5 YEAR FIXED-TERM EMPLOYMENT LINKED TO PERFORMANCE AGREEMENT

A total remuneration package in line with the Local Government upper limits of total remuneration package payable to Managers directly accountable to Municipal Manager
• Total Remuneration Package: Minimum: R781 460.00 p.a
• Total Remuneration Package: Midpoint R868 290.00 p.a
• Total Remuneration Package: Maximum R955 118.00 p.a
Requirements: • Grade 12 Certificate degree in Engineering / B.Tech: Engineering; or equivalent • 5 years relevant experience at middle management or as Programme/Project Manager and 3 - 4 years' must have been at professional/management level engineering • Compliance with the minimum competency requirements for Local Government Senior Managers as laid down in Government Notice No. 37245 dated 17 January 2014 or alternatively as per the exemption as laid down in the Government Gazette 40593 dated 03 February 2017 • Registration with a recognised relevant engineering professional body • Certificate of Competency as recognised in terms of the General Machinery Regulations will be an added advantage • A valid Code EB driver's licence.
Knowledge: • Good knowledge and understanding of relevant policy and legislation • Good knowledge and understanding of institutional governance systems and performance management • Good understanding of Council operations and delegation of powers
• Extensive knowledge of public office environment • Ability to formulate engineering master planning, project management and implementation • Good Governance • Good knowledge of Supply Chain Management regulations and the Preferential Procurement Policy Framework Act 2000 (Act No. 5 of 2000) • Ability to be an innovative and strategic leader • Good facilitation and communication skills in at least two of the three official languages in the North West.
Key performance areas: • Be accountable for the maintenance for and efficiency of the operation of electricity, water and sanitation, roads, storm water and waste management • Direct and manage staff within the department so that they are able to meet the Municipality's IDP objectives • Monitor and control budget in order to administer the MIG funds to ensure project compliance with all applicable legislation and conditions attached to the MIG • Prepare and submit report reports to the Municipal Manager to keep him/her informed of the matters relevant to all functions falling within the department • Make provisions for the improvement of service delivery within the Municipality.
