MINING QUALIFICATIONS AUTHORITY (MQA)
MANAGER: BUSINESS ANALYST
Paterson Grade: D1
Remuneration: R 926 370,88 CTC (plus a possible 20% performance bonus)
The Mining Qualifications Authority (MQA) is a Sector Education and Training Authority (SETA) that facilitates skills development under the Department of Higher Education and Training (DHET) and supports mine health and safety under the Department of Mineral Resources and Energy (DMRE) for the mining and minerals sector under Skills Development Act (SDA) 97 of 1998 and Mine Health and Safety Act (MHSA) 29 of 1996, respectively.
Role Purporse:
The Business Analyst guides will guide Mining Qualifications Authority (MQA) in managing and improving ICT systems, processes, products, services and software through a structured process of data analysis, modelling, validation and translates this into business requirements. This position acts as an intermediary between the IT Unit and the other business units to improve productivity and efficiency through specifying technical solutions.
The successful candidate will report to the Senior Manager: Information Technology.
Key Performance Areas: • Develop systems and monitor the MQA`s processes to ensure they run smoothly and can be improved over time • Identifying and modifying existing processes to improve productivity and efficiency • Standardising processes across the organisation so they can be more readily understood and managed, errors reduced, and risks mitigated • Documenting, analysing and designing business processes and overseeing the implementation of process improvements • Coordinating the activities of individuals and units involved in a particular process and ensuring they are working efficiently and effectively as possible • Analyse and decompose relevant business processes • Lead IT business systems and processes re-engineering.
Business Intelligence Analysis: • Analyse and evaluate IT and business systems and processes • Critically investigate and analyse information gathered from multiple sources • Gather, document and interpret ICT business requirements • Enhance the quality of IT products and services • Analyse the design of technical systems and business models • Work on solutions supporting multiple business areas utilizing IT data for business insights • Participate in the solution design process • Perform IT assessment and benchmarking exercises and recommend best practice • Perform business analysis and process improvement • Coordinate technical solutions delivery, assist in implementation and training • Ensure ongoing research and development of cutting-edge information, knowledge and technology management solutions that will enable MQA to fulfil and expand its service offering.
Project Management: • Ensure efficient project management of systems development/ implementation projects • Manage and participate in ICT systems initiatives, projects and activities • Ensure systems implementation projects are delivered according to industry best practices and methodology • Monitor project resources and planning schedules • Manage and monitor projects budget and cost control • Compile project progress reports • Define Service Level Agreements with all service providers and line managers.
Stakeholder Relations: • Build and maintain strong and sustainable relationships with all stakeholders through interactions, consultations and communication • Gather and disseminate accurate and timely information to all relevant stakeholders • Participate in the various communications forums, meetings, etc. • Negotiate and attain the support of key stakeholders to IT systems business proposals.
Governance, Risk and Compliance: • Ensure compliance with relevant legislation and regulations.
Develop controls and framework for governance, risk and compliance • Risk assessment and mitigation Define and implement information security systems and processes • Identify bottlenecks in current processes and ensure that corrective actions are proposed • Analyse all trends in the company in terms of usage of ICT and make recommendations in terms of continuously improving current systems • Develop a process for data classification for security, risk, and business impact • Ensure that formal security-based documentation, auditing, and testing are in place • Ensure that there is segregation of duties to reduce the risks in the organisation • Design and implement appropriate controls • Communicate with users on all levels at the MQA on ICT systems and ensure common understanding.
Monitoring and Evaluation: • Review project contracts • Monitor project schedules regularly • Monitor and manage the delivery of project deadlines • Monitor the effectiveness of organisational IT systems.
Reporting: Produce progress and information reports according to requirements and timelines • Produce operational reports • Produce reports on systems developments and implementation • Prepare Management reports and contribute to Board reports.
People Management: • Ensure that staff is inducted within the unit and trained to understand job expectations • Ensure that employees have clear work expectations and goals as set out in the Performance Management process • Implementation of the MQA performance management policy within the Unit • Develop relevant work schedules/ targets every month to ensure that all work within the unit is covered • Champion the skills development and transfer within the unit • Manage and control time and work attendance of staff.
KEY REQUIREMENTS: QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
Qualifications:
Relevant Bachelor’s Degree (NQF Level 7) in Computer Science, Information Technology or equivalent. NQF Level 8 or Honours Degree in the above-mentioned field will be advantageous. Business Analysis or Systems Analysis will be an added advantage.
Experience: • Minimum 5 years’ experience as a business analyst • 2-3 Management experience • Must have experience ERP Systems, Business Intelligence Systems, Scrum Methodology or any other that is used in systems development • Preferable Public Sector Experience.
Competencies: Knowledge • ITIL foundation Version 3 or higher • ERP Systems • Business Intelligence Systems • Good knowledge and understanding of policy formulation, analysis and implementation • Scrum Methodology or any other that is used in systems development • SDL Methodology.
