MICT SETA seeks to employ suitably qualified and competent Advisors: Learning Programmes (Special Projects): to provide support to employers on learning programmes appliocations and registrations, including the monitoring of implemented programmes in line with stipulated requirements of MICT SETA.
The successful incumbents will be based at our Midrand Office and will report to the Manager: Learning Programmes
 
MINIMUM REQUIREMENTS:
• A bachelor’s degree in Business/Public Administration, Human Resources Development or equivalent (NQF level 7)
• Minimum of 4 years experience in a similar environment
• Knowledge of the Skills Development and National Qualifications Framework Acts
• Knowledge of Department of Higher Education and Training (DHET), National Treasury, Auditor General Performance Audit and SETA processes
• Project Management
• Flexibility in working hours will be required to meet the demands of the role
• May be required to work overtime
• Valid driver’s licence and own vehicle
 
REQUIRED OUTPUTS 
Learning Programme Support 
• Conducts site vetting as per the LOI approval flow chart before recommendation for drafting of the SLAs. 
• Conduct inductions to relevant stakeholders (learners, training providers and employers) into learning programmes as a means of capacity building. Compile and submit accurate site visit reports with recommendations. 
• Verifies Vetting compliance documents in line with Discretionary Grants Policy.
• Participates in providing inputs to DG committee as to whether approvals should be granted. 
• Monitors milestones and time-frames of learning programmes in line with SLA. 
• Liaises with approved/implementing stakeholders in relation to outstanding information. 
• Ensure adherence to the Service Level Agreement (SLA) that governs the relationships between training providers and employers 
• Prepares approval spreadsheet and advise Administrators to process payments. 
• Submits payment packs to Manager for review prior to approval on system in order for Finance to make payments. 
 
Stakeholder Liaison and Relations 
• Liaises with Stakeholders in relation to programme applications. 
• Build and maintain relationships with all MICT SETA officers including EXCO, for the purposes of expectations management and knowledge sharing. 
• Provide advocacy on matters related to the business unit to make informed decisions. 
• Conducts regular site visits to ensure that learning programmes are being implemented in line with requirements. 
• Assists stakeholders with populating templates and collating required documentation. 
• Queries outstanding documentation for approved programmes with stakeholders. 
• Guides stakeholders on how to address programme related issues. 
• Liaises with Manager in relation to programme extensions and prepares letters to stakeholders upon approval. 
• Investigates and resolves complaints in relation to Learning Programmes and refers unresolved and complex matters to Manager for intervention. 
• Attend industry related forums, conferences and workshops to gain industry insight for the purpose of business improvement. 
 
Financial Administration 
• Prepares approval spreadsheet and advise Administrators to process payments. 
• Reviews payment packs for stakeholders.
• Submits payment packs to Manager for review prior to approval for Finance to process payments. 
• Provide logistical support to meetings held in the Board Room, to include preparation of meeting and conference rooms and assist in arrangements for catering provisions. 
• Assist with the registrations of assessors and moderators (ETQA) as requested. 
• Assist with regard to accreditation requirement and check all the document to check if they are in compliant. 
 
Compliance and risk 
• Assist in identifying and adhering to fraud controls, risk prevention principles, sound governance and compliance processes, and tools to identify and manage risks. 
• Support and provide evidence to all internal and external audit requirements. 
• Maintain quality risk management standards in line with relevant requirements. 
• Maintain and enforce all related Service Level Agreements to minimise business risk and ensure business continuity. 
• Review related Standard Operating Procedures in consultation with the Manager: Learning Programmes to ensure business optimisation.

MICT SETA seeks to employ a suitably qualified and competent SSP Manager to manage the analytical and research activities supporting MICT SETA's strategic, short-term, and long-range goal planning function. Oversee data collection and conduct organisational reviews to identify the business's strengths and weaknesses and evaluate operational effectiveness. 
The successful incumbent will be based at Head Office, in Midrand and will report to the Senior Manager SSP. 
 
MINIMUM REQUIREMENTS: 
• A Post Graduate qualification (NQF Level 8) or equivalent in Public Administration / Social Sciences / Education and Training. 
• A Masters or equivalent in the relevant field of study will be an added advantage 
• At least 5 years’ experience working within a strategic planning and research environment or similar, of which 2 - 3 years should at a management level. 
• Experience in research, strategic planning, education, training. 
• SETA experience would be an added advantage. 
• Sound knowledge, understanding and experience of Skills Development Act, Skills Development Levies Act, National Skills Development Plan, National Qualifications Framework Act, SETA Grant Regulations, Public Finance Management Act, National Treasury Regulations and other applicable regulations. 
• Vast knowledge and understanding of research protocols and monitoring and evaluation frameworks.

ROLES AND RESPONSIBILITIES 
Operational Strategic Planning 
• Provide strategic, operational, administrative and leadership to the SSP division of the MICT SETA. 
• Design and develop the Strategy & Research unit business operational plans and budget that will feed into the Strategic Support organizational strategy to achieve the MICT SETA objectives. 
• Manage, monitor, control and evaluate Research and Planning unit implementation plans. 
 
Organisational Strategy Planning 
• Manage and oversee the development and implementation of Sector Skills Plan priority actions. 
• Manage and oversee the development and implementation of Strategic Plan and Annual Performance Plan. 
• Plan, oversee and evaluate WSPs and ATRs submitted by all firms to inform development of the Sector Skills Plan on an annual basis. 
• Establish partnerships with research institutions for the development of the Sector Skills Plan, which will contain lists of occupational shortages (scarce skills) and skills gaps (critical/top-up skills) on an annual basis. 
• Strategically manage the development and maintenance of the MICT SETA strategic, annual performance and work planning policies, regime and instruments 
• Facilitate the development, adoption and publishing of the MICT SETA Strategic Plan. 
• Direct the development and maintenance of the MICT SETA planning research agenda. 
• Facilitate the development and maintenance of measurable performance indicators for all planning instruments. 
• Manage and consolidate briefings and other performance reports of the division as and when required by the CEO. 
 
Research Management 
• Manage research that informs the development and implementation of Sector Skills Plan, Strategic Plan, and Annual Performance Plan. 
• Compile and implement Research Strategy, and Research Agenda. 
• Drive and oversee the conducting of sectional technical and analytical research of the sector skills environment. 
• Ensure the development of relevant research design procedures. 
• Oversee the development of research plans and proposals, and terms of reference for MICT SETA projects. 
• Oversee the design of analytical frameworks for data collection methods.

MICT SETA seeks to employ a suitably qualified and competent Researcher to conduct research by analysing data collected through qualitative and quantitative methods to inform MICT SETA’s Sector Skills Plan (SSP). 
The successful incumbent will be based at Head Office, in Midrand and will report to the Manager SSP. 
 
MINIMUM REQUIREMENTS: 
• Degree in Social Sciences, Public Administration and Education and Training 
• Post Graduate Degree NQF 8 and above an added advantage 
• At least 5 years relevant experience in a research related environment, advantage will be given to an individual with a SETA research experience 
• Exposure to specific research methodology including communications, creative and copy development, execution and effectiveness, brand positioning/strategy, segmentation, as well as quantitative research using surveys and other methods/tools both in-person and online 
• Excellent verbal and written communication skills 
• May be required to work overtime. 
• A valid driver’s license and willingness to travel is essential. 
 
ROLES AND RESPONSIBILITIES 
Organisational Strategic Planning 
• Develop and implement a clearly defined research agenda aligned to the MICT SETA strategy. 
• Provide input into the budget and operational plans for the Research business unit in consultation with the Manager: SSP. 
• Assist in the planning, designing, implementation and communication of the overall Research Framework for the MICT SETA in consultation with all business unit management and executives. 
• Design and analyse market research, communicating with clients, developing strategic recommendations as input into the MICT SETA strategic planning process. 
• Oversee the coordination of research planning meetings, prepare agendas and relevant supporting documents, and ensure the provision of provide minute-taking services as required. 
 
Research
• Coordinate research and data collection initiatives in support of organisation strategic/other planning processes. 
• Produce advisory content to issues pertaining to the MICT sector. 
• Facilitate stakeholder engagements to source, exchange and disseminate knowledge and information on issues pertaining to the MICT sector. 
• Identify and propose research topics as per the needs of the industry. 
• Responsible for monitoring changes within the sector and market, analysing, competitors, customers, and business operations to provide strategic input. Assess current and future policy requirements to support strategic aims in conjunction with the organisation’s senior management; and Research best practice to enable best design of the strategy. 
• To oversee research to inform the Sector Skills Plan (SSP). 
• Assist and support the development of the strategic documents (SP and APP). 
• Assist in the development, implementation and maintenance of standard management and reporting templates and tools to drive efficiency and continuous improvement in the business unit. 
• Oversee the capturing of relevant information and assist in maintaining an accurate database within the organisation and ensure data integrity and quality. 
• Assist in the regular benchmarking of process quality and advise on the non-compliance to quality standards. 
• Formulate contractual services agreements with services providers. 
• Provide project management and administration of all research undertakings.
