The Mpumalanga Economic Regulator (MER) is a Schedule 3C Public Entity, established in terms of the Mpumalanga Economic Regulator Act, 2017 (Act No 2 of 2017), responsible for gambling and liquor regulation in the Province.

HUMAN RESOURCES MANAGER
 
Reporting to the Chief Financial Officer, the Human Resources Manager will be responsible for the management of human resources services, inter alia, providing guidance and support to management and employees on labour and HR related matters.
 
Key Responsibilities: includes inter alia the following:
  • Management of the HR Unit and lead the human resources activities/duties/functions of the organisation.
  • Develop and implement HR strategies and ensure alignment with the overall organisational strategy.
  • Manage the recruitment, selection and placement of temporary and permanent employees, including job publications and onboarding processes.
  • Oversee employee performance management systems, including appraisals, promotions, and professional development.
  • Manage the development, implementation and monitoring of policies, practices and procedures in compliance with labour legislation and ensure legal compliance in all HR management processes.
  • Manage and resolve complex employee relations issues including organized labour matters and ensure effective dispute resolution processes.
  • Ensure the development, implementation and monitoring of Training Plans and Employment Equity Plans.
  • Manage employee benefits programs and inform employees of benefits.
  • Compile and submit HR Management reports.
  • Promote and foster a workplace culture that values diversity, equity and inclusion.
 
Essential qualifications, skills and experience:
  • A Bachelor’s Degree in Human Resources Management or equivalent qualification.
  • A minimum of 5 years proven working experience as an HR Manager.
  • Knowledge and understanding of the labour legislation and related Codes of Good Practice, dispute resolution mechanisms and human resources best practices.
  • Knowledge of HR systems, databases and policy development.
  • Ability to architect strategy along with leadership skills.
  • Excellent active listening, negotiation, and presentation skills.
  • Advanced planning and organising skills, written and verbal communication skills, excellent analytical and strategic thinking skills.
  • Competence to build and effectively manage interpersonal relationships at all levels of the organisation.
