The Department of Public Works, Roads and Transport is looking for a dynamic, innovative and experienced candidate to provide strategic leadership and management of the Department.
 
Requirements: An appropriate undergraduate qualification and a postgraduate qualification (NQF level 8), as recognized by SAQA. 8-10 years' experience at a Senior Management level. Core and Process Competencies include Strategic Capability and Leadership, People Management and Empowerment, Programme Management and Empowerment, Financial Management, Change Management, Knowledge Management, Service Delivery Innovations, Client Orientation and Customer Focus and Communication. In addition, The incumbent will have to be sensitive to the political and strategic objectives of government.
 
 
The ideal candidate should have the following qualities: Strong strategic thinking capability. Ability to lead and align teams of senior professionals and analysts. Strong research, writing and communication skills. Sound networking and interpersonal skills. Sound people management capabilities. Good exposure to knowledge management ethos and practices. Proven innovation and problem solving abilities. Proven record of honesty and integrity as a professional/ manager. Good exposure to project management practices and systems. Sensitivity to the political-administrative interface, and appreciation of the policy support role within a politically led executive decision process.
 
Key Performance Areas: As an Accounting Officer for the Department of Public Works, Roads and Transport, the incumbent will be responsible for the following • Implement and manage the provisions of the Public Finance Management Act(PFMA) and enforce relevant legislation with regard to the Public Works, Roads and Transport sector • Ensure compliance with the provisions of the Public Service Regulations, collective agreements and other statutory obligations by the staff of the department • Exercise delegated powers in line with the Public Service Regulations • Exercise delegated powers in line with the Public Service Act and Regulations • Manage the financial, human and physical resources of the department efficiently and in accordance with the government policies • Provide, maintain and manage provincial government building infrastructure, roads infrastructure, transport and expanded public works programme • Ensure integrated planning services within the department • Contribute to the realisation of the growth and development strategy of the province, including contributing to the clusters of the Province.
 
 
DEPARTMENT OF AGRICULTURE, RURAL DEVELOPMENT, LAND AND ENVIROMENTAL AFFAIRS

Salary : R1 521 591.00 per annum (all-inclusive package). In addition, a 10% Allowance is payable as Head of Department — Salary Level 15
 
The Department of Agriculture, Rural Development, Land and Environmental Affairs is looking for a dynamic, innovative and experienced candidate to provide strategic leadership and management of the Department.

DEPARTMENT OF COOPERATIVE GOVERNANCE AND TRADITIONAL AFFAIRS

The Department of Cooperative Governance and Traditional Affairs., through the Office of the Premier is looking for a dynamic, innovative and experienced candidate to provide strategic leadership and management of the Department.

Key Performance Areas: As an Accounting Officer for the Department of Public Works, Roads and Transport, the incumbent will be responsible for the following • Co-ordinate the oversight of municipalities in the Province • Co-ordinate and facilitate support interventions to municipalities • Facilitate all tasks related to the development stability and Viability of Local Government in the Province • Promote effective and mutually beneficial intergovernmental relations in the Province • Promote integrated development planning by Local Government • Co-ordinate disaster management support and disaster-related relief • Manage the finances and the assets as well as the staff of the Department • Render support services to traditional institution management • Implement and manage the provisions of the Public Finance Management Act (PFMA) and enforce relevant legislation with regard to the Department of Cooperative Governance and Traditional Affairs • Ensure compliance with the provisions of the Public Service Regulations, collective agreements and other statutory obligations by the staff of the Department • Exercise delegated powers in line with the Public Service Act and Regulations • Manage the financial, human and physical resources of the Department effectively and in accordance with government policies • Contribute to the realisation of the Growth and Development Strategy of the Province including contributing to the clusters of the Province.



These are contract posts and the successful candidates will be required to enter into a three year employment contract and a performance agreement with the Executive Authority member. Short-listed candidates will be subjected to a competency assessment and security clearance.
