Requirements: • Bachelor of Commerce Degree in Accounting • 5 years finance related experience • 3 years managerial experience • Must be able to work under pressure • Well-tempered and be able to communicate well at all levels • Computer literate • Code 08 driver’s license
 
Duties: • Manage and control the capital and operational budget of the Unit to ensure effective and efficient functioning within budgetary constraints • Oversee the development and implementation of strategic and operational policies in the unit according to legislation and MOE’s policies and procedures • Plan and forecast on short, medium and long term organisational and personnel needs which includes compiling and developing Standard Operating Procedure (SOP’s) activities • Ensure proper maintenance of the financial systems /software • Enter into service agreement with supplier and advise management on financial management issues and general financial administration 
• Prepare cash flow forecast monthly and quarterly and manage cash flow of the municipality funds ensuring adequate cash flow for bank transactions • Assist internal and external auditors ensuring that all matters raised by these auditors in queries, managements letters and audit reports are addressed • Oversee monthly reconciliations on financial transactions • Compile monthly financial results and annual financial statements and report to management as prescribed in legislation • Analyse trends, operating requirements and prepare capital and operating plans/estimates to determine funding for the financial year • Authorise payment vouchers, requisitions, etc. regarding expenditure as delegated • Manage the process of disposal of assets exceeding the allowable life cycle and, coordinating the outcomes and accounting sequences thereof.
