Job description
- Provide strategic leadership aligned to Community Services functions (including Health Services Management, Cemetery Management, Parks and Recreation, Environmental Management, Social Development, Waste Management (including landfill site management and cleansing services), Library Services and Public Safety:
- Development and implementation of structures, systems and processes that will have a measurable positive impact on organisational policy and governance and applicable by-law enforcement
- Provide technical advice, guidance and support in respect of community services governance and systems in compliance with applicable reporting standards and legislative requirements
- Management of professional contracts in respect of operational processes
- Prepare and submit reports on the department’s functions, to relevant structures and committees within the organisation
- Rendering a strategic service by formulating and implementing frameworks, policies, plans and strategies relevant to national and provincial legislation regarding corporate/administrative/governance matters in accordance with legislative guidelines
- Coordinate Staff Activities by means of providing assistance and attending to problems, grievances, and disciplinary hearings
- Ensure fair and consistent labour practices in order to have sound labour relations so as to avoid unnecessary disputes
- Budget management and financial control of the department
- Responsible for managing the department’s performance, through the Service Delivery and Budget Implementation Plan by identifying deviations, apply corrective actions and evaluate performance according to KPI”s and PI’s
- Perform any other related ad hoc tasks as instructed by management from time to time
- Shortlisted candidates will be expected to complete a competency assessment battery
- The successful candidate will be expected to sign an employment contract, a performance agreement and disclosure of financial interest documentation
Minimum requirements
- As contemplated in abovementioned Government Gazette 43122 No, 351 of 20 March 2020, read with Government Gazette 37245 Notice 21 of 17 January 2014 (Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers)
- Post Graduate Degree or qualification in the fields of Social Sciences/Public Administration/Law; OR equivalent
- Computer Literate (MSWord, Excel & PowerPoint)
- Valid driver’s license
- Meet MFMA minimum competency requirements for Senior Managers as contemplated in the Municipal Finance Management Minimum Competency Regulations.
- Good knowledge and understanding of relevant policy and legislation
- Good knowledge and understanding of institutional governance systems and performance management
- Good knowledge of community services including: Health Services Management, Cemetery Management, Parks and Recreation, Environmental Management, Social Development, Waste Management (including landfill site management and cleansing services), Library Services and Public Safety
- Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000)

Job description
- Lead service delivery systems of a complex nature and manage the achievement of municipal strategies and goals. Formulate and influence short, medium and long-term service delivery plans to deliver on municipal strategies and goals. Provide supportive leadership to the council and senior management team. Develop and maintain strategic alliances with various stakeholders
- Guide and manage an effective and efficient finance function, supported by effective financial management policies and practices. Forecast revenue and expenditure and assessing the impact thereof on the municipality’s financial position and performance.
- Guide the commissioning and operation of financial systems. Maintain sufficient working capital (cash flow/short-term liquidity) and guide and oversee the budget preparation and implementation process. Guide and management financial reporting including performance reporting of the municipality
- Ability to understand risk and guide the management of risk of the municipality and change for the municipality.
- Provide strategic direction and guide overall project management for the municipality.
- Guide, support and contribute to the formulation of policy, and by-laws.
- Implement, manage and oversee the implementation of legislation and related policies.
- Guide, establish and maintain appropriate stakeholder relations
- Establish a fair, equitable, transparent, competitive and cost-effective supply chain management function and oversee the supply chain management function
- Guide and oversee the establishment of an effective internal audit unit and audit committee in order to obtain optimum level of assurance from the Auditor General
- Providing advisory service to the Mayor, Speaker, Chief Whip and Councillors regarding policy issues.
Minimum requirements
