MANAGER: SMALLHOLDER MARKET ACCESS

Qualification and Experience: 
A Master’s degree in Agricultural Economics. 5- 10 years managerial working experience in policy advisory environment Ph.D. is Agricultural Economics or Economics will be an added advantage. A valid driver’s license. 
Knowledge and Skills 
Knowledge of the MAP Act. Knowledge and practical application of Economic Statistical Softwares such as, Computable General Equilibrium Modelling (CGE), STATA and E-Views amongst others. Full knowledge and use of MS Word Office (Excel, MS Word and PowerPoint). Knowledge and practical application of Project Management. Knowledge of Databases such as GTAP, Trade Map, Global Trade Atlas, South African Revenue Services (SARS) and ability to extract data and formulate an analysis 
 
Key Duties and Responsibility 
Manage the team to provide evidence-based research and policy advisory into internal and broader agricultural sector and national policies; Manage human and financial resources of SMAU; Initiate and manage projects in line with the NAMC and MERC’s mandate; Manage and supervise staff in terms of undertaking of research projects/programmes in the market access focus area; Provide strategic input into the development and implementation of markets and economic research strategies and operational plans; Effectively manage development and implementation of relevant thrusts of annual operational plans for SMAU; Liaise with NAMC stakeholders, industry bodies, Portfolio Committee of the Department of Agriculture, Land Reform and Rural Development (DALLRD) and Council on matters pertaining to market access in agricultural sector; Carry out quality management of relevant markets and economic research output/ reports in the market access in the agricultural sector; Submit research papers and articles in conferences and accredited or peer-reviewed journals; and, to provide strategic input into the strategies, policy development and implementation of the Markets and Economic Research Centre.

RESEARCH AND VALUE CHAIN COORDINATOR: SECONDMENT POSITION

Qualification and Experience: 
A Master’s Degree in Agricultural Economics or equivalent is a minimum requirement. 3-5 years minimum experience in the Project Management environment
 
Knowledge and Skills 
Knowledge of relevant legislation, regulations and prescripts. Experienced in research-based value chain analysis and mapping, financial product development, export marketing, developing community-based economic initiatives. Knowledge of word processing and spreadsheet software, including Word and Excel, and PowerPoint. Quality Management Systems Contract Management. Project management methodologies. Project Management Support skills. Financial Management skills. Time Management skills. Communication & writing skills 
 
Key Duties and Responsibility 
  • Research and Value Chain Analysis 
  • Co-ordinate the research and impact analysis of the Agriculture Agro-processing Master Plan (AAMP) on agriculture as stipulated in the AAMP document. Coordinate the research and expert analysis on outstanding matters forming track 2 of the AAMP – mainly transformation levy, bargaining council, infrastructure funding and others. Conduct value chain analysis, identify existing initiatives and gaps within the chain, collaboratively design sustainable, comprehensive interventions that activate viable and sustainable value chains, and improve and expand existing services. Contribute to refining and implementing the project’s M&E and impact assessment systems to effectively assess on a regular basis the quality, timeliness and effectiveness of project strategies and activities in relation to the value chain. Provide input into value chain development
  • Project Governance & Reporting 
 
 
Identify and escalate project management challenges as required. Establish and communicate the use of appropriate methodologies, tools and techniques to ensure that the AAMP complies with laws and regulations. Build relationships with management and stakeholders. Attend meetings, workshops and conferences in relation to the AAMP. Provide progress reports to the project manager and relevant stakeholders.

  • Assist with preparing requisition on Sage evolution. 
  • Assist with daily payment and preparing payment register. 
  • Assist with other administration work within finance.
