DEPARTMENT: PLANNING AND DEVELOPMENT
GEOGRAPHIC INFORMATION SYSTEM (GIS) TECHNICIAN 
• REF: GIST/21/19
 
MINIMUM REQUIREMENTS: Grade 12 • Diploma or Degree in Cartography, Geographic Information Systems (GIS) or Relevant • 1 -2 years relevant experience preferable in Town Planning Environment, Geography, Earth Science or Engineering or any other related field • Valid Driver's License • Registration with the South African Geographic's Council will be an added advantage.
 
OTHER REQUIREMENTS: Good Communication Skills • Good Listening Skills • Be able to function independently • Good understanding and Interpretation of GIS and Mapping Systems • Good data collection Skills • Advanced knowledge of current versions of Windows, MS Access, MS Office, ESRI software (Arch info, ArcVie and Arc Map) and database development is essential • Analytical and the ability to apply GIS knowledge to solve complex problems • Expertise in GIS Administration, systems Integration, and the application of the Arch Map GIS software for the digitizing, storage, retrieval, manipulation and presentation of spatial and tabular data • Must be able to work on multiple projects and meet deadlines.
 
 
DUTIES: Receiving technical documentation and applying specific procedures and systems tools to import data from various applications and programmes • Converting data using application tools and procedures, applying instructions to change and format datasheets • Checking and validating entries, referring to information sources to resolve abnormalities / discrepancies and/ or manipulating data characters to achieve consistency • Storing data records based on recognizable attributes conforming to entity descriptions • Manipulating data through the process of selecting, projecting and joining or linking databases • Setting and adjusting peripheral devices (Scanners, printers and plotters), scanning Images or using mapping software or graphic user interface techniques to create layout drawings • Testing and commenting on the capability of developed software applying laid down user application sequences • Attending end-user enquiries a, troubleshooting and problem solving application capabilities using systems tools to detect, repair and resolve errors or application sequences, in order to ensure adequate support is made available to enable uninterrupted functionality and optimum system performance • Confirming the accurateness of the database through the application of specific tests using systems tools • Applying specific transaction processing programs, applications and / or utilities to update / change records.

SENIOR BUILDING INSPECTOR

MINIMUM REQUIREMENTS: Grade 12 • National Diploma in Built Environment / Building Science / Architecture / Quantity Surveying or Civil Engineering • 3 years' work experience in Municipal Building Inspections • Valid Driver's License • Eligible to be registered as a peace officer / Registration as a peace officer will be an added advantage • Registration or eligible to register with the Engineering Council of South Africa (ECSA) or South African Council for Architectural Profession (SACAP) or relevant body • A Clear Police Clearance certificate, not older than three months.
 
OTHER REQUIREMENTS: Be physically and mentally fit • Good Communication Skills (Written and Verbally) • Be able to work overtime • Be able to work in all weather conditions.
 
RESPONSIBILITIES: Visit specific sites and conduct inspections to establish materials, the construction of works and procedures are in accordance with approved design drawings specifications, statutory regulations (National Building Regulations) and Town planning schemes • Examine Building Plans and make recommendations regarding building encroachments, related to town planning issues and building requirements • Approve Plans or liaise with building inspectors regarding non-compliance • Enforce compliance with the National Building Regulations and Building Standards Act and other appropriate legislation and communicating standards to applicants, developers and relevant internal departments • Administer and analyses building statistics for purposes of compiling appropriate reports to the Council • Execute the final inspection regarding fire equipment, foundations, roof construction, sewerage Inspections and the final building completion inspection • Analyse design and structural details to determine applicability and conformity to specifications • Manage and control the filing system for approved and outstanding building plans using laid down procedures to facilitate access and retrieval • Implement corrective measures to rectify deviations/acts contrary to agreed budgetary provisions, financial requirements, audit requirements and departmental procedures as directed by the immediate superior • Recommend the introduction of building plan approval procedures and/or recommend amendments to existing procedures to the immediate superior • Prepare reports on the approval of building plans in accordance with appropriate legislation • Provide explanatory and/or briefing sessions to the community regarding building plans approval procedure.
