DIRECTORATE: BUDGET AND TREASURY OFFICE
DEPUTY CHIEF FINANCIAL OFFICER
Division: Financial Management Services
Salary scale: Negotiable
MINIMUM REQUIREMENTS: • NQF level 7 qualification in Accounting, Finance or Economics or Chartered Accountant (SA) • 5 - 7 years' experience at senior management level • Operational Financial Management. Governance, Ethics and values in financial management. Risk and change management • Audit and assurance • A qualification relating to the National Treasury requirements for senior officials' e.g CPMD/MFMP/ELMDP will be an added advantage • Computer literate in Word, Excel and Windows 2007 programs is required. A Code EB driver's license is essential.
KEY PERFORMANCE AREAS: • Perform day to day operation of finance department to enable the compilation of Annual and monthly financial statements and compliance to MFMA • Preparation of financial statements as required in terms of the MFMA in accordance to accepted accounting practices • Compliance to MFMA, ensure compliance to the MFMA management calendar • Management of income section that the billing system is kept up to date and that consumer accounts is formulated accurately and dispatched on the deadline approved by Council • Management of expenditure section that all general ledger accounts are reconciled on time and that the cash book and bank statements are reconciled monthly • System maintenance to ensure that the integrity and safety of the financial operating system is maintained at all times • Reporting-that reports are submitted pertaining to monthly expenditure, monthly creditors reports, debt collection, indigent ,cash flow, funds, reserves and investments, insurance claims and losses • Audit preparation to facilitate the Annual Audit by the Auditor General • To ensure that all insurance losses are recovered • Asset management to ensure effective management and control of all Municipal assets • Ensure the effective management of available investments • Ensure the effective management of all policies and by-laws • The effective human resource management of income and expenditure section by monitoring the implementation of the disciplinary and grievance code • Attend all essential meetings • Ensure the sustainable implementation of PMS • Carry out any unspecified financial duties as designated by the Chief Financial Officer.
ASSISTANT DIRECTOR: ASSET AND DISPOSAL MANAGEMENT
Division: Assets and Disposal Management
Salary scale: R 543 655.92 (Post level 3)
MINIMUM REQUIREMENTS: • Grade 12 • Bachelor of Commerce/Degree in Accounting • Computer literacy (Ms Office) • Certificate in Asset Management and Accounting • Minimum competency requirements issued by National Treasury Regulation 29967 • Knowledge and application of various legislation and GRAP standards regarding asset management ethics • Valid driver's licence • Minimum of four (4) years' experience in Asset Management.
KEY PERFORMANCE AREAS: • Responsible for the full asset management function, which involves the maintenance of a fixed Asset Register, safeguarding and insurance of assets. • Report according to the relevant accounting standards and MFMA. • Prepare Annual Financial Statements of assets related items. • Liaise with internal and external Auditors in respect of Asset Management policies and procedures. • Develop and implement Asset Management policies and procedures. • Manage and report the performance of the Asset Management section.
FINANCIAL ACCOUNTANT: FINANCIAL REPORTING
Division: Financial Reporting
Salary scale: R384 415.18 (Post level 6)
MINIMUM REQUIREMENTS: • Grade 12 • NQF level 6/ a three-year B Corn Degree or National Diploma with accounting as a major subject • Knowledge of local government financial practices and legislation • Computer literacy • Excellent analytical skills, accuracy and attention to detail • Excellent accounting and mathematical skills • Demonstrate knowledge and practice of governance, ethics and values in financial management • Knowledge and skills in risk and change management • Audit and assurance • Ability to operate under pressure • Valid driver's license • Three (3) years relevant experience.
KEY PERFORMANCE AREAS: • Gathering bank statements • Assist the revenue section to ensure that all cash deposits and electronic funds transfers on the bank statements are captured into the financial system • Ensure that all deposits that are allocated and receipted, are marked off from the bank reconciliation statement • Process receipt transfers • Assist revenue section by providing the list of transactions with no consumer's accounts or reference • Ensure that all unallocated deposits are accounted for in the bank reconciliation statements • Ensure that all payments made on the bank statement are accounted for on the cash book • Provide list of reconciling items to expenditure section and revenue section; • Compile bank reconciliation reports and submit to the Assistant Manager for review • Reconcile cash book to the bank • Reconcile cash books to ledger control accounts • Perform bank reconciliation on other municipal bank accounts, e.g. licensing, traffic and consumer accounts.
DIRECTORATE: INFRASTRUCTURE AND TECHNICAL SERVICES
CHIEF ELECTICAL TECHNICIAN
Division: Electrical
Salary scale: R 480 424.59 (Post level 4)
MINIMUM REQUIREMENTS: • Grade 12 • National Diploma Electrical Engineering • Government Certificate of Competency (GCC) • Computer Literate • Technically Competent • Driver's License • ECSA Registration • Project Management certificate • ORHVS course • 3 Years Distribution operating, repair, maintenance and project management on management or supervisory level.
KEY PERFORMANCE AREAS: • Establish and maintain a capable resource pool in the Electrical engineering division, placed and located to serve the customer and network demographics • Ensure effective and efficient planned and unplanned field work management • Ensure a safe working environment and eliminating sub-standard conditions • Manage power plant on the network to ensure reliable continuous electrical supply to customers • Ensure financial budgeting, control and reporting to authorities • Ensure an effective network operating capability • Ensure a quality one stop customer service.
