​Chairperson of the Risk Management Committee 

 
Requirements : A Post-Graduate Degree in Risk Management / Auditing / Accounting. The ideal Candidate should have 5 to 10 years management experience gained from Strategic Management, Risk Management and/or an Auditing / Financial, Anti-Fraud and Corruption environments, preferably in the Public Service. Professional certification (CA, CIA, CISA and CRMA) or membership with Institute of Risk Management South Africa will be an added advantage. Remuneration will be in line with approved National Treasury rates. Schedules in this regard are issued annually with specific hourly or daily rates. All other refundable expenses will be based on the Municipality’s related Policies.
 
Remuneration : Members shall be remunerated in line with the National Treasury rates and all other  refundable expenses will be in line with the Municipal Policy.
 
Duration : The appointment will be for a three (3) year period contract, subject to renewal at the  discretion of the Municipality and the Chairperson may not serve more than two terms. 
 
Key performance areas: 
  • Provide oversight on the review and monitoring the implementation of Risk Management Framework, Policy, and Strategy within the Municipality. 
  • Provide guidance on integration of risk management into planning, monitoring and reporting processes. 
  • Provide advice / guidance on setting risk appetite and review risk appetite, tolerance levels, and anti-fraud strategies of the Municipality. 
  • Lead the Risk Management Committee in conducting its activities in terms of the Local Government Risk Management Framework, PFMA, Risk Committee Charter and King IV Report on Corporate Governance. 
  • Provide proper and timely reports to the Accounting Officer on the state of risk management, together with aspects requiring improvement accompanied by the Risk Management Committee’s recommendations to address such issues. 
  • Perform any other duties of the Risk Management Committee as specified in the terms of reference (Committee Charter). 
 
 
 
 
 
MEMBER OF THE RISK MANAGEMENT COMMITTEE X2 
 
Requirements : A minimum of a tertiary qualification in Risk Management, Accounting, Auditing, or a  related field. Professional certification (e.g., CIA, CRM, CA(SA), CISA, or equivalent)  will be an added advantage. At least 3 years’ experience serving on oversight  or governance structures, such as Audit or Risk Committees. In-depth knowledge of municipal legislation, public sector governance, and Risk Management Frameworks. 
Demonstrated independence, integrity, and objectivity.
 
Remuneration : Members shall be remunerated in line with the National Treasury rates and all other  refundable expenses will be in line with the Municipal Policy.

  • Review and provide input on the Municipality’s Risk Management Strategy, Policy, and Implementation Plan. 
  • Advise on risk appetite and tolerance levels. 
  • Monitor risk mitigation efforts and provide oversight on risk registers. 
  • Promote a risk-aware culture within the municipality. 
  • Ensure alignment between risk management, performance, and internal controls. 
  • Report to the Accounting Officer and provide recommendations for continuous improvement. 
  • Perform any other duties of the Risk Management Committee as specified in the terms of reference (Committee Charter).
