SENIOR LEGAL ADVISOR
BASIC SALARY: R1 060 844.00
JOB REQUIREMENTS: a) LLB degree; b) LLM degree will be an added advantage; c) Admitted as an Attorney or Advocate; d) Five (5) years relevant work experience
DUTIES: a) Oversees the legal activities of the Legislature; b) Provides legal advice, interpretation and guidance to proceedings of the Legislature and its administration; c) Management of contracts and drafting of legal contracts for the Legislature; d Coordinates and reviews the work of internal and external legal staff; e) Reviews all information and prepares defence for any legal actions against the institution or advises on prosecuting lawsuits on behalf of the Legislature; f) Provides input to strategic decisions that affect the operation of the division; g) Provides advice to the Secretary and the Executive Leadership Team across the range of the institution's legal interests, risks and obligations; h) Provides legal advice and assistance in reviewing the Bills and Legislation; i) Provides legal advice to the committees of the House; j) Reviews and researches on procedural issues; and k) Management of Budget and resources in the Legal division.

SENIOR RESEARCHER (2 POSTS)
BASIC SALARY: R753 812.00 p.a
JOB REQUIREMENTS: a) A Masters' degree or any equivalent relevant qualification; b) Doctoral degree will be an added advantage; c) Three years relevant work experience in research, content and advisory services; d) An n-depth knowledge of socio political and economic issues and a clear understanding of government economic/social or infrastructure cluster programmes and objectives; e) Ability to work under pressure and perform different tasks without compromising quality; f) Knowledge of FMPPLA, Treasury Regulations; g) Knowledge of Legislative Acts; and h) Research publications.
DUTIES: a) Provides content advisory knowledge to Researchers in one of the following cluster: economics, social or infrastructure; b) Manages research projects and report findings to portfolio committees; c) Quality assurance of research reports generated by Researchers; d) Reports to Divisional Manager on the activities of the cluster; e) Attends management meetings as delegated or on behalf of the Divisional Manager; f) Performance appraisals of researchers in cluster; g) Attends portfolio meetings in support of researchers and portfolio committees; h) Conducts research on behalf of the Committees and the Speakership and provide information on, topics of concern to the Legislature; i) Manages and co-ordinates cluster information on Committees; and j) Assists with other duties as mandated.

TREASURY OFFICER
(FIVE YEARS FIXED CONTRACT)
TOTAL PACKAGE: R1 357 639.42 p.a.
JOB REQUIREMENTS: a) B Com degree in Finance or equivalent relevant qualifications; and b) Three to five (3 — 5) years relevant work experience in Finance, Supply Chain and Strategic Management; and c) Knowledge of the Constitution, legislations (FMPPLA) and other relevant regulations.
DUTIES: a) Supports and participate in the Legislature's strategic planning process; b) Monitors the implementation and compliance to the FMPPLA; c) Develops, implements and ensure compliance to systems and procedures; d) Provides advice and Risk/Return Analysis on Fiscal Decisions of the Legislature; e) Develops revenue enhancement strategies and guidelines for the Legislature; f) Supports the CFO in preparing financial statements in accordance with GRAP; g) People management and empowerment within the Treasury function; h) Provides support and advice to the Executive Authority in the preparation of budget. i) Analyses strategic plans, annual performance plans and Legislature budget reports submitted to the Executive Authority and provides appropriate advice; j) Advises and gives support with the preparation of the institution's annual report; k) Establishes effective knowledge management systems for Treasury Advice Office; I) Analyses financial statements and advise the Executive Authority accordingly; and m) Ensures that there is an updated policy on cash management and reports to the Executive Authority on its implementation.

UNIT MANAGER: SUPPLY CHAIN
MANAGEMENT
BASIC SALARY: R614 951.00 p.a.
JOB REQUIREMENTS: a) B.Com degree in Finance or National Diploma in Supply Chain Management; b) Three (3) years relevant work experience in Supply Chain Management; c) Computer literacy.
DUTIES: a) Ensures compliance with SCM policies; b) Procures goods and services; c) Authorising and funding of Purchase Orders; d) Administers requests for purchases; e) Ensures invoices are submitted in time for payments; f) Manages solicitation of quotations; g) Assesses compliance of requests for quotations; h) Ensures compliance to Central Suppliers Database on procurement of goods and services; i) Supports suppliers with registration on CSD and printing of updated CSD report; j) Needs analysis of end users; k) Administers Tenders and Contracts; I) Manages inventory; and m) Supervises subordinates.

COMMITTEE COORDINATOR (2 POSTS)
BASIC SALARY: R614 951.00 p.a.
JOB REQUIREMENTS: a) A Bachelor's degree or equivalent qualification; b) Post graduate degree will be an added advantage; c) Three years relevant experience and be able to interact and analyse public policy and public administration issues and d) Understanding of the constitutional framework, the law making process and responsibilities of the Legislature and its Committees.
DUTIES: a) Organises Committee activities; b) Provides procedural advice to the Committee; c) Provides administrative and secretarial support to the Committee; d) Implements decisions of Committee; e) Processes amendments to Bills and produce minutes and reports f) Assists with the compilation, monitoring and implementation of Committee programmes and g) Assists with Committee budget processes.

PROGRAMME ANALYST
BASIC SALARY: R452 705.00 p.a
JOB REQUIREMENTS: a) Three year- degree in Computer Science \Software engineering \Application Development related discipline; b)Three years' experience in systems design, programming, analysis and support and/or systems software design, programming, analysis and support; c) Reasonable developer experience in C#, ASP net, JavaScript, jQuery etc.; d) Knowledge of Microsoft SQL Server 2008 / 2012 / 2014 with database administration, including installation and e) Experience in SAGE system and Windows .NET Framework, including VB.Net and ASP.Net programming will be an added advantage.
DUTIES: a) Designs, develops, documents, analyses, creates, tests and modifies computer systems, programs and integrations; b) Applies system-analyst techniques and procedures, including consulting with users to determine hardware, software or systems functional specifications; c) Arranges project requirements in programming sequence by analysing requirements; preparing a work flow chart and diagram using
knowledge of computer capabilities, subject matter, programming language, and logic; d) Programs the computer by encoding project requirements in computer language; entering coded information into the computer; e) Analyses user information system needs; f) Documents the functionality and requirements; g) Researches, evaluates and recommends solutions and appropriate technology to meet user's needs. h) Provides reference for use of prime and personal computers by writing and maintaining user documentation; maintaining a helpdesk and knowledge base; i) Maintains computer systems and programming guidelines by writing and updating policies and procedures; and j) Develops and maintains applications and databases by evaluating client needs; analysing requirements; developing software systems.

LANGUAGE PRACTITIONER: AFRIKAANS (1 POST)
BASIC SALARY: R452 705.00 p.a.
JOB REQUIREMENTS: a) A Bachelor's degree or equivalent qualification in Translation Studies or any language-related field; b) Two (2) years work experience in a language related field; c) Proficiency in Afrikaans and a good command of English language; d) Demonstrable knowledge and understanding of parliamentary processes and the ability to function optimally in a multilingual and multicultural environments; and e) Shortlisted candidates will be required to undergo an assessment of their proficiency in transcription, translation and/or interpreting.
DUTIES: a) Translates and edits legislation from English into Afrikaans and vice versa; b) Transcribes the proceedings of the House and assists in the production of Hansard reports; c) Provides interpreting service from Afrikaans into English or vice versa during sittings of the Legislature; d) Participates in terminology management and development initiatives and projects; e) Assists in routine inspection of the recording and interpreting equipment in the legislative chamber and reports technical faults; and f) Performs administrative and ad hoc responsibilities as and when required.
COMPETENCIES: a) Basic knowledge in translation, interpreting, transcription and editing; b) High level linguistic skills and the ability to perform primary/first level editing of transcripts in accordance with approved editorial in-house style; c) Computer literacy: MS Office, knowledge of Computer-Assisted Translation (CAT) tools, terminology development software and translation memories; d) Knowledge of legislative processes, policies and parliamentary proceedings; and e) Dedicated, resourceful, deadline-driven and willingness to work beyond normal working hour

CHAMBER MESSENGER
BASIC SALARY: R199 553.00 p.a.
JOB REQUIREMENTS: a) National Diploma in Public Administration or equivalent relevant qualification and b) Two years' experience
DUTIES: a) Provides messenger services for the Legislature and for the legislative
sittings; b) Administers logistical support and services to MPLs during sittings;
c) Renders ceremonial services.

SERVICE OFFICER
ASIC SALARY: R171 124.00 p.a.
JOB REQUIREMENTS: a) Grade 12. b) Two years' experience.
DUTIES: a) Maintains a clean healthy working environment at all times; b) Services meetings and functions of the Legislature. C) Keeps safe utensils and refreshments; d) Stores catering and cleaning utensils in good and healthy conditions and e) Assists with other duties as directed by the Supervisors.
CORE COMPETENCIES: a) Maintains basic client relations; b) Basic proficiency in verbal and written communication' and c) Be able to work well with others.
