QUALIFICATION AND EXPERIENCE: 
An Honours degree in Agricultural Economics or Economics, Masters in Agricultural Economics or Economics will be an added advantage. 3 - 5 years’ experience in Agricultural Environment. Drivers Licence. Strong financial management and budgeting. Understanding of Government Statutes, Procedures, and Processes. Good understanding of and/or. Experience working in public entities or other relevant organisations. Experience in conducting research and disseminating research output. 
 
KNOWLEDGE AND SKILLS 
Knowledge of the Marketing of Agricultural Products Act of 1996 (MAP) Act. Basic understanding of the agriculture subsectors and challenges faced by smallholder farmers. Knowledge and practical application of statistical software such as STATA, SPSS, Atlas.ti, R, Python and E-Views amongst others. Full knowledge and use of MS Word Office (Excel, MS Word and PowerPoint). Basic knowledge and practical application of project management. Knowledge of databases such as the Abstract of Agricultural Statistics, Statistics South Africa (StatsSA). TradeMap, South African Revenue Services (SARS) and ability to extract data and formulate an analysis.

KEY DUTIES AND RESPONSIBILITIES 
 
1. Approved smallholder market access reports 
  • Coordinate and compile the Agripreneur reports 
  • Coordinate and compile the Smallholder Market Access Tracker (SMAT) annual report 
  • Supervise junior staff on their contributions towards smallholder market access reports 
  • Provide management support as and when required 
  • Co-author and submit peer-reviewed articles on smallholder market access to accredited journals. 
  • Make presentations at MERC seminars/symposiums/conferences/agricultural forums/committees on research activity/projects undertaken 
 
2. Stakeholder engagement and public liaison 
  • Participate in policy engagements through round tables/working groups/industry and government forums/information and farmers’ days 
  • Produce policy advisory/commentary/opinion piece/podcasts on smallholder market access research 
 
3. Cross-divisional NAMC Initiatives 
  • Provide expertise and/or participate in MERC cross-focus and NAMC cross-divisional activities

MONITORING AND EVALUATION COORDINATOR: AAMP PROJECT INTERNAL SECONDMENT POSITION

QUALIFICATION AND EXPERIENCE: 
An Honour’s Degree in Agricultural Economics or project management. Advanced certificate in M&E, statistics or economics will be an added advantage. 4-5 years’ minimum experience in an M&E position responsible for implementing M&E activities. Experience in designing, implementing, and operating project M&E systems. Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
 
KNOWLEDGE AND SKILLS 
Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies. Experience in planning and managing surveys. Experience in developing and refining data collection tools. Experience with data quality assessments and oversight. Experience in managing and providing training to partners and target beneficiaries. Ability to facilitate and serve as project liaison for externally-managed evaluations 
 
KEY DUTIES AND RESPONSIBILITIES 
 
1. Development & Implementation of M&E systems 
  • Support the development of the M&E Systems in line with project requirements. 
  • Elaborate, pilot and validate quantitative and qualitative monitoring tools as well as design the corresponding data collection procedures 
  • Lead efforts in reviewing existing evaluation approaches and promoting more rigorous and impact-oriented evaluation design 
  • Develop the overall framework, for project M&E, such as mid-term project reviews, impact assessment and final evaluation. 
  • Develop a project Performance Monitoring Plan with relevant data collection systems. 
  • Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation. 
  • Develop baseline data for each project component and for all project indicators. 
  • Assist in the development and/or finalization of the project work plan and keep it updated in accordance with project activities and timeframes as relevant. 
  • Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required. 
  • Drive the monitoring and evaluation of the AAMP 
 
2. Implementation and Coordination of M&E 
  • Supervise and coordinate the application of monitoring tools to track project performance in line with the project requirements. 
  • Conduct data collection to measure achievement against the project performance indicators. 
  • Coordinate analysis of project monitoring data collected on a termly basis. 
  • Lead and conduct analysis of quantitative and qualitative data on all project inputs, outputs and outcomes. 
  • Regularly check data quality with the project manager. 
  • Coordinate the project progress reporting, project mid-term review and final evaluation. 
  • Assist the project manager with the project expenditure management and ensure responsible expenditure reporting in line with budget allocation. 
  • Provide advice to the project manager on improving project performance using M&E findings. 
  • Verify the implementation claims by social partners and assist in unblocking barriers to the implementation. 
 
3. Stakeholder Engagement & Reporting 
  • Build relationships with management and stakeholders. 
  • Coordinate reports from different Social Partners and streamline them to single a report aligned to AAMP SLA. 
  • Produce reports on M&E findings and prepare presentations based on M&E data as required. 
  • Provide the Project Manager with management information she/he may require. 
  • Build relationships with management and stakeholders. 
  • Develop project stakeholder database and update it when necessary. 
  • Attend meetings, workshops and conferences in relation to the AAMP. 
  • To compile ME reports and present them at the AAMP Executive Oversight Committee chaired by DALRRD Minister.

 QUALIFICATION AND EXPERIENCE: 
A 3-year National Diploma or Bachelor’s Degree in Supply Chain Management/ Procurement or a related qualification. 5 - 8 years’ minimum management experience. Strong proficiency in Microsoft excel is essential. Excellent numeracy and analytical skills. 
KNOWLEDGE AND SKILLS 
Sound knowledge of supply chain duties, practices as well as the ability to capture data, operate computer and collecting statistics. Knowledge and understanding of the legislative framework governing the Public Service. Knowledge of PPPFA, PFMA, National Treasury Regulations and related regulations. 
 
KEY DUTIES AND RESPONSIBILITIES 
 
1. Demand and Acquisition: 
  • Monitor the implementation of supply chain management policy and preferential procurement policy framework daily by ensuring the following: 
  • Request for proposals through advert and tender bulletin, media and NAMC Website. 
  • Register suppliers on NAMC systems. 
  • Request and receive quotations. 
  • Ensure suppliers are registered on the CSD and are compliant with relevant legislations. 
  • Receive specifications from end users. 
  • Capture specification on the NAMC templates. 
  • Place orders, issue and receive bid documents. 
  • Provide secretariat or logistical support during the bid consideration and contracts conclusion process. 
  • Receive and verify goods from suppliers. 
  • Capture goods in registers databases. 
  • Receive requisitions for goods from end users. 
  • Issue goods to end users. 
  • Maintain goods register. 
  • Ensure that procurement including tenders are completed timeously. 
 
2. SCM Reporting: 
  • Compile and submit monthly reports 
  • Compile and submit quarterly reports 
  • Compile and submit annual reports 
  • Compile and submit reports to National Treasury 
  • Compile annual procurement plan for submission to CEO, Mancom and National Treasury 
  • Compile annual demand plan for presentation to Mancom 
  • Ensure submissions to various stakeholders 
 
3. Compliance, internal controls and Contract Management 
  • Ensure compliance with all statutory requirements relating to Supply Chain Management and Treasury Regulations. 
  • To analyse processing and procedural requirements and recommend standard procedures and systems to be followed across the organisation. 
  • Develop and review all procurements contracts on a monthly basis. 
  • Update the contracts register as and when new contracts are signed. 
  • Monitor contract management and ensure all contracts are compliant with legislative requirements. 
  • Assist in the development of SCM policies and procedures. 
  • Ensure suitable internal controls are in place and assist in the training of staff in new processes or procedures. 
  • Assist with preparations and execution of internal and external Audits. 
  • Ensure quality of the work submitted is of a standard required within the division. 
  • Ensure that all audit queries are addressed in timely manner. 
 
4. General Supervisory and Administrative functions: 
  • Undertake supervisory responsibilities by reviewing the work of SCM officer and SCM interns. 
  • Maintain 100% availability of SCM documents when requested for auditing. 
  • Ensure proper filling of SCM documents by all SCM personnel.

MANAGEMENT ACCOUNTANT

QUALIFICATION AND EXPERIENCE: 
A Bachelor’s Degree in Financial Accounting or Related Financial Qualifications. Post graduate Degree will serve as an advantage. 4 - 5years’ minimum management experience, of which 3 years must preferably be in a public sector entity. Qualified Accountant (CIMA, ACCA, ACA or other recognized qualification). Excellent numeracy and analytical skills. Accountable and handle figures with integrity. 
 
KNOWLEDGE AND SKILLS 
Principles and practice of financial accounting, Public Finance and Management Act (PFMA), Treasury Regulations and guidelines. Public entity budgeting and reporting process. Knowledge of Sage evolution & Sage VIP Payroll. Government accounting standards (GRAP). Asset Management principles and guidelines. Public Service Anti-Corruption Strategy and anti-corruption and fraud prevention measures. Medium Term Strategic Framework (government priorities) and Estimates of National Expenditure (ENE). Framework for managing performance information. 
 
KEY DUTIES AND RESPONSIBILITIES 
 
1. Financial Management 
  • Prepare and submit quarterly reports to DALRRD and National Treasury. 
  • Produce detailed annual cash flow forecasts to form the basis for the working capital. 
  • Monitor expenditure trends and reports on variances on a monthly basis. 
  • Prepare monthly management expenditure reports 
  • Prepare cash flow projections linked to the annual budget. 
  • Manage the budget process for NAMC. 
  • Compile quarterly expenditure report for Management, Audit & Risk Committee and Council. 
  • Compile Treasury regulations and the PFMA checklist on a quarterly basis. 
  • Keep abreast of National Treasury, developments and other regulatory requirements. 
  • Review financial data for accuracy, correctness and completeness. 
  • Actively participate in the Extended Management Committee as required. 
  • Assist with the development and presentation of finance policies and procedures to the organisation 
 
2. Budgeting 
  • Discuss budget against actual expenditure with senior managers on a monthly basis. 
  • Prepare MTEF budget submission and submit to DALRRD and Treasury as per deadlines 
  • Provide advice and reports to management and staff in the development of budgets, budget methodology and management of budgets. 
  • Manage the assets of NAMC, this includes maintenance of fixed assets register, reconciliations and annual review of useful lives of assets, etc. 
  • Prepare monthly reconciliation for various general ledger accounts, e.g., leave provision, prepayments, accruals, assets, etc 
 
3. Reporting 
  • Provide advice and reports management and staff in the development of budgets, budget methodology and management of budgets. 
  • Manage the preparation of monthly management reports. 
  • Investigate anomalies and variances; provide ad hoc reports as required by management. 
  • Provide historical financial data and analysis as requested.

KEY DUTIES AND RESPONSIBILITIES 
  • Perform general administrative activities in support of the unit. Draft submissions, reports, and memorandums for the project. 
  • Conduct records and document management both manually and electronically. 
  • Develop a filing system for the project and ensure that all project employees adhere to the system requirements. 
  • Ensuring the confidentiality and security of files and filing systems. 
  • Arrange and coordinate workshops and provide logistic support functions for the project as required. 
  • Assist the Supply Chain Officer to manage all inventory and office supplies and coordinate the purchase and distribution of stationery for the project.
