The incumbent will be stationed at Maluti-A-Phofung Local Municipality's head office situated in Phuthaditjhaba, but may be deployed anywhere within the municipality depending on the operational requirements; 7. Requirements: Grade 12, National Diploma/Degree in Geography, GIS, Computer Science. Three years relevant GIS project management experience and proficiency with GIS software. Registration with SAGC (South African Geomantic Council). Code EB driving license. Knowledge of relevant legislations and local government processes. Thorough knowledge of GIS system and model maker. Good research, implementation and report writing skills. Good project management skills/knowledge.
COMPETENCIES: Have a good background on SPLUMA. Thorough knowledge of GIS (Geographical Information System) record keeping, have knowledge of the Land Surveying Act of 2013, have good interpersonal relations, good communication skills, have basic project management skill/ knowledge, be conscious about service delivery and the ability to honour time frames, be client orientated, accountable and practice good ethical conduct, knowledge of local government and procedures.
KEY PERFORMANCE AREAS: Manage, analyse and visualize spatial data to support various applications and decision making processes. Collecting, organizing and maintaining geographic data, conducting special analysis, creating maps and visualizations, providing technical support and developing custom GIS solutions. Provide information on general plans and Orthophotho maps to public and consultants. Evaluate specific developmental projects. Facilitate understanding of legislation and policies pertaining to GIS solutions and land use management in local municipalities. Communicate with building inspectors on matters pertaining to investigations and enforcement. Conduct site investigations and observing. Interviewing and recording outcomes. Coordinate and interpret surveys and feasibility studies. Receiving and analysing objectives and appeals. Submit reports to the immediate supervisor on duties performed. Perform other duties assigned from time to time by seniors.

REQUIREMENTS: Grade 12, 3 year Degree or Diploma, 5 years' experience in the SPLUM, Human Settlements and Land Administration field as Manager or Supervisor. Must have MFMP, CPMD or equivalent qualification. Computer Literacy (MS Office). Have a valid driver's license.
COMPETENCIES: Knowledge of management, organizing, negotiation, control and monitoring, urban design, land use management, Information management, research, information analysis and policy, public consultation, interpersonal relations, communication, service delivery and client orientated, accountability, ethical conduct, Impact and influence, leadership and team builder, coaching and monitoring. Understanding of Local Government procedures. Have thorough knowledge and understanding of SPLUMA. Have exposure in both Urban and Rural Municipality. Knowledge of any Legislation pertaining to development.
KEY PERFORMANCE AREAS: Report to the Director. Ensure effective land planning, administration and property registration. Manage land acquisition, ensure compliance with regulations, manage leases and rental agreements, staff management, recruitment and training. These include registration of deeds, land reform initiatives and management of land use and spatial planning. To facilitate future planning and promote land use management. Be conversant with the Deeds Registration Act of 1937, the Land Administration Act 2 for 1995, Spatial Planning and Land Use Management Act, Land reform initiatives and Communal Land Rights Act. Oversee matters related to Land Use and Spatial Planning as prescribed by the Spatial Planning and Land Use Management Act 16 of 2013 (SPLUMA). Be part of and initiate design review workshops and meetings. Implement Municipal By-Laws on land use that includes land occupancy. Perform any other duties as prescribed by the position applied for.
