​NATIONAL AGRICULTURAL MARKETING COUNCIL (NAMC)
 
MINISTERIAL REPRESENTATIVES (2) TO SERVE ON THE BOARD OF SOUTH AFRICAN CULTIVAR TECHNOLOGY AGENCY
 
The National Agricultural Marketing Council’s (NAMC) unit dealing with Agricultural Industry Trusts has a mandate to facilitate the communication process between the agricultural industries and the Minister of Department of Agriculture, Land Reform and Rural Development (DALRRD). Among other things, Agricultural Industry Trusts unit is expected to facilitate the process of the appointment of Ministerial Representatives. This release is aimed at fulfilling that activity regarding the South African Cultivar Technology Agency (SACTA).
 
OBJECTIVES OF THE SOUTH AFRICAN CULTIVAR TECHNOLOGY AGENCY (SACTA)
SACTA was established as a non-profit company, with the sole purpose of administering the breeding and technology levies imposed on certain self-pollinating grain and oilseed crops.

The objectives of SACTA are to:
(a) Be an effective and efficient administrative body for collection and distribution of breeding and technology levies for the agricultural industry;
(b) Achieve an average collection rate of 90%+ for all crops;
(c) Build a relationship of trust and integrity with all relevant industry stakeholders in agriculture; and
(d) Develop and implement an innovative transformation strategy and plan in accordance with the mandate and guidelines approved by and under the auspices of the NAMC.
 
QUALIFYING CRITERIA TO SERVE AS A MINISTERIAL REPRESENTATIVE:
(a) Be a South African citizen;
(b) Understand and/or be able to analyse & interpret the financial statements and investments;
(c) At least 5 years’ experience in agriculture, land reform and rural development;
(d) Should have knowledge and understanding of transformation policies of the government;
(e) Possess a desire to advocate and advance the needs of smallholder farmers in the grain and oilseed industry;
(f) Not be an immediate family member nor be involved in a business venture with NAMC members;
(g) Be influential and able to work effectively as a member of a team;
(h) Willingness to accept ministerial representative duties and responsibilities; and
(i) Understand agricultural Trusts, statutory levies and their objectives.

(a) Research;
(b) Agriculture and awareness of emerging farmer issues;
(c) Serving the public interests;
(d) Governance;
(e) Diversity;
(f) Financial management;
(g) Political/ Local, Provincial and National government knowledge; and
(h) Legal knowledge
 
RESPONSIBILITIES OF MINISTERIAL REPRESENTATIVES:
(a) Ministerial Representatives have a legal obligation to take shared responsibility for the Boards in which they represent the Minister on, and must ensure that;
i. The Board pursues its objectives or purposes in accordance with the Agency’s Memorandum of Incorporation (MOI);
ii. The Agency complies with the law and its governing documents.
(b) The Ministerial Representatives should be available for the meetings and report to the NAMC regarding the key issues discussed and decisions taken during the meeting; and
(c) Report to the NAMC regarding activities of SACTA on a continuous basis.
(d) Ensure that SACTA breeding and technology levy funds are utilized in a manner that is consistent with objectives of the MAP Act.

TERMS OF MINISTERIAL REPRESENTATIVES:
The term of the Ministerial Representatives is two (2) years. Ministerial Representatives may serve only two consecutive terms and the reappointment is subject to their performance and commitment of the in the first term. The Ministerial Representative who has served for two consecutive terms will normally not stand for reappointment.
