Purpose – To develop, implement and maintain a marketing and communications strategy and management framework that will enable best-in-class reputation and optimal positioning of merSETA in the sector and South Africa
 
Duties: The duties include but are not limited to the following:
• Ensure the development of a marketing, communications & sponsorship strategy and the efficient and effective implementation thereof.
• To effectively position merSETA in respect of internal and external stakeholders, ensuring effective and efficient communication at the right level across various platforms.
• Design, implement and facilitate an annual marketing, communication & sponsorships plan and ensure all projects and initiatives supports the broader short- and long-term performance plans of the SETA.
• Manage all communication, marketing and sponsorship activities of the organisation including communication with stakeholder, media, advertising, and crafting of marketing and communications strategies and ensure efficient and effective project management of all initiatives in line with merSETA business objectives and policies and procedures.
• Build and enhance the brand image and reputation in the market to continuously create awareness of merSETA as leader in closing the skills gap in the manufacturing, engineering and related services sectors.
• Develop and execute a comprehensive social media strategy, amplifying brand visibility and engagement across all digital platforms.
• Coordinating and editing the production of the Annual Report, along with internal and external magazines, ensuring they are accurately represented, engaging, and delivered in a timely manner.
• Develop and ensure the successful implement of merSETA annual sponsorship plan aligned with SETA strategic objectives.
• Develop, maintain, and implement sponsorship program guidelines to increase sponsorship recruitment, satisfaction, and support.
• Ensures all sponsorship activities are effectively managed. Responsible for sponsor prospecting, proposal customization and presentation, contract revision and servicing, sponsor follow-up and support, trade shows development and representing the merSETA at industry and sector functions.
• Build a strategic communications’ narrative for all stakeholder groups (internal & external) to create alignment in respect of our strategy, business objectives and mandate.
• Ensure proactive reputation management so that it is viewed favourably across stakeholder groups (internal & external).
• Ensure all external facing roles are equipped and trained to represent the SETA.
• Successfully develop and implement internal and external media releases ensuring optimal alignment with merSETA vision, mission, strategy, and values.
• Continuously and proactively monitoring and analysis of media to manage potential reputational risks or damage of any nature and provide recommendations and advice to management in this regard.
• Build a capable team in the form of skilled people, in all areas and with sound business processes in place.
• Manage, facilitate and coordinate outsourced service providers ensuring delivery on SETA needs and requirements Nationally.
• Manage, control and ensure the cost-effective utilization and reporting on the Marketing, Communication & Sponsorships budget.
• Support the development of a high-performance culture in the business.
• Ensure adherence to merSETA policies, procedures, PFMA and relevant legislation.
• Continuously track, monitor and measure Marketing, Communications &
Sponsorships performance matrices against set standards and performance targets.
• Provide formal, standard-reporting and feedback, ensuring accurate, up-to-date status on Marketing, Communications & Sponsorships.
• Ensure knowledge-sharing of information and documentation, and a management team that is informed and up-to-date with developments in the Marketing, Communications &Sponsorships environment.
• Ensure a close working relationship between the different divisions to ensure the continuous delivery on SETA’s objectives.
• Effectively plan, coordinate, manage and execute ad hoc projects.
• Lead, manage, guide, develop, motivate and performance manage the Marketing, Communications & Sponsorships team.
 
Qualities, experience, knowledge and skills required:
• NQF Level 7 qualification in Marketing and Communications/Public relations science /Business Management /Journalism/ Media Studies or related field
• NQF Level 8 qualification in the related field will be an added advantage
• 7 years or more Marketing or Communications or Sponsorships experience including 3 years management experience
• Experience working within a SETA / Skills environment

Purpose - To efficiently manage, organize, and oversee all activities and tasks involved in the identification, acquisition, and distribution of the Seta goods and services ensuring compliance to the Public Financial Management Act (PFMA), other regulations and merSETA procurement and tender policies and procedures. 
 
Duties: The duties include but are not limited to the following: 
  • Plan efficiently and ensure effective execution to deliver on procurement and tender needs and requirements within specified time frames with optimal alignment with specifications and cost effective pricing 
  • Provide input into the compilation of the annual procurement plan, and, upon approval, ensure sound implementation 
  • Continuously monitor productivity and efficiencies in the department and ensure costs are controlled without compromising quality delivery of services and products 
  • Ensure adherence to merSETA policies, procedures, PFMA and relevant legislation 
  • Assist and support the Senior Manager to manage, develop, coach, motivate, performance manage and inspire the Supply Chain Management team 
  • Continuously track, monitor and measure Supply Chain Management performance against set standards and performance targets 
  • Develop formal, standard reports and feedback ensuring accurate, up-to-date status on Supply Chain performance 
  • Efficient and effective management, coordination and administration of all BID Committees (Bid Specification Committee, Bid Evaluation Committee and Bid Adjudication Committee) 
  • Monitor, control and accurate reallocation of the annual Supply Chain Management Budget 
  • Proactive identify potential risk in the Supply chain function and recommend mitigating actions to prevent potential risks 
  • Ensure the “right’ products and services at the “right” time at the “right” place to deliver on SETA business needs and requirements 
  • Implement processes and procedures to ensure the efficient and effective utilization of the Central Supplier Database (CSD) to optimally support the needs and requirements of the SETA whilst ensuring compliance to regulations 
  • Ensure knowledge-sharing, documentation of information and a team that is informed and up-to-date with developments in the supply chain management industry 
  • Ensure a close working relationship between the different divisions to ensure the continuous delivery on SETA’s procurement and service delivery needs and requirements 
  • Ensure that the synergy between the different divisions is utilized to continuously support SETA’s performance and delivery against set objectives 
  • Ensure efficient, effective and sound administration and recording across all SCM processes and procedures 
  • Provide input into the development and periodical review of policies, applications, systems and procedures for the management of the SCM pillars ensuring compliance to legislation and alignment to best practices 
  • Effectively plan, coordinate, manage and execute ad hoc projects 
 
Qualities, experience, knowledge and skills required: 
  • NQF Level 7 qualification in Logistics/Supply Chain/Commerce/Business/ Procurement or Related field 
  • NQF Level 8 qualification in the related field will be an added advantage 
  • 5 years relevant experience on a managerial level required 
  • 3 Years Experience in the public sector 
  • Experience must include developing and establishing SCM systems, business processes, procedures and practices within a multi project environment 
  • Extensive and in-depth knowledge of PFMA, Treasury Regulations, the Broad Based Black Economic Empowerment Act, Preferential Procurement Policy Framework Act and Supply Chain Management Framework

Purpose - To quality assure performance information in the Monitoring and Evaluation unit. This temporary position provides additional support for internal validations of NSDMS and LMS related data as a means towards addressing previous and current year AOPO audit findings.
 
Duties: The duties include but are not limited to the following:
• Support the organization on both internal and external audit processes
• Analyse performance information and other data for compliance with the merSETA Annual Performance Plan Technical Indicators
• Conduct validation of reported performance information to ensure that the reported performance information is accurate, valid, and complete as per the AGSA, DPME and DHET guidelines
• Review data sources to identify risks related to performance information which could hamper achievement of performance targets, and work with the M&E Manager and process owners to mitigate identified risks
• Develop and implement performance metrics to help improve performance information and operational efficiency
• Regularly monitor performance and generate performance reports for Management

The prime focus – The Supply Chain Tenders Administrator will need to cover admin work as per below: 
 
Duties:
  1. Responsible for issuing, receiving and recording all tender files and tender submissions. 
  2. Ensure compliance to all relevant legislation and internal Standard Operating Procedures 
  3. Provide full admin support for all Bid related meetings 
  4. Preparation of Tender Adverts 
  5. Organise and set-up of Tender Briefing Sessions when applicable 
  6. Meticulous preparation of Bid Evaluation Committee Excel score sheets 
  7. Prepare meeting packs for Bid Adjudication Meetings 
  8. Document contents of all tender files from Specification to Award stage (due diligence) 
  9. Upload completed tender files on the Electronic filing system (DMS) and maintain physical filling -training will be provided 
  10. Assist Supply Chain Coordinator with review and archive of all existing tender files, including collection and updating any missing information and documents 
  11. Compile a neat filing system for documents in Supply Chain Cabinets and storage room once stored electronically. 
  12. Assist Supply Chain Unit with other SCM functions (RFQ processes and reporting) 
 
Qualities, experience, knowledge and skills required:
  • NQF level 6 qualification in Supply Chain/Logistics/Procurement or related field 
  • 1 year experience in Supply Chain Administration 
  • Knowledge of PFMA, Tender Admin and Seta’s will be advantageous 
  • Strong computer skills (MS Office)
