INTRODUCTION
The Government of Lesotho is looking for highly motivated professional local candidates to fill eight (8) positions of Principal Secretaries tenable in the following Government Ministries: 
i Defense, National Security and Environment; 
ii Justice, Law and Parliamentary Affairs; 
iii Health; 
iv Information, Communications, Science, Technology and Innovation; 
v Foreign Affairs and International Relations; 
vi Natural Resources; 
vii Gender, Youth, Sports, Arts, Culture and Social Development; 
viii Public Service, Labour and Employment;

JOB PURPOSE 
The Principal Secretary is the Chief Accounting Officer of the Ministry and provides Strategic Guidance and Supervision in the implementation of the Ministry’s Strategic Plan in line with Section 13 (2) of the Public Service Act, 2005 towards attainment of National Development Priorities. 
 
THE PRINCIPAL SECRETARY SHALL BE ANSWERABLE TO THE GOVERNMENT SECRETARY AND WILL PERFORM THE FOLLOWING KEY TASKS AND RESPONSIBILITIES: 
• Development and Review of the Ministry’s Strategic Plan and legal frameworks in line with the National Strategic Development Plan (NSDP) to deliver on Ministry’s priorities; 
• Supervision of the implementation of Strategic Plan, Programmes, Initiatives and Legal frameworks for the Ministry’s contribution to economic growth; 
• Overseeing Financial and Budget Management functions of the Ministry; 
• Manages Legal and Regulatory Compliance in the Ministry; 
• Drives performance of the Ministry in line with the NSDP; 
• Strategic Management of the Ministry’s stakeholders; 
• Implementation of Government decisions.

Professional Qualifications and Work Experience per Ministry: 
 
1. Ministry of Defence, National Security and Environment 
 
Qualifications
First Degree from a recognized University in any of the following fields: 
Public Administration, Governance, International Relations, Security Studies, Political Science, Human Rights or related field; 
Post Graduate or Master’s Degree from a recognized University will be an added advantage. 
 
Work Experience 
Ten (10) years’ work experience in a Senior Management position for First Degree holders and Five (5) years for Master’s Degree holders. 
Experience in Public Service management will be an added advantage. 
 
 
 
2. Ministry of Justice, Law and Parliamentary Affairs 
 
Qualifications
First Degree from a recognized University in any of the following fields: 
Law, Governance, Human Rights, Public Policy, Administrative Studies and or related fields. 
Post Graduate or Master’s Degree from a recognized University will be an added advantage. 
 
Work Experience 
Ten (10) years’ work experience in a Senior Management position for First Degree holders and Five (5) years for Master’s Degree holders. 
Experience in Public Service Management will be an added advantage. 
 
 
3. Ministry of Health 
 
Qualifications
First Degree from a recognized University in any of the following fields: 
Public Health Management, Medicine, Pharmacy, Nursing or related field 
Post Graduate or Master’s Degree from a recognized University will be an added advantage. 
 
Work Experience 
Ten (10) years’ work experience in a Senior Management position for First Degree holders and Five (5) years for Master’s Degree holders. 
Experience in Public Service Management will be an added advantage. 
 
 
 
4. Ministry of Information, Communications, Science, Technology and Innovation 
 
Qualifications
First Degree from a recognized university in any of the following fields: 
Media and Communications, Information and Communication Technology, Strategy and Leadership or related field; 
Post Graduate or Master’s Degree from a recognized University will be an added advantage. 
 
Work Experience 
Ten (10) years’ work experience in a Senior Management position for First Degree holders and Five (5) years for Master’s Degree holders. 
Experience in Public Service Management will be an added advantage. 
 
 
 
5. Ministry of Foreign Affairs and International Relations 
 
Qualifications
First Degree from a recognized University in any of the following fields: 
International Relations, Governance, Public Policy, Political Science, Administrative Studies, Human Rights, Regional Integration and or related field; 
Post Graduate or Master’s Degree from a recognized University will be an added advantage. 
 
Work Experience 
Ten (10) years’ work experience in a Senior Management position for First Degree holders and Five (5) years for Master’s Degree holders. 
Experience in Public Service Management will be an added advantage. 
 
 
 
6. Ministry of Natural Resources 
 
Qualifications
First Degree from a recognized University in any of the following fields: 
Civil Engineering, Mining, Natural Resources Management, Project Management and or related field; 
Post Graduate or Master’s Degree from a recognized University will be an added advantage. 
 
Work Experience 
Ten (10) years’ work experience in a Senior Management position for First Degree holders and Five (5) years for Master’s Degree holders. 
Experience in Public Service Management will be an added advantage. 
 
 
 
7. Ministry of Gender, Youth, Sports, Arts, Culture and Social Development 
 
Qualifications
First Degree from a recognized University in any of the following fields: 
Sociology, Social Policy, Development Studies, Anthropology, Gender and Sexuality Studies, Child and Youth Development, Culture and Heritage Studies and or related field;
Post Graduate or Master’s Degree from a recognized University will be an added advantage.
 
Work Experience 
Ten (10) years’ work experience in a Senior Management position for First Degree holders and Five (5) years for Master’s Degree holders. 
Experience in Public Service Management will be an added advantage. 
 
 
 
8. Ministry of Public Service, Labour and Employment 
 
Qualifications
First Degree from a recognized University in any of the following fields: 
Public Administration, Human Resources Management, Labour Law, Labour Relations, Industrial Psychology, Administrative Studies and Strategic Management or related field; 
Post Graduate or Master’s Degree from a recognized University will be an added advantage. 
 
Work Experience 
Ten (10) years’ work experience in a Senior Management position. 
Experience in Public Service Management will be an added advantage.
