Job Description
The National Agricultural Marketing Council (NAMC) is a statutory body established in terms of the Marketing of Agricultural Products Act, 1996. The NAMC provides strategic advice to the Minister of Agriculture on the marketing of agricultural products and plays a critical role in supporting the agricultural sector through sound governance and financial stewardship. 
The NAMC is seeking a Company Secretary and Legal Services Specialist to oversee and provide strategic direction with regards to Corporate Governance, Legal and Compliance Services to the Council, its Committees, NAMC Management and to the NAMC broadly. Oversee and approve the drafting, review and compilation of all legal documents/processes including legal opinions. Develop the Governance Unit Strategic Plan and oversee its implementation. Oversee the monitoring of legal risks and provides strategies to mitigate against legal risk within NAMC.
To also ensure that the organisation adheres to good corporate governance principles and complies with relevant legislation and regulatory requirements.
 
Key Responsibilities:
  1. Legal Services
  2. Oversee and provide strategic management of the provision of effective and efficient legal services and updates on new legislation relevant to NAMC.
  3. Oversee and provide direction on the external sourcing of legal services/legal opinion to ensure value for money.
  4. Ensure effective and efficient vetting of contract/MOAs.
  5. Oversee and approve the drafting of legal documents and processes.
  6. Oversee and provide direction on any litigation and resolution of legal dispute were applicable.
  7. Oversee and ensure that Department of Agriculture governance standard on PFMA is compiled and submitted quarterly to Department of Agriculture.
  8. Ensure that the administrative and contractual decisions of the NAMC are compliant with governing legislation and conduct awareness sessions on the impact of any new legislative requirements and related issues.
  9. Ensure that Council and the NAMC understand their duties and the scope of performing with the prescribed mandate.
  10. Provide a report on the status of all legal matters affecting the NAMC to Council and Committees on a quarterly basis or as and when required.
  11. Company Secretary duties
  12. Provide guidance and corporate governance advisory to Council and Committee members pertaining to their fiduciary duties.
  13. Oversee preparation of agendas and meeting packs for Council and Committee meetings.
  14. Oversee and manage the quality of Council and Committee minutes, drafting of resolutions, and lodging of required forms.
  15. Follow up on actions/resolutions from Council and Committee meetings.
  16. Oversee policies, making sure they are kept up to date and referred to the appropriate committee(s) for approval.
  17. Maintain statutory books, including registers of Council members, Committees and managers.
  18. Deal with correspondence, collate information and write reports, ensuring decisions made are communicated to the relevant stakeholders.
  19. Contribute to meeting discussions as and when required, and advise Council members of the legal, governance, accounting and department implications of proposed policies.
  20. Raise matters that may warrant the attention of the Council.
  21. Attend to queries in relation to the Council and its Committees and related compliance issues.
  22. Deliver queries to the appropriate person(s) to resolve.
  23. Assist the Council Chairperson with the yearly evaluation of Council members.
  24. Develop and maintain an effective filing system
  25. Governance, Compliance and Internal Control
  26. Oversee the development and the compilation of the Legal Risk Register.
  27. Present the Quarterly Legal Compliance Report/register Audit and Risk Committee (ARC) and Council.
  28. Oversee compliance with relevant legislation and NAMC Policy Framework. Oversee and ensure that compliance queries within the NAMC are evaluated, investigated and resolved.
  29. Oversee and provide direction on the induction and training of Council and Committee members and keep them abreast of corporate governance developments.
  30. Act as a liaison between the offices of the Chairperson of Council and that of the Chief Executive Officer.
  31. Provide advice on meeting processes procedures to Council and Council Committees.
  32. Make presentations where necessary on governance reports at the Council and Council committee meetings.
  33. Control and approve the communication between external stakeholders, Council Chairperson, Council and Committee members and Management Committee (MANCOM).
  34. Reporting and Stakeholder Engagement
  35. Develop, and maintain sound working relationships with customers and stakeholders to the NAMC (internal and external).
  36. Manage team relationships, sound partnership with Risk and Compliance.
  37. Encourage team and colleague communication throughout the NAMC.
  38. Ensure the NAMC is in compliance with legislative submission dates.
 
Key Competencies:
  • Good understanding of legislations applicable to Public Service, policy formulation, contract drafting and management.
  • Knowledge of the litigation processes within the agricultural sector, Labour Relations and sound Law interpretation skills. Knowledge of the SCM regulatory framework, PFMA and relevant National Treasury prescripts, PSA, corporate governance and regulations, Marketing of Agricultural Products Act, 1996 and Companies Act 71 of 2008.
  • Public Service Anti-Corruption Strategy and anti-corruption and fraud prevention measures.
  • Medium Term Strategic Framework (government priorities) and Estimates of National Expenditure (ENE).
 
Minimum Requirements:
  • A relevant Bachelor’s Degree in Law, (LLB/LLM).
  • 3-5 years’ experience in interpreting and advising on relevant legislation, directives, practices/ procedures and ensuring compliance.
  • Admitted Attorney.
  • Membership of the Law Society of South Africa (ISSA), the Institute of Company Secretaries of Southern Africa (ICSA) or relevant bodies will be an added advantage.

Job Description
The National Agricultural Marketing Council (NAMC) is a statutory body established in terms of the Marketing of Agricultural Products Act, 1996. The NAMC provides strategic advice to the Minister of Agriculture on the marketing of agricultural products and plays a critical role in supporting the agricultural sector through sound governance and financial stewardship. 
The NAMC is seeking a Human Capital Practitioner who will provide comprehensive HR support across the full spectrum of people management functions. The role focuses on Recruitment and Selection, Remuneration and Payroll Administration, Training and Development, Workforce Planning, Performance Management, HR Policy Development, and Employee Relations.
The incumbent will play a strategic and operational role in ensuring that NAMC’s human capital practices are compliant, effective, and aligned to organisational objectives.
 
Key Responsibilities:
  • Coordinate and implement recruitment and selection processes to attract and retain suitable talent.
  • Administer remuneration, payroll, and benefits in line with policy, grading systems, and statutory requirements.
  • Develop and implement Workplace Skills Plans (WSP) and Annual Training Reports (ATR), and drive learning and development initiatives.
  • Support workforce planning, succession planning, and talent management processes.
  • Facilitate and monitor the performance management system to ensure fairness and accountability.
  • Research, draft, and review HR policies to align with legislation and best practices.
  • Advise and support managers and employees on employee relations, conflict management, and disciplinary processes.
  • Prepare and present HR reports to management, Exco, and relevant committees.
Key Competencies:
  • Strong knowledge of HR principles, practices, and labour legislation (BCEA, LRA, EEA, SDA, OHSA, POPIA).
  • Demonstrated experience in payroll administration and remuneration frameworks (e.g., Paterson Grading System).
  • Proficiency in HR and payroll systems (Sage 300).
  • Excellent communication, consultation, and stakeholder engagement skills.
  • Analytical and problem-solving abilities with attention to detail.
  • Strong planning, organisational, and project management skills.
  • Ability to maintain confidentiality and manage sensitive information.
 
Minimum Requirements:
  • Bachelor’s degree, NQF Level 7, in Human Resource Management / Industrial Psychology or related field.
  • 5+ years’ experience in a human capital role covering the above key focus areas.
  • Experience working within a structured HR framework, preferably in the public sector or regulatory environment.
  • Knowledge and application of the Paterson Grading System will be an advantage.
  • Professional HR registration (SABPP / IPM) will be an added advantage.

Job Description
The National Agricultural Marketing Council (NAMC) is a statutory body established in terms of the Marketing of Agricultural Products Act, 1996. The NAMC provides strategic advice to the Minister of Agriculture on the marketing of agricultural products and plays a critical role in supporting the agricultural sector through sound governance and financial stewardship. 
The NAMC is seeking a Management Accountant who will be responsible for financial management, budgeting, reporting, compliance, and internal control functions in alignment with the Public Finance Management Act (PFMA), Treasury Regulations, and Government Accounting Standards (GRAP).
The role supports sound financial governance and effective decision-making within the organisation.

QUALIFICATION AND EXPERIENCE:
A Bachelor’s Degree in Financial Accounting or Related Financial Qualifications. Post -graduate Degree will serve as an advantage. 4 - 5years’ minimum management accountant experience, of which 3 years must preferably be in a public sector entity. Qualified Accountant (CIMA, ACCA, ACA or other recognized qualification). CA(SA) will be an added advantage. Excellent numeracy and analytical skills. Accountable and handle figures with integrity.

KNOWLEDGE AND SKILLS:
• Principles and practice of financial accounting, Public Finance and Management Act (PFMA), Treasury Regulations and guidelines.

KEY DUTIES AND RESPONSIBILITIES

FINANCIAL MANAGEMENT

• Prepare and submit quarterly reports to Department of Agriculture (DoA) and National Treasury.
• Produce detailed annual cash flow forecasts to form the basis for the working capital.
• Monitor expenditure trends and reports on variances on a monthly basis.
• Prepare monthly management expenditure reports
• Prepare cash flow projections linked to the annual budget.
• Manage the budget process for NAMC.
• Manage the assests of the NAMC.
• Compile quarterly expenditure report for Management, Audit & Risk Committee and Council.
• Compile Treasury regulations and the PFMA checklist on a quarterly basis.
• Keep abreast of National Treasury, developments and other regulatory requirements.
• Review financial data for accuracy, correctness and completeness.
• Actively participate in the Extended Management Committee as required.
• Assist with the development and presentation of finance policies and procedures to the organisation.

BUDGETING
• Discuss budget against actual expenditure with senior managers on a monthly basis.
• Prepare MTEF budget submission and submit to DoAe and Treasury as per deadlines
• Provide advice and reports to management and staff in the development of budgets, budget methodology and management of budgets.
• Manage the assets of NAMC, this includes maintenance of fixed assets register, reconciliations and annual review of useful lives of assets, etc
• Prepare monthly reconciliation for various general ledger accounts, e.g., leave provision, prepayments, accruals, assets, etc

REPORTING
• Provide advice and reports management and staff in the development of budgets, budget methodology and management of budgets.
• Manage the preparation of monthly management reports.
• Investigate anomalies and variances; provide ad hoc reports as required by management.
• Provide historical financial data and analysis as requested.

COMPLIANCE AND INTERNAL CONTROLS
• Ensure compliance with all statutory requirements relating to financial control, financial management and accounting.
• To analyse processing and procedural requirements and recommend standard procedures and systems to be followed across the organisation.
• Ensure suitable internal controls are in place and assist in the training of staff in new processes or procedures.
• Assist with preparations and execution of internal and external Audits.
• Ensure quality of the work submitted is of a standard required within the division.
• Ensure that all audit queries are addressed in timely manner
