REQUIREMENTS
-Relevant B- degree or equivalent Legal Qualification (LLB, B.luris or B.Proc). - Valid Driver’s License with own vehicle. - Meet MFMA Minimum Competency Requirements or qualify for dispensation. – A candidates who are admitted attorneys will be given preference. - Knowledge of court process and application of the law will serve as an added advantage. - Computer literate (MS Word, Excel & PowerPoint). - Proven Management Skills (analytical thinking, empowerment, adaptability, communication, interpersonal skills, leadership skills, conceptual skills, presentation skills, conflict and stress management, negotiation skills. - Project management and financial management skills. - Specific attention to detail and research skills, Competent in interpretation, implementation and enforcement of relevant legislation and applicable regulations/policies. - 5 years relevant experience pertaining to a legal environment and Municipal experience will be an added advantage.
 
DUTIES
-Perform a professional legal, operational, analytical and administrative function including assisting in activities related to advising, drafting, reporting and compiling written letters, opinions and reports and also attend meetings to ensure that the municipality complies and adheres to national and provincial legislation, its own regulations, by-laws and policies so as to pursue good governance. - Assist with drafting, reviewing of by-laws, valuation roll administration, financial declarations of Councillors and legal advertisements on compliance matters. - Receipt and publication of adverts, receipt of objections pertaining to the valuation roll, the valuation appeal process and the signing of the roll. - Attend to legal matters by and against the Council when required. - Draft, review and vetting of contracts, legal documents, policies and by-laws. - Assist to draft, review, vet and or maintain system of delegations; assist to maintain municipal code. - Maintain strict confidentiality on all matters concerned. - Responsible for publication of notices and adverts related to specific legislation, regulations and applicable policies. - Administrative duties related to comments on items, contracts, property reports, service level agreement, etc. - Attend Bid Specification and Bid Evaluation Committee meetings and provide advice on matters related thereto. - Provide a secretarial function related to MPAC and assist in the compilation of the oversight report on statutory reports i.e. annual report. - The successful candidate will be expected to on ad hoc basis represents Legal Section at meetings, hearings and tribunals as delegated. - Perform any other related Ad Hoc tasks and duties as requested and required by management (supervisor) from time to time.
 
 
 
SALARY: R 507 912.00 p.a. – R 546 840.00 p.a. (Level 04 of a Grade 04 Local Authority)
Total Package Inclusive of all Benefits: R 840 382.16 p.a.

DUTIES
-Manage staff complement for energy section. - Registering new electrical prepaid meters and updating consumer data on vending database. - Investigate the purchase patterns of consumers. - Eliminate the unauthorised use of electricity and tampering with electrical prepaid meters. - Prepare electrical bulk consumer accounts for the town treasurer. - Manage and control contracted vendors. - Attending to all complaints received in a professional manner. - Responsible for the management and control of the capital budget for related projects. - Submit monthly reports to Council and Executive Director on electrical sales and purchase statistics. - Compiling and implementing electrical by-laws. - Initiate long term contingency plans when needed Perform any other related Ad Hoc tasks and duties as requested or required by management (supervisor) from time to time. Reducing and maintaining distribution losses to Nersa norms.

-BTech or BSc. Degree in Civil Engineering. - Valid driver’s license. - Professional Registration certificate with ECSA added advantage. - Meet MFMA minimum competency requirements or qualify for dispensation added advantage. - Computer literate (MS Word, MS Excel, PowerPoint & MS Projects). - Project Management & Financial Management skills & experience. - Competent in implementation, interpretation & enforcement of relevant legislation and applicable policies. - Proven management skills including analytical thinking, empowerment, adaptability, communication & interpersonal, leadership skills, conceptual skills, presentation skills, conflict and stress management skills, negotiation skills, attention to detail, Report writing skills. - Knowledge and understanding of Local Government Legislations. - Knowledge and understanding of Water Reticulation Systems, Design, Operations and Maintenance. - Knowledge and understanding of OHSACT Guidelines and Principles. Three (03) to Five (5) years related to Civil Engineering water and/or sanitation reticulation as well as water and/or waste water treatment infrastructure operations and maintenance, of which 3 years should have been in supervisory position.
 
DUTIES
-Planning and management of operations, repairs, and maintenance of water treatment, supply, distribution, pump stations and Water Reticulation Systems. - Managing of vehicles, machines, pumps and equipment. -Attending to all complaints in a professional manner. - Projects Management. - Monitoring of work of contractors on Water infrastructure projects in order to comply with quality standards. - Responsible for the management of staff within Water Section. - Completing of progress reports, handling of correspondence, completion questionnaires, and other administration functions of the section. - Compiling, updating, and implementing water by-laws. - Responsible for the management and control of the capital budget for related projects. - Responsible for Performance Monitoring Schedule for contractors and suppliers. - Manage supply chain items of the section. - Initiate long term contingency plans when needed. - Perform any other related Ad Hoc tasks and duties as requested or required by management from time to time.
