MINE HEALTH AND SAFETY COUNCIL (MHSC)
FINANCIAL ACCOUNTANT X1 (Ref: FA/04/2026)
POSITION LEVEL 16
REMUNERATION PACKAGE: R 833 395,75 NEGOTIABLE
The incumbent will report to: Finance Manager
The Mine Health and Safety Council (MHSC) was established in terms of the Mine Health and Safety Act (MHSA) to advise the Minister of Minerals and Energy on health and safety at mines, on research programmes and the review of regulations pertaining to mine health and safety.
The MHSC is listed as a Public Entity (Schedule 3A) according to the PFMA, and in terms of government funding received for administrative purposes, as legislated by the Mine Health and Safety Act.
Purpose:
The incumbent will be responsible for the keeping of accurate financial records, from initiation of transaction to the point of trial balance and general ledger, for the MHSC that meet the requirements of the PFMA.
Minimum requirements:
- Matric
- Bookkeeping qualifications
- Diploma in Financial Accounting or Accounting
- 2-3 years of accounting preferably in a public services organisation and or private sector
- Experience in creditors, debtors, fixed assets, payroll and general ledger reconciliations
Key performance areas:
The successful candidate will be responsible for, but not limited to the following:
- All entries in the General Ledger up to trial balance are correct.
- The General ledger accounts are fully reconciled.
- Full creditor’s function is run up to reconciliation stage.
- Prepare purchase orders (i.e. instruction to invoice).
- Debtors are invoiced and the debt collections are supervised.
- Cashbooks are correct for accounts.
- Bank reconciliations are done correctly on a weekly basis.
- Assets management from verification to reconciliations
- Effective day-to-day interactions with the bank.
- Bank queries relating to debtors and creditors answered correctly.
- EFT payments to suppliers (including researchers) on authorisation as per policy and PFMA requirements.
- Monitor the budgets within Council and Committees and deal with variances.
- Guidelines set up for the Council budget.
- Budget correctly prepared for the Council administration but excluding research.
- Correctly prepared audit file.
- Auditors supported with their requirements.
- Ensure implementation of activities to achieve the annual performance plan
- Development and performance management of employee.

The MHSC hereby invites applications from suitable qualified persons wishing to serve on its Information Communication Technology Steering Committee (ICTSC).
Requirements:
- Professional qualifications Masters in ICT
- Must have the necessary skills, knowledge and competencies to fulfil their duties and obligations as the ICTSC Committee member.
- Relevant qualification in Ac Information and Communication Technology.
- Experience as an Audit and Risk Committee member is preferable; or
- At least 15 years’ relevant experience as a senior manager or executive in the following field/s, Information Communication Technology (ICT).
- Extensive knowledge and expertise in public sector and PFMA and its Regulations.
- Membership of a recognized professional body will serve as an advantage.
- Good communication skills
- Analytical and reasoning abilities
- Public Sector experience, understanding of skills development legislation imperatives
Remuneration
ICTSC members will be remunerated in accordance with the rates determined by the National Treasury from time to time. Travelling on official duty will be reimbursed at rates determined by Department of Transport
Term of Office
The term of office will be three (3) years.
Selection Procedure
Short-listed candidates will be invited for interviews to be conducted by a panel appointed by the Council. The final appointments will be made by the Council based on the recommendation of the interview panel.

The incumbent will report to: Centre of Excellence Manager
The Mine Health and Safety Council (MHSC) was established in terms of the Mine Health and Safety Act (MHSA) to advise the Minister of Minerals and Energy on health and safety at mines, on research programmes and the review of regulations pertaining to mine health and safety.
The MHSC is listed as a Public Entity (Schedule 3A) according to the PFMA, and in terms of government funding received for administrative purposes, as legislated by the Mine Health and Safety Act.
Job Purpose
To coordinate and implement the promotion and dissemination function of the Research and Innovation Department within the MHSC.
Minimum Requirements
- Bachelor’s Honours Degree (or equivalent NQF Level 8) in a mining-related discipline, such as Mining Engineering, Geology, Rock Engineering, Occupational Health and Safety, Mine Environmental Control or a related mine health and safety disciplines.
- 6 years’ on mine experience, encompassing at least 2 years’ experience in people management or in a supervisory role.
Added Advantage
- Master’s degree is an added advantage.
- Qualification in Project Management is an added advantage.
- Project management experience is an added advantage.
- Government certificate of competency an added advantage.
- 2 years’ experience in research management added advantage.
Key performance areas
The successful candidate will be responsible for, but not limited to the following:
- Review research projects and outcomes to identify opportunities for marketing, promotion, publication, training, and intellectual property (IP) development.
- Develop and implement a research dissemination plan to facilitate effective health and safety information sharing across diverse stakeholders in the South African mining sector.
- Contribute to the annual knowledge management implementation programme.
- Identify and extract capacity-building and training opportunities arising from research outcomes.
- Contribute to the development and implementation of the Safety in Mines Research Advisory Committee (SIMRAC) workplan.
- Monitor and report on progress against the SIMRAC workplan.
- Provide input into the annual operational plan.
- Participate in Supply Chain Management (SCM) committees (Bid Specification Committee (BSC), Bid Evaluation Committee (BEC), and Bid Adjudication Committee (BAC)) as required.
- Provide input on risks specific to the unit’s focus area.
- Assess risk levels, identify mitigation strategies, and propose corrective actions.
- Monitor and evaluate the effectiveness of the research dissemination plan and implement improvements based on feedback.
- Manage the dissemination of research outcomes.
- Compile and report on research dissemination activities.
- Drive continuous engagement with Regional Tripartite Forums (RTFs).
- Assess the implications of significant research outputs and ensure findings are packaged for effective transfer to tripartite stakeholders, professional associations, and mine operators.
- Support the effective distribution of research outcomes to identified target groups.
- Monitor and report on expenditure against the allocated budget.
- Ensure personal development plans are implemented and achieved.
- Keep abreast of the latest mine health and safety (MHS) developments in the industry.
- Attend at least one MHS conference annually.
- Participate in relevant professional association events, workshops, and seminars.
- Ensure appropriate allocation of workload and that deliverables, targets, and performance measures are clearly defined and agreed with staff.
- Take appropriate remedial action to address staff performance gaps and improve performance levels.
- Conduct regular one-on-one engagements with staff to review progress and provide guidance.
- Ensure formal performance reviews are conducted in accordance with the Performance Management Policy.
- Ensure comprehensive and relevant staff development plans are in place.
- Provide staff with the necessary responsibility, resources, authority, information, and development to perform effectively.
- Establish clear principles and operating guidelines to guide behaviour and support effective decision-making among direct reports.

Job Purpose
The responsibility of the IT infrastructure support shall be to provide infrastructure technical support, planning and advice regarding user requirements, network connectivity, system installation and administration, integration planning and testing, optimising and tuning of infrastructure architectures and technologies, enhance network security and applications systems including the evaluation and test measurements, as well as offering in-depth desktop hardware and software support for infrastructure operations to all MHSC staff.
Minimum Requirements
- Matric or Equivalent.
- IT National Diploma / IT Degree.
- Additional:ITIL V3/Togaf 9/Cobit5.
- At least six (6) years in Microsoft Office, Hyper V, Vmare, Veeam backup solutions, Server Operating Systems, Active Directory, Exchange, SharePoint, Enterprise Project Management, Windows environment backup, System Centre, and SQL environment, and strong Windows Desktop Support experience.
- Maintenance of the MHSC hardware and software environment:
- Maintain local area network.
- Maintain user hardware and software.
- Secured servers.
- Development and maintenance of MHSC web sites and internet connectivity:
- Operational web sites & internet connectivity.
- Ongoing website update.
- Regular updates to the web pages done correctly as per instruction.
