OFFICE OF THE MUNICIPAL MANAGER
POSITION: MANAGER SECURITY
 
Requirements: A B degree from recognized University in security studies or related areas is desirable. PSIRA Grade A registration and accreditation or be eligible for registration within six months from the date of appointment. Must be in possession of valid drivers' license. No criminal record. 5 years' in security supervisor/management experience. Computer literacy.
 
Main Duties: Managing the overall security function of the Municipality (physical, personnel, documental, communication, ICT and investigation security). Advising Municipal Manager regarding security implications. Identifying all risks and threats to the security of the institution. Running a security awareness programmes for the Municipality. Draft and amend internal security policy based on the National Information Security Policy) and security risk analysis. Monitoring the extent of adherence to compliance with the security policy and measures (including ensuring that officials with access to sensitive information are vetted). 
Continuously evaluate and improve the effectiveness of security measures and procedures.
 
Salary: R 586, 770.80 pa (post level 1 subject to job evaluation) plus travelling allowance based on 850 km per month.
 
 
 
 
 
 
DIRECTORATE: ORGANISATIONAL DEVELOPMENT & CORPORATE SERVICES
DIVISION: LEGAL SERVICES
POSITION: MANAGER LEGAL SERVICES
 
Requirements: An LLB degree. 3 years' experience as a practicing attorney. 5 years' experience in a managerial position in Local Government. Proven track record in contract management, drafting, litigation and labour law. Excellent writing and communication abilities. Strategic thinker with passion and enthusiasm. Ability to respond under pressure. Valid driver's licence essential. Be computer literate.
 
Main Duties: Manage the entire Legal department as well as supervising staff. Compile the budget of the department and manage it. Ensure legal compliance by Council. Provide legal advice or written legal opinion and prepare documentation for Council. Draft, review and edit contracts, policies and municipal by-laws. Act as chairperson or prosecutor during disciplinary hearings. Handle Litigations for the Municipality. Represent the municipality at conciliation, arbitration and hearing of cases that are referred to the CCMA, Bargaining Council and Labour Court.
 
SALARY: R 586 770.80 pa fixed (post level 01, subject to job evaluation) plus participation in the transport allowance of R 850 km per month.
 
 
 
 
 
 
DIRECTORATE: TECHNICAL AND INFRASTRUCTURAL SERVICES
DIVISION: ELECTRICAL AND MECHANICAL SERVICES
POSITION: MANAGER ELECTRICAL AND MECHANICAL SERVICES
 
Requirements: B Degree/B Tech in Electrical Engineering (Heavy Current) or equivalent. Must be registered professionally with ECSA or be in possession of competency certificate. At least 3-4 years' experience at the Middle or Supervisory management level preferably in a municipal environment, which include knowledge of planning, design, construction and maintenance of electrical networks and systems. Computer literacy with the knowledge operation AutoCAD programme. Drivers Licence. Competent in General Machinery Regulations-GN R1521 of 5 August 1998- Issued in terms of Machinery and Occupational Safety Act,1983(Act 6 of 1983).
 
Main Duties: Be responsible for the strategic management of the Electrical and Mechanical Department, which includes overseeing staff, resources and any other problems which ensure that the provision of Electricity services, fleet management and associated services are efficient and effective. Oversee planning, design, construction and maintenance of electrical networks and systems. Be responsible for High Voltage switching up to 22kv. Plan and control the budget.
 
SALARY: R 586 770.80 pa fixed (Post level 01, subject to job evaluation) plus transport allowance based on 850km.
 
 
 
 
 
 
DIRECTORATE: MUNICIPAL MANAGER'S OFFICE
POSITION: RISK OFFICER
 
Requirements: An appropriate Bachelor's Degree or equivalent qualification (with majors in Risk and Auditing). 3-5 years' experience in a risk/audit/financial environment. Knowledge of risk management processes and techniques, budget processes and financial management. Must be computer literate. The ability to manage people, meet deadlines and work under pressure.
 
Main Duties: Prepare and monitor a strategic risk plan. Develop and monitor the implementation of a fraud prevention plan. Liaise with the audit function, externa bodies and regulators on an ongoing basis regarding compliance matters. Manage the risk management unit. Coordinate risk management activities. Assist with the development of risk policies and procedures to minimize and eliminate fraud.
 
SALARY: R 473 720.21 pa fixed (Salary level 03 subject to job evaluation) plus a transport allowance based on 800 km pm.
