Minimum Requirements
- A Bachelors Honours degree in a mining related field or in training and development related field.
- Project management qualifications is an added advantage
Experience
- A minimum of 5 years’ experience in skills development and training
- 2 years’ project management experience
- 2 years’ experience in the mining industry
- Research experience or experience in a research environment is an added advantage.
Key performance areas
The successful candidate will be responsible for, but not limited to the following:
- Scan mining skills development initiatives offered across the industry and identify gaps and opportunities.
- Analyse research findings and outcomes and identify industry relevant skills development opportunities for the industry.
- Continuously engage with the MQA on identified skills development opportunities.
- Develop a mining industry skills development plan for the Research department.
- For MHSC led mining industry skills and training projects, participate in the development of the TOR and agree on the scope of work and project deliverables.
- Engage with and monitor the work output from the service providers against timeframes and quality standards.
- Identify relevant academic and other skills development partners and engage them on skills development initiatives to respond to the research-based skills needs.
- Engage with potential partners and structure relevant partner arrangements to support skills development implementation.
- Input to the Annual Operational plans for Research department.
- Participate in SCM committees (BSC, BEC or BAC) on request as scheduled.
- Provide input regarding the risk(s) specific to the unit focus area.
- Assess the level of risk, identify mitigation strategies and propose the required corrective actions.
- Monitor and report on expenditure against the budget.
- Personal development plans are monitored and achieved.
- Keep abreast of the latest OHS developments in the industry.
- Attendance of at least one conference.
- Join, contribute and attend relevant professional association events/ workshops/ seminars.

Key performance areas
The successful candidate will be responsible for, but not limited to the following:
- Manage the total security and facilities function of the MHSC (personnel, documents, information, physical, assets and surveillance security)
- Develop and enhance security policies and procedures to meet changing circumstances.
- Determine procedures for the protection of goods, corporate assets, information, employee property and the image of the organisation.
- Identify all risks and threats to the security of the organisation, as well as vulnerabilities in the organisation’s capacity to counter, based on security planning
- Coordinate the investigation of security matters with various law enforcement agencies at local levels, whilst developing and maintaining liaison with these agencies to ensure prompt response to the organisation’s needs
- Implement and develop security awareness programs as aids in achieving employee compliance with corporate security policies and procedures
- Provide matrix support will all levels of Management when necessary to ensure security of all employees
- Perform security surveys and facility inspections
- Coordinate the investigation of security matters with various law enforcement agencies at local levels, whilst developing and maintaining liaison with these agencies to ensure prompt response to the company’s needs
- Monitor and authorize entrance and departure of employees, visitors, and other persons to guard against theft and maintain security of premises.

- An Ethics qualification will be an added advantage
REMUNERATION
SEC members will be remunerated in accordance with the rates determined by the Mine Health and Safety Council from time to time. Travelling on official duty will be reimbursed at rates determined by the Mine Health and Safety Council.
TERM IN THE OFFICE
The term of office will be three (3) years, which is renewable depending on performance.

- Executive management experience of at least 5 years; and

Remuneration

Job Purpose
This position leads the provision of Legal Services to the MHSC, oversees the implementation of Risk Management and Legislative Compliance. The position provides strategic direction, develops, improves, implements and monitors Legal, Risk and Compliance (LRC) frameworks and controls, with a view of protecting the MHSC against liability, loss and reputational damage.

Key performance areas
The successful candidate will be responsible for, but not limited to the following:
- Develop and implement the departmental strategy that is aligned with overall organisational strategy.
- Manage, mentor and coach the LRC team.
- Ensure that the LRC team proactively manage legal and enterprise risks, and provide early warning system to the MHSC.
- Approve LRC budget aligned with overall organisational budget.
- Provide oversight during the development of organisational policies and processes to ensure compliance with legislative requirements.
- Centralise inputs and provide leadership in drafting amendments to the MHSA and Regulations to ensure alignment with constitutional principles and International Legal Instruments.
- Ensure alignment of regulatory guidance documents with legislative requirements.
- Oversee the development of legal review processes and monitors implementation.
- Liaise with the Law Enforcement Agencies with regard to institution of criminal proceedings.
- Review proposed enforcement actions to ensure legal soundness and enforceability.
- Ensure the development of Litigation, and Debt Collection Processes and monitor implementation.
- Provide strategic direction and manage litigation matters facing the MHSC or that needs to be pursued by the MHSC.
- Drive mitigation actions to manage legal risk exposures.
- Provide strategic direction and manage debt collection process on behalf of the MHSC
- Manage labour matters.
- Ensure the development of compliance road map and compliance implementation plan.
- Oversee compliance with legislative requirements by the MHSC.
- Approve and present quarterly legislative compliance reports to EXCO and the board.
- Oversee the establishment and maintenance of a risk management culture within the organisation.
