• Provide guidance in the drafting of legal documents, Memorandum of Understanding, commercial agreements, Codes of good practice, and Codes of conduct • Manage the drafting of legal Opinions and provide advice on various areas of the law • Manage the briefing of attorneys and counsel • Conduct presentations on the Act and regulations to law enforcement agencies. Manage and maintain the relations with stakeholders: • Promote common understanding of cases across all provinces • Harmonise codes of good practice with the act • Promote the use of plain language in the documents for easy understanding by the stakeholders. Provide strategic direction in the development of industry codes: • Receive and review industry Codes and make recommendations to the Minister • Manage the drafting of submissions to process applications in terms of the approved processes • Advise industry associations and ombud schemes on corporate governance matters • Receive and process applications for accreditations and make recommendations to the Minister.
Minimum requirements: •LLB degree • 6 years' Senior Management experience in the private or public sector • Code EB driver's licence • Computer literacy: MS Office package.
NB:Following the interview, the selection panel will recommend candidates to attend a generic managerial competency assessment On compliance with the DPSA Directive on the implementation of competency assessments).

Division: Enforcement and Investigation
Salary: R5 000 per month (Ref. NCC 18/07/18)
• (12-month internship programme)

Purpose of the programme:To provide exposure to graduates with regard to consumer protection regulatory environment.
Key responsibilities:• Reading and analysing complaints • Providing reports on facts and law • Communicating with businesses and consumers • Conducting ad hoc investigations and inspections.
Minimum requirements:• Legal qualification in LLB/BProc • Computer literacy: MS Office package.
